Jacobs Engineering has been the project design consultant since May, 2017, and has developed the
design from 60-percent stage to Sealed. The project bid in January 2022, but no bids were accepted.
MCDOT determined that the project shall be separated into two phases for two separate bid
solicitations. Phase 1 for underground facilities has completed and Phase 2 design is now completing.
Jacobs Engineering has the familiarity regarding the project history including design decisions, utility
coordination issues, and SRP-MIC coordination expectations, to provide these services. It is in the
best interest of MCDOT to utilize Jacobs Engineering to complete the design and provide bidding
assistance and post-design services for consistency and efficiency. Utilizing a different design
consultant at this stage of McKellips Road design would be contrary to the public interest.
The alternative would be to use a different design consultant, which would be unacceptable
because of unfamiliarity with the project, including design issues, agency coordination, utility
issues and SRP-MIC coordination. Jacobs Engineering has the history and detailed project
knowledge to complete the Phase 2 design and provide bidding assistance and post-design
services.
Jacobs Engineering provided a scope and fee proposal which is consistent with similar
consultants contract rates and acceptable engineering fees for this type of work.

SCOPE OF SERVICES – PROJECT SPECIFIC
Project Overview
Project Location
McKellips Road between Loop 101 Price Freeway and Alma School Road is approximately 1.97 miles
in length located entirely within the Salt River Pima-Maricopa Indian Community (SRP-MIC).
McKellips Road is classified as a principal arterial roadway and is typically an un-curbed 2-lane
roadway with widening at major intersections within the limit of the project corridor.
Project Background
A Design Concept Report (DCR) was developed for this project in 2009. That DCR also included the
evaluation of bridges crossing the Salt River at McKellips Road, Dobson Road and Gilbert Road. The
recommended alternative for widening McKellips Road between Loop 101 and Alma School Road was
to widen the roadway symmetrically about the existing centerline.
Utilizing the recommended alignment from the DCR, a Scoping Study was completed in 2015 that
included a raised median, curb and gutter, sidewalk, irrigation improvements and a storm drain that
outlet to the Loop 101 channel.
A Safety Evaluation was performed for the corridor in 2016 which identified short-term and long-term
countermeasures for implementation.
In 2016, a Value Engineering (VE) Analysis was performed on the scoping design which identified cost
saving modifications to the scoping design and added improvements recommended in the Safety
Evaluation.
Some of the significant items from the VE Analysis included utilizing retention basins in lieu of an
underground storm drain pipe and salvaging the existing pavement rather than a complete reconstruction
of the roadway.
Jacobs completed a 60% Design that implemented the VE recommendations which included reusing the
existing pavement by widening rather than reconstructing the roadway, as recommended in the VE
Report. However, the proposed widening created complicated milling and overlay thickness along with
a differential in the median curb height that was undesirable to MCDOT.
After further collaboration with MCDOT, SRPMIC and key stakeholders, Jacobs completed a revised
60% design and then 95% and 100% Design Documents. The revised design developed some of the VE
recommendations that were agreeable to MCDOT as well as safety countermeasures and drainage
options. The Final Design includes revisions to the roadway profile that requires constructing a majority
of the existing pavement to simplify construction and provide the required pavement structure while
maintaining minimum roadway cross-slopes and grades. Right-turn lanes were added to the Saddleback
Communications site along with modifications to the landscaping, drainage, and irrigation.
In January 2022 the project advertised for construction. MCDOT rejected the one bid received and has
opted to repackage TT0342 into two projects. Phase No. 1 will construct underground facilities
including sewer lines, waterlines and storm drain. Phase No. 2 will construct the remaining
aboveground facilities.
Phase No. 1 construction was completed in March 2024. During the construction of Phase No. 1
MCDOT approved the inclusion of an additional right turn lane east of Longmore Road to provide
access to a future SRP-MIC water treatment plant. The design exception for the existing superelevation
on McKellips Road approaching Alma School Road was rejected. and the Phase No. 2 design was
revised to include a compliant superelevation rate. The Phase No. 2 project plans were also updated to
include temporary irrigation drainage for the construction of the box culvert.

Project Purpose
This project is for preparing final PS&E for Phase No. 2 and for post design services for the
construction of Phase No. 2.
Length of Services
It is anticipated the length of service for this task will be 18 months to include production of sealed
documents and post design services for Phase No. 2.
SECTION 100 PROJECT MANAGEMENT
100.2.2 Matrix of Deliverables
In accordance with Contract No. 2015-030, WA#6, MicroStation V8i and InRoads will be used to
develop CADD deliverables and the Consultant will use MCDOT’s CADD Standards for MicroStation
V8i.
100.4 Design Criteria
In accordance with Contract No. 2015-030, WA#6, the project design will be in accordance with the
MCDOT 2018 Roadway Design Manual (RDM) and current Maricopa County Drainage Policy and
Standard Manual (DPSM) and the 60% Design Documents. MCDOT references and publications shall
control the work, and any necessary supplementation should be provided by appropriate AASHTO,
FHWA, Maricopa Association of Governments (MAG) and/or MCDOT references. All designs shall
conform to the latest ADA Accessibility Guidelines Title I and II.
SECTION 200 SUBMITTALS
The Consultant will make one (1) submittal for this project, at the Sealed stage. The Consultant will
provide this submittal in electronic format, including CADD files, to the MCDOT Project Manager for
distribution to the project team members and stakeholders.
The Project Manager will return all comments to the Consultant within 14 calendar days following the
submittal. With each resubmittal, the Consultant shall return any prior review check prints along with
prior review comments annotated with Consultant responses.
The Consultant shall submit quality assurance documentation demonstrating that the proposed QA/QC
procedures have been implemented. The Consultant shall be required to resubmit any scheduled
submittal deemed by MCDOT to be incomplete or lacking in sufficient detail.
Final sealed reports such as drainage reports, soils report and other prepared reports and data shall be
submitted electronically by the Consultant in addition to the specified number of hard copies. Each
report including cover with signed professional seal, text, photos, engineering and other drawings,
tables, maps, all appendices, and hand calculations shall be provided to MCDOT as one Acrobat Reader
(.PDF) formatted file on a compact disk, suitable for publishing on the MCDOT website. Cost estimates
and other data prepared on spreadsheets shall be submitted electronically (Microsoft Excel) by the
Consultant along with the specified number of hard copies.
1200.6 Phase No. 2 Sealed PS&E Submittal
The Consultant will prepare and submit sealed construction documents, specifications, and cost
estimates.

SECTION 300 BIDDING PHASE
1300.5 Phase No. 2 Technical Assistance
The Consultant shall provide technical assistance and respond to design questions during the
advertisement period of the project.
1300.6 Phase No. 2 Preparation of Addenda
The Consultant shall prepare addenda that may be required to clarify or correct the plans or Special
Provisions.
1300.7 Phase No. 2 Pre-Bid Conference
The Consultant shall attend a pre-bid conference for all contractors interested in bidding on the project
and shall be prepared to answer contractor’s questions.
1300.8 Phase No. 2 Bid Opening
After bid opening, the Consultant shall assist MCDOT in analyzing bids when requested to do so.
SECTION 400 POST DESIGN
Post Design Services shall be provided as outlined herein.
1400.6 Phase No. 2 Pre-Construction Conference
The Consultant shall attend a pre-construction conference and shall be prepared to answer Contractor’s
questions.
1400.7 Phase No. 2 Request for Information (RFIs)
The Consultant shall review and respond to the Contractor’s request for information (RFI) or
clarification of design issues contained within the project plans and specifications. For estimating
purposes, it is assumed the Contractor will have 40 RFIs.
1400.8 Phase No. 2 Begin Construction
The Consultant shall attend weekly construction meetings and shall be prepared to answer the
Contractor’s questions. For estimating purposes, it is assumed there will be 52 construction meetings
that will be attended by the Consultant.
The Consultant shall attend on-site construction meetings as necessary and shall be prepared to answer
the Contractor’s questions. For estimating purposes, it is assumed there will be 3 on-site construction
meetings that will be attended by the Consultant.
The Consultant shall review and approve Contractor submittals and shop drawings associated with
products and procedures for construction of improvements specified in the project plans and
specifications. For estimating purposes, it is assumed the Contractor will have 20 submittals.
1400.9 Phase No. 2 End Construction
The Consultant shall attend a final walk-thru inspection of the project once the Contractor has obtained
substantial completion from MCDOT. The Consultant shall not be responsible for providing record
drawings.
1400.10 Phase No. 2 Project Administration and Close-Out
The Consultant shall finalize project documentation. A certificate of performance will be submitted to
MCDOT once all work is complete and final invoice submitted.

professional engineering consulting services to Jacobs Engineering Group, Inc. (Client) on
additional PS&E and Post Design Services for the McKellips Road project; Salt River Pima -
Maricopa Indian Community (Project). This contract modification includes the additional services
performed outside the current contract. Our proposal is based upon the scope of services,
compensation, schedule, terms and conditions and attachments contained herein.
