Total Approved Funding is included in Summary Federal Award Financial Information on page 1 of the NOA,. All future year funding will be based on satisfactory programmatic progress and the availability of funds. The federal award amount is subject to adjustment based on total allowable costs incurred and/or the value of any third-party in-kind contribution when applicable. Coronavirus Disease 2019 (COVID-19) Funds: A recipient of a grant or cooperative agreement awarded by the Department of Health and Human Services (HHS) with funds made available under the Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020 (P.L. 116-123); the Coronavirus Aid, Relief, and Economic Security Act, 2020 (the “CARES Act”) (P.L. 116-136); the Paycheck Protection Program and Health Care Enhancement Act (P.L. 116-139); the Consolidated Appropriations Act and the Coronavirus Response and Relief Supplement Appropriations Act, 2021 (P.L. 116-260) and/or the American Rescue Plan of 2021 [P.L. 117-2] agrees, as applicable to the award, to: 1) comply with existing and/or future directives and guidance from the Secretary regarding control of the spread of COVID-19; 2) in consultation and coordination with HHS, provide, commensurate with the condition of the individual, COVID-19 patient care regardless of the individual's home jurisdiction and/or appropriate public health measures (e.g., social distancing, home isolation); and 3) assist the United States Government in the implementation and enforcement of federal orders related to quarantine and isolation. stewardship of federal funds. ¢ CDC program staff will assist, coordinate, or participate in carrying out effort under the award, and recipients agree to the responsibilities as detailed in the NOFO and included below. Expanded Authority: The recipient is permitted the following expanded authority in the administration of the award. « Carryover of unobligated balances from one budget period to a subsequent budget period. Unobligated funds may be used for purposes within the scope of the project as originally approved. Recipients will report use, or intended use, of carried over unobligated funds in Section 12 “Remarks” of the annual Federal Financial Report. If the GMO determines that some or all the unobligated funds are not necessary to complete the project, the GMO may restrict the recipient’s authority to automatically carry over unobligated balances in the future, use the balance to reduce or offset CDC funding for a subsequent budget period, or use a combination of these actions. Post Award Actions Note: Post award actions may be submitted during Budget Period 1 to address changes in work plan activities and the related costs in the approved budget. Per OGS policy, a post award action suspense goes into effect 120 days before (i.e., April 2) the end of the budget period (.e., July 31). This suspense is intended to protect resources necessary to conduct technical reviews of continuation funding applications and the associated award processing activities. Therefore, any/all financial post award actions submitted on or after April 2, 2025, will be returned. Non-financial post award actions (e.g., change of key personnel) are not impacted by this suspense. Budget Period 02 Continuation Guidance Note: In February 2025, the ELC Program will publish continuation funding guidance for Budget Period 2 (BP2). In the application process for BP2, recipients will be required to submit an interim Federal Financial Report (FFR) in ELC CAMP. As part of this submission, recipients will be required to report the expenditures and unliquidated obligations (ULOs) by Program/Project that were funded in BP1. Failure to submit the required information by the due dates may result in either not being eligible or having reduced financial assistance awarded in the Program/Project for Budget Period 2. | FUNDING RESTRICTIONS AND LIMITATIONS Notice of Funding Opportunity (NOFO) Restrictions: Recipients may not use funds for research. Recipients may not use funds for clinical care except as allowed by law. Recipients may use funds only for reasonable program purposes, including personnel, travel, supplies, and services. ¢ Generally, recipients may not use funds to purchase furniture. Any such proposed spending must have been clearly identified in the budget and be an approved BLI. « Reimbursement of pre-award costs generally is not allowed unless the CDC provides written approval to the recipient. « Other than for normal and recognized executive-legislative relationships, no funds may be
