Dear Ms. Ford: 
 
Maricopa County (“County”) and the Department of the Interior, Bureau of Land Management (“BLM”) originally 
entered into the Recreation and Public Purpose Act Lease #A17005 on December 7, 1982 (see attached).  On 
December 21, 2007, the BLM renewed the term of the original Lease through December 20, 2032 (collectively, 
“Lease,” attached).  The Lease pertains to 170 acres of real property currently part of the Cave Creek Regional Park 
(see Map attached).   
 
According to the Lease Appendix A, Section 4, an “option to request patent [by County] to the lands under lease may 
be exercised upon substantial completion of the proposed improvements and facilities.” The County has completed 
substantial development of the leased lands according to the Cave Creek Regional Park Master Plan, i.e., open 
space, maintenance compound, campground, and rodeo arena. 
 
Therefore, the County is exercising its option to request a patent to the lands under this Lease.  The County 
understands as part of this process, the County may be required to reimburse BLM for some costs associated with 
processing this request, such as environmental studies.
