Comments:
The applicant requests to rezone the subject property from Rural-
43 SUP to C-3 CUPD. The applicant has argued that longer term
zoning entitlement (i.e. 30 years or more) is necessary to fund
improvements proposed with his previous SUP. C-3 CUPD zoning
would be a permanent entitlement. Further the C-3 CUPD zoning
district would not be subject to several of the conditions of SUP
approval that were related to specific use/business operations –
such as those related to business hours of operation, maximum
attendance, etc. Removal of the conditions will resolve a zoning
violation related to noncompliance with those conditions.
The subject site is located within a Phoenix county island of approx.
90 acres of mostly large residential lots surrounded mostly be
moderate-density residential subdivisions within the City of
Phoenix. It’s important to note the SR 30 freeway is planned to run
along the south side of Broadway Rd. in front of this site with an
interchange at 67th Ave. This general area is anticipated to
transition into commercial uses based around the freeway
interchange, although that is likely 15+ years in the future.
Condition ‘j’ requires the applicant to execute a pre-annexation
utilities services agreement with the City of Phoenix within five
years. If this does not occur, the C-3 CUPD zoning may be
considered for revocation. It is appropriate for a commercial area
to be within a municipality and have those urban level of services,
particularly related to water, sewer and police.

Neighborhood opposition has been received speaking to the
existing site operations, dust, traffic, and concerns about animal
welfare. Staff would note that if this zone change is denied, the
approved SUP entitlement remains in place. To date, staff has
received 17 items of opposition and one appeal form. The receipt
of the appeal form requires this case to be heard on the regular
agenda. This level of opposition has not triggered requirement for
a super-majority vote of the BOS for C-3 CUPD approval. There are
no
outstanding
concerns
from
reviewing
agencies.
The
Commission recommends approval by a split vote with
Commissioners Montoya and Danzeisen of District 5 dissenting.

Recommendation:
On 7/11/24, the Commission voted 4-2 to adopt a motion
recommending the Board of Supervisors approve Z2024023
subject to conditions ‘a’ – ‘j’:
a.
Approval of Z2024023 shall rezone the site from Rural-43 SUP to C-3 CUPD. The existing
special use permit (SUP, Z2019034) will expire upon effect of the C-3 CUPD zoning.
b.
The site plan approved under Z2019034 shall be considered an approved plan of
development (POD) in the C-3 CUPD zoning district. Development of the site shall comply
with the Site Plan entitled “Rancho Ochoa SUP”, consisting of one sheet, dated stamped
received on March 2, 2021, except as modified by the following conditions.
c.
Development of the site shall be in conformance with the Narrative Report entitled
“Rancho Ochoa Rodeo and Private Party Rental Space”, consisting of 8 pages dated May
15, 2024, except as modified by the following conditions.
d.
The following C-3 CUPD standards shall apply:
1. Prohibited Uses:
1. MCZO 804.2.2 (Adult Oriented Facilities)
2. MCZO 804.2.45 (Medical Marijuana Dispensary and/or Marijuana Establishment
and/or Medical Marijuana Offsite Cultivation Location)

Parking:
1. For a 10-acre outdoor event venue there shall be a minimum of 500 regular
parking spaces and 20 trailer spaces that are paved or surfaced in accordance
with or subject to a dust control plan in accordance with Maricopa County Air
Quality Department requirements.
2. ADA parking must be paved and provided in accordance with the Maricopa
County Zoning Ordinance unless superseded by adopted building /
construction safety code.
3. Parking for other uses are subject to MCZO Section 1102.1 Parking
Regulations.
e.
The following Planning Engineering conditions shall apply:
1. Since approval of the SUP, MCDOT has initiated a Transportation Improvement
Program (TIP) Project (#TT0575 - Broadway Road: 75th Avenue to 51st Avenue). The

applicant shall coordinate with the assigned MCDOT Project Manager Marcellus
Lisotta, Marcellus.Lisotta@maricopa.gov or 602-506-4109 to determine if the
previously required conditions can be changed to an In-Lieu process for cost share of
the project; and to determine if additional right-of-way dedication is required.
2. Any change in use of the property from its current use will require submission of a new
Plan of Development application and traffic study.
3. No Site Plan approval is inferred herein other than that approved under case
Z2019034.
4. Engineering review of re-zone cases is conceptual in nature. All development and
engineering design shall be in conformance with Section 1205 of the Maricopa County
Zoning Ordinance; Drainage Policies and Standards; Floodplain Regulations for
Maricopa County; MCDOT Roadway Design Manual; and current engineering policies,
standards and best practices at the time of application for construction.
f.
The following Maricopa County Environmental Services Department (MCESD) stipulations
shall apply:
1. A Public Water System application and a New Source Approval application are
required and must be submitted to the MCESD’s Drinking Water Program. A water
quality analysis report will be required with submittal and is good within one-year of
testing.
2. An Approval to Construct application is required to be submitted to the MCESD’s
Subdivision & Infrastructure Program for all water system infrastructure.
3. A Minor Plan Review application must be submitted for any existing system(s) if being
utilized and if the applicant believes the existing system(s) are adequate in size to
support the new use; otherwise, a new septic permit/install may be required.
4. An Approval to Construct application is required and must be submitted to MCESD’s
Subdivision & Infrastructure Program for water, reclaimed water and/or wastewater
system infrastructure.
g.
Noncompliance with any of the conditions assigned to the approval of this Zone Change
by the Maricopa County Board of Supervisors may be grounds for revocation in
accordance with the requirements and procedures as set forth in the Maricopa County
Zoning Ordinance.
h.
The property owner/s and their successors waive claim for diminution in value if the
County takes action to rescind approval due to noncompliance with conditions.
i.
The granting of this change in use of the property has been at the request of the applicant,
with the consent of the landowner. The granting of this approval allows the property to
enjoy uses in excess of those permitted by the zoning existing on the date of application,
subject to conditions. In the event of the failure to comply with any condition, the property
shall revert to the zoning that existed on the date of application. It is, therefore, stipulated
and agreed that either revocation due to the failure to comply with any conditions, does
not reduce any rights that existed on the date of application to use, divide, sell or possess
the property and that there would be no diminution in value of the property from the value

it held on the date of application due to such revocation of the Zone Change The Zone
Change enhances the value of the property above its value as of the date the Zone Change
is granted and reverting to the prior zoning results in the same value of the property as if
the Zone Change had never been granted.
j.
C-3 CUPD zoning approval is conditional in accordance with the Maricopa County Zoning
Ordinance, Article 304.6.1. If a pre-annexation utilities services agreement with the City of
Phoenix has not been executed within five years of Board of Supervisors approval, the
zoning may be considered for revocation back to Rural-43 with reinstatement of the
special use permit subject to conditions approved per Z2019034.

Project Summary:
1. The applicant is requesting a zone change with overlay from Rural-43/SUP to C-3 CUPD. for the
Rancho Ochoa events facility. The subject approximate 10-acre site is in the south Phoenix (Estrella) area
east of the northeast corner of Broadway Rd. and the 67th Ave. intersection. The planned freeway of
State Route 30 is currently designed to route just south of Broadway Road, with a likely 67th Avenue
freeway interchange. If approved, this zone change would replace the existing SUP and allow a
permanent entitlement to this event center.
2. The existing special use permit (SUP) for Rancho Ochoa was approved by the Board of Supervisors
(BOS) in January of 2012 under case Z2009107. The site’s events since its inception have included
rodeos (charreadas) as well as live music concerts. Subsequently, the SUP was amended via a major
amendment Z2019034 in 2021 extendeding the SUP validity until August 23, 2041, and adding conditions
regarding permitting of existing structures, site operations and engineering requirements.
3. There have been several complaints regarding the site’s usage in recent years. All complaints were
dismissed, with inspections revealing the site to have been compliant with the approved SUP conditions,
until earlier this year with verification of V202400083. This violation indicates site operations have grown
noncompliant with several conditions:
1. Condition ‘D’: Requires the combination of parcels 104-56-15 & 104-56-016
2. Condition ‘E’: Limits the event center to 22 events per year (31 events had been advertised
at the site in 2023)
3. Condition ‘F’: Limit all outdoor events to a maximum of 800 people
4. Conditions ‘G’ and ‘H’: Limit the hours of operation including hours for music or live bands
5. Condition ‘V’: Requires lighting to comply with ordinance standards. Stage / show lighting
included with spotlights and laser displays shining upward or outward trespassing on
adjacent parcels are prohibited.
Condition ‘D’ has since been implemented through lot combination creating the subject parcel,
104-56-016A. The second phase of development has not yet occurred - to remove and replace
the existing single-family residence with a banquet hall for indoor events.

Permanent commercial zoning will essentially delete these stipulations as they do not apply to
the commercial zoning districts and may only be applied as an SUP condition. If said conditions
are no longer applicable to the site zoning then violation V202400083 will be remedied. The site’s
plan of development (POD) will have to remain compliant with the zoning district standards and
ordinance requirements. As proposed, the site plan approved with Z2019034 will remain the
governing POD.
4. The CUPD table below indicates proposed deviations from the base C-3 zoning district. (Note: The
applicant’s CUPD table has a typo listing C-2 CUPD.)
5. Additionally, the applicant has proposed the following conditions:
1.
The number of outdoor events shall not exceed 40 events per year.
2.
Outdoor events will conclude by 1 AM.
However, such conditions are only applicable to an SUP and not to a commercial zoning district.

9. Conditions ‘S.4’ and ‘S.5’ of the SUP pertained to site dedication and improvements on and along
Broadway Rd. No such dedication appears to have occurred as of this report. However, it can be
assumed that such improvements will be done as a requirement of permitting site improvements.

13. Staff believes C-3 zoning will be appropriate for this site. The planned SR 30 freeway will run directly
south of and parallel to Broadway Rd. fronting the site and will have an interchange with 67th Ave.
This will foster higher intensity redevelopment of the area including commercial development around
the SR 30 / 67th Ave. interchange. Adjacency to the City of Phoenix will allow future annexation with
access to municipal services. Rancho Ochoa has been operating for nearly a dozen years as a social
gathering space for the community.

14. However, the question to consider is whether commercial zoning is premature. There are
neighborhood concerns (as evidenced by the history of zoning violation complaints, although none
expressed in response to the C-3 CUPD zoning request). Although the general area can be expected
to transition to higher-intensity development with the planned freeway interchange, at present the site
is surrounded by residential uses. An outdoor event venue proximate to established residential
neighborhoods is arguably problematic. The approved SUP is subject to conditions intended to
mitigate impact on the surrounding residential neighborhood, but those customized conditions will
not continue with revocation of the SUP and approval of C-3 CUPD zoning. The SUP was approved
subject to an expiration date, August 23, 2041. Said date may better coincide with construction of the
SR 30 freeway and thus ultimate land use and development patterns may be more accurately
determined at that time. Staff believes that C-3 zoning will clearly be appropriate for the site.
However, if there is concern the C-3 CUPD rezoning is premature the applicant may consider
modifying this request for an SUP Major Amendment to modify the conditions governing his site; and
then reconsider the C-3 CUPD rezoning when the SUP validity approaches its expiration.
15. Having said that, staff considers C-3 CUPD zoning to be ultimately appropriate for the site proximate
to the future SR 30 / 67th Ave. interchange. Conditional zoning, based on an approved pre-annexation
agreement with the City of Phoenix received within five years of approval of this rezone, is offered to
ensure the site is annexed. Annexation is appropriate so the commercial development is subject to
municipal services consistent with the Vision 2030 policy for urban services for urban development,
and to ensure that this rezone does not foster a permanent commercial county island. This period
will also allow for review of the appropriateness of timing of the rezoning based upon land use and
development patterns at that time.
Recommendation:
16. Staff recommends the Commission adopt a motion recommending that the Board of Supervisors
approve Z2024023 subject to the following conditions ‘a’ – ‘j’:

Rancho Ochoa Rezone
Purpose of Request
The applicant is seeking to rezone for the Rancho Ochoa Property of 10.25± acres, located
at 6632 W Broadway RD. in the Phoenix area, APN’s 104-56-016A (the “Property”). The
Property recently went through a lot combination (a stipulation from the previous Special
Use Permit case), and is now comprised of one (1) parcel. The proposed zone change from
RU-43 to C-3 (General Commercial) with a Commercial Unit Plan of Development (CUPD)
overlay, for the entire 10.25± gross acres. The requested zone change will permit the use of
Rodeo and Private Party Rental Space, which is the current use of the property through a
Special Use Permit (SUP). (See Exhibit A: Existing Zoning and Exhibit B: Proposed
Zoning).
Description of Proposal
The Property is currently zoned RU-43, and was approved for Special Use Permit (SUP) to
utilize the Property as a rodeo and event site, (case # Z2019034) on August 23, 2021 by the
Maricopa County Board of Supervisors. The objective of this Zone Change application is to
rezone the Property to C-3, General Commercial which permits the use of Rodeo and Private
Party Rental Space, outright.
The Property is easily accessible and located on Broadway Road, .5 miles east of the Loop
202 (South Mountain Freeway), which connects to Interstate 10, joining the east and west
portions of the Phoenix Metro area, and access to other freeways. The planned freeway of
State Route 30 is currently designed to route just south of Broadway Road with a likely 67th
Avenue freeway interchange. This site is located just east of the northeast corner of
Broadway Road and 67th Avenue. The other three corners on the intersection of Broadway
Road and 67th Avenue (NWC, SWC and SEC) are currently zoned commercial on the City
of Phoenix. Due to the current use of the property, the future freeway alignment and the
commercial zoning adjacent to it, rezoning this parcel to commercial is logical zoning, long
term.
A site plan is included with this rezoning request. Any future commercial development will
be in compliance with the Maricopa County Zoning Ordinance (MCZO) C-3 zoning district
standards and regulations per Section 805 and will be in compliance with C-3 development
standards and regulations, meeting setbacks, signage criteria, etc. The request of the CUPD
is to limit what commercial uses are permitted at this site, due to its proximity to residential
lots to the east and west as well as height regulations.

use of Rodeo and Private Party Rental Space.

Commercial Unit Plan of Development (CUPD)
The Commercial Unit Plan of Development (CUPD) Overlay is proposed to deviate the
MCZO standards for uses permitted in the C-3 zoning district.
The proposed CUPD is requesting to have all uses that are currently permitted in the C-3
zoning code, however we are proposing to prohibit the following uses:
• (804.2.2) Adult oriented facilities as defined under Chapter 2, subject to the following
conditions: *11
a) Adult oriented facilities shall not be located within 1,500 feet of any other adult
oriented facility.
b) Adult oriented facilities shall not be located within 1,500 feet of:
a)
A church; or
b)
A public or private elementary or secondary school; or
c)
A public or private day care center, preschool, nursery,
kindergarten, or similar use; or
d)
A public park or playground; or
e)
A medical marijuana dispensary or a medical marijuana offsite
cultivation location. *18
c) For purposes of measuring separation distances required in this section, the
measurements shall be taken in a straight line from the closest exterior walls
of any affected structures without regard to intervening structures or objects or
political boundaries.
d) An adult oriented business lawfully operating is not rendered in violation of
these provisions by the subsequent location of a church, public or private

Good Afternoon Ms. Applegate,
I am writing this request that my opinion of opposition be considered upon the zoning
hearing request. I am a local resident, living 1/2 a mile north from this location and I
heavily oppose the re-zoning change. As it currently is, when this location has events
(which are not often), the crowd screaming and the loud music is a major disturbance
and extremely loud. Even at 1/2 a mile away, the sound carries as there are still fields
around us. Due to it being a ranch, there is no pavement in their location and all the
cars and people walking around in the dirt kicks up so much dust that it looks like
heavy fog outside. There are no sidewalks or parking areas around the location as it
is residential homes or fields. Horses and livestock are displayed inside which is all
dirt as well. I suffer from asthma and am unable to go outside my home due to the
extreme heavy dust in the air. People attempt to park in the dirt fields, kicking up
even more dust. Having more events more often will carry air quality issues in the
neighboring homes. When events do occur, many of their guests speed and drive
intoxicated through our neighborhood.
I feel that by Rancho Ochoa changing to Commercial zoning, these issues will become
a greater nuisance as the events will be occur more often without the consideration of
the residential homes and neighbors nearby.

Hello Mr. Landis,
My name is Tennille Rivera, and I own a home in the Sunset Place Community on 67th Ave and
Broadway. We have lived in the area for almost four years now. From the very first weekend, we were
officially in our home, the ridiculous music until all hours of the morning started. Our windows would
shake, and their spotlights would shine through our bedroom window. We thought maybe it was just a
special occasion, and perhaps that was it. We ignored it the first night, but our windows rattled until 4
am.
The following weekend, the same thing happened, but the music started at 4 pm in the afternoon. Out
of curiosity as to where this atrocity was coming from. As we turned the corner, it was clear the Rancho
Ochoa "rodeo" was more than a rodeo! Cars were coming in and out, and people were racing out so fast
dirt was flying through the air. This continued every weekend. I found Rancho Ochoa on Facebook and
soon found out that they post about all their upcoming events almost every weekend. Live concerts,
bands. They do LIVE videos from the events, and the place is packed with people, a lot of drinking, and a
lot of underage kids can be seen as well. As a licensed and certified bartender, I know for a fact, they are
not carding ALL of the people there. It is packed over capacity.
Many car accidents happen at the corner of 67th and Broadway and 67th Ave and Lower Buckeye. I
wouldn't be surprised if it was due to the traffic coming from the "rodeo."
I would like to ask that the request to be rezoned as commercial be denied. Our area would need to be
zoned to handle the additional traffic! More homes and housing are being built in the area, and it should
not be a hindrance every weekend to have our homes rattling from the music, lit up by lights, and
disturbed by nonstop traffic. Where is our right to peaceful living?

My name is Ana Fernandez, I am a private investor and Notary Public commissioned in
Maricopa County. Since 2000, I have been a resident of the Sienna Vista Community located on
67th Ave and Broadway Rd in Phoenix, Arizona.
I previously submitted a letter of support dated on June 19,2020, Re: Case No.22019034.
However, please be advised I formally rescind my previous support for the special permits and
zoning for Rancho Ochoa. I originally supported this venue because of my appreciation for local
businesses. However, after further consideration, I have reahzed the significant negative impact
this establishment has had on our neighborhood.
One of my primary concerns if approved is the increased traffic on our local roads. The
anticipated influx of attendees for concerts and other events will undoubtedly cause significantly
more congestion, making it extra difficult for residents to navigate the area safely especially since
there are only two lanes and no turning lanes. No lanes designated for tuming cause a hold-up for
people waiting to tum into and out of the establishment. This increase in traffic not only poses an
inconvenience but also raises serious safety coneerns for drivers and pedestrians, including the
food trucks and their patrons who frequent the neighborhood and station themselves directly across
the venue.
Additionally, the noise generated by the concerts has disrupted the peaceful environment
previously enjoyed in Sienna Vista and neighboring communities. The loud music and large
crowds continue late into the night, disturbing the sleep and tranquility of residents. Many of us
moved to this area for its quiet, family-friendly atmosphere, and the introduction of a noisy venue
has detracted from the quality of life we value here.
Another pressing issue is the mistreatment of animals involved in the jaripeos. Reports
from similar events have shown that these animals are often subjected to harsh conditions and
mistreatment, leading to physical and psychological harm. Many events lasso and drop bulls and

Over the course of my career as a television host, I've seen a lot of tough competitions
on
game shows and l've witnessed a lot of heartbreaking
losses-but the contestants
were
always humans who chose to compete for prizes in order to entertain people.
Animals used in rodeos and charreadas
(Mexican-style
rodeos) have no such choice. They're
forced to "perform,"
including through pain inflicted by barbaric devices such as flank straps,
spurs and electric
prods. Having lived and worked in Los Angeles for many years, I took a
keen interest
in learning
that the Los Angeles City Council is considering
an ordinance
that
would ban such cruel devices,
and I urge the council members
to support the proposal.

Both American-style
rodeos and charreadas
are egregiously
cruel. Animals used in these
spectacles
often sustain horrific and sometimes
fatal injuries,
such as punctured
lungs and
broken ribs, backs and necks, as well as suffering
heart attacks and aneurysms.
When calves
are roped while running,
their necks are routinely
snapped back by the lasso or can be twisted
as they're violently
slammed
to the ground.
ADVERTISING
Charreadas
even include an event called el paso de la muerte ("the passage of death"),
which
involves
leaping
from the back of a trained horse onto the back of a wild horse and riding until
the animal becomes
exhausted
from trying to buck the rider off. During the terna en el
ruedo ("team of three"),
which is a team-roping
event, two riders must rope a bull as quickly as
possible,
one by the neck and the other by the hind legs, and a third binds his hooves
together,
Perhaps
the most grisly event in a charreada
is the coleadero
("steer tailing"),
in which a rider
on horseback
grabs the tail of a running steer, wraps it around his stirrup or leg and takes off
at full speed, slamming
the terrorized
animal to the ground.
There have been instances
in
which the steer's tail has been degloved,
or stripped
to the bone.
The horses, calves, steers and bulls on the rodeo circuit,
who are generally
gentle by nature,
are subjected
to abuse in order to guarantee
that they'll perform as expected by the paying
public. Electric
prods, spurs and flank straps are used to irritate and provoke
them into
bucking.
The flank, or "bucking,"
strap is tightly
cinched
around the animals'
abdomens,
which

causes them to "buck" as they try to break free from it. When paired with spurring,
it causes
them to buck even more desperately,
often resulting
in serious injuries.
The flank strap can
even cause open wounds and burns from chafing.
Cows and horses are often prodded
with
an electric
"hotshot"
while in the chute to rile them up, causing them intense pain.
Animals used in rodeos are specifically
excluded from the protections
afforded by the federal
Animal Welfare
Act. And there's no law requiring
a veterinarian
to be present at these events
-one just has to be "on call." For an animal with a shattered
leg or gaping wound, every
minute waiting for a vet to show up must feel like an eternity.
Animals who manage to make it through an event unharmed
are given little time to rest or
recover.
They're loaded onto trucks, hauled to the next event and forced to participate
over
and over again. During transport,
they may be tightly confined
and denied adequate
food and
water for extended
periods of time. When they're too old or worn out to continue,
"retirement"
is often a one-way
trip to the slaughterhouse.
Most Latinos
today don't want to see animals tormented
for entertainment.
In fact, according
to one survey,
only 1% of Mexicans
who attended
a traditional
festivity
attended
a charreada.
Another survey showed that only 1.2% of Mexicans
think that charreria
is the most important
sport in Mexico. No one I know attends charreadas.
As one critic quoted in the Los Angeles
Times put it, "l am not against tradition,
just against cruelty."
The opinions
of a small minority
of rodeo and charreada
enthusiasts
should not outweigh
those of the overurhelming
majority
of people who condemn
cruelty to animals.
Los Angeles
City Council members
must refrain from assuming
that all Latinos support charreadas,
because
everyone
who cares about animals condemns
cruelty.
By banning devices designed
to inflict pain and discomfort,
as the city of Pittsburgh
has already done, the city council can
take a stand for animals and fulfill the wishes of its kind constituents.

I have been a property owner of neighboring property to Rancho Ochoa since 1989 and do not
want this property
rezoned to C-3. There is too much traffic congestion, illegal parking, late music and an
excessive
amount of dust already. This rezoning will not improve the area but in fact will lessen the area.
Please, please do not approve this.
Broadway road from East of 67th Ave West to 72nd Avenue and beyond has become a constant
swap meet. There are "vendors" parked early morning, late evening and all day on the
weekends.
Rancho Ochoa becoming a commercial property will only create more issues. Please do not

Dear Commissioners:
I was scheduled to address you this morning on Item #4 - Rancho Ochoa. Unfortunately,
something came up and I am not able to address you personally.
I am opposed to the zoning request as I don't believe it fits the criteria for an upzone. I will add -
at this time. The current zoning on the property still allows for the owner to expand as well as
operate the rodeo and a new event center. The Special Use Permit (SUP) that allows for this
does not expire until August of 2041 and provides all the provisions for the continued operation
WITH the addition of a few stipulations that I believe to be important and should be maintained.
My understanding is the stipulations would go away with the new zoning request.
The argument used to justify the upzone is the SR 30 freeway and the possibility of an off ramp
on 67th Avenue. As we all know, SR 30 is on the 'books' but is far from a done deal. Currently,
SR 30 is slated to begin and/or end between 2027 and 2040. We are also aware that there is no
current funding for SR 30. If and only if Proposition 479 passes in November of this year will we
know if SR 30 will be constructed in the near future or pushed further out.
As for exit ramps, there is no current design for the actual path of SR 30 much less on and off
ramps. For those of us that live here, we saw the footprint of the Loop 202 change quite a bit
from the original design to build out. The possibility of this happening with the SR 30 is probably
absolute.
With construction currently in progress on the SW Corner, NW Corner and an entitled parcel on
67th Avenue and Broadway (just south of the above property), it would seem prudent to watch
and wait before adding a zoning of this nature to this area. Rancho Ochoa is a place that many
in the community enjoy and to have it work in harmony with the community is hopefully the
ultimate goal.
