BOARD OF SUPERVISORS
The Board of Supervisors of Maricopa County, Phoenix, Arizona, resumed the Special Session 
from October 2, 2019 on Thursday, October 3 2019, at 10:00 a.m. in the Supervisors’ Auditorium, 
205 W. Jefferson, Phoenix, AZ  85003, with the following members present: Bill Gates, Chairman, 
District 3; Clint Hickman, Vice Chairman, District 4; Jack Sellers, District 1; Steve Chucri,  District 2; 
Steve Gallardo, District 5.  Also present: Debra Schaffer, Deputy Clerk of the Board; Joy Rich, 
County Manager; and Andrea Cummings, Legal Counsel.  Minutes compiled by Lori Medaris, 
Minutes Coordinator.

POSSIBLE APPOINTMENT OF MARICOPA COUNY ATTORNEY
Possible appointment to fill the vacancy of the Office of the Maricopa County Attorney.
Chairman Gates noted this has been a community-wide process. The Board of 
Supervisors appointed a Citizens Committee of seven individuals who conducted 
a thorough review of all the applicants for this position. They held multiple 
meetings and he thanked all the committee members on behalf of the Board for 
their assistance to the Board and their contribution throughout this process.
Chairman Gates thanked all the candidates for their interest in the position. He 
said the Board was impressed with the quality of the individuals that applied. He 
also thanked the public for being active in the process.
Supervisor Hickman made a motion to appoint Ms. Allister Adel to fill the 
vacancy in the Office of the Maricopa County Attorney. The motion was 
seconded by Supervisor Chucri.

Supervisor Gallardo expressed his thanks to Chairman Gates for his leadership 
throughout the process and he thanked Benjamin Taylor and Carmen Heredia 
De La Torre for their service on the committee.
Supervisor Sellers thanked all the candidates for their interest in the position and 
commented on the quality of each that made the selection of one a difficult task. 
He noted the diversity of the Citizens’ Committee and thanked them for their 
active part in assisting the Board with making the right selection. He thanked 
Allister Adel and said she will serve the citizens of Maricopa County well.
Supervisor Chucri expressed his gratitude to Chairman Gates and Zach Shira 
and the excellent counsel they provided the Board during this process. He said 
this the most important appointment this Board has had to make, and it was 
done with great deliberation. He noted the committee that was appointed and 
how they reflected the diversity of the community and the County. He stated the 
candidate pool were very impressive people. He acknowledged the talent of the 
internal applicants and encouraged them to continue to be a part of the County 
Attorney’s Office. He applauded Allister Adel and the opportunities that are 
ahead for the Maricopa County Attorney’s Office.
Supervisor Hickman concurred with his colleagues concerning the appointment 
process. It is very stressful to put your name out there as a candidate for the 
position. He said this position is a high-profile position as leader for justice in the 
law enforcement community. He noted that Ms. Adel will be the first female 
County Attorney for Maricopa County. He commented how hard this process 
was and that each member of the Board heard from a lot of people concerning 
the selection for this position. He thanked the staff and the Clerk of the Board’s 
Office.
Chairman Gates noted that Allister Adel is an excellent attorney and an 
experienced administrator.
