The new center will provide hands-on experiences to teach Maricopa County residents about the importance of dark skies for the well-being of humans, plants and animals. I conducted an on-line survey of the programs offered by science museums and planetariums in Maricopa County. The IDSDC will have the only observatory in the Greater Phoenix Area, which will have the largest telescope in central Arizona. They will be the only facility that does hands-on teaching of the physics of light in the Einstein Exploration Station (EES). Their combination of components - observatory, planetarium, theater, exhibit hall, and EES - is unique in the world. The price for admission and other services is based on the actual pricing that will be in place by the vendor during the applicable purchase period. The price of admission to the center will ultimately be set by the market for like attractions and because it is a non-profit the price will likely be significantly less that for-profit enterprises as its operations are subsidized by donors. The County therefore will be receiving at least $100,000 worth of services. CERTIFICATIONS I certify: 1) I recognize that the Maricopa County Procurement Code requires the use of competitive solicitations unless exempted by law. I have reviewed the information and materials relevant to this procurement of goods and services, and am requesting approval of an exception to the competitive process for the reasons described; 2) the price to be paid to the proposed vendor is fair, reasonable, and provides the best value to Maricopa County; and 3) this request for an exception to the competitive solicitation process is not the result of inadequate advance planning or for purposes of securing the services of a preferred vendor.
