BOARD OF SUPERVISORS
The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Special Session at 
9:00 a.m. on Wednesday, November 06, 2019, in the Maricopa County Superior Court Plaza, 205 
W. Jefferson, Phoenix, AZ  85003, with the following members present: Bill Gates, Chairman, 
District 3; Clint Hickman, Vice Chairman, District 4; Jack Sellers, District 1; Steve Chucri,  District 2. 
Absent: Steve Gallardo, District 5.  Also present: Debra Schaffer, Deputy Clerk of the Board; Joy 
Rich, County Manager; and Andrea Cummings, Legal Counsel.  Minutes compiled by Maria 
Ceaglske, Minutes Coordinator.

VETERANS DAY CEREMONY
Maricopa County Veterans Day Celebration - Honoring our Veterans. (C-06-20-220-P-00)
Fields Moseley, Communications Director, opened the ceremony by welcoming 
everyone.  He said Maricopa County is designated as a Veteran Supportive 
organization and 10% of the County employees are either Veterans or Reservists.  He 
noted the presence of the following: Adrian Fontes, Recorder; Jeff Fine, Clerk of the 
Superior Court, retired Veteran; Chairman Gates; Vice Chairman Hickman; Supervisor 
Sellers; Supervisor Chucri; and Steve Watson.
The Flag Ceremony was the presentation of the Colors performed by the Maricopa 
County Sheriff’s Office Honor Guard.
Adrian Fontes, Recorder led the assemblage in the Pledge of Allegiance to the Flag.
Jeff Fine, Clerk of the Superior Court offered the Invocation.
Mr. Moseley introduced Thomas Rowley, a member of the Cambridge Avenue Pipers, 
who performed “America the Beautiful” on the bagpipes.  He is the son of Rob 
Rowley, Director of Emergency Management.
Chairman Gates asked for a moment of silence to honor fallen Maricopa County 
Detention Officer Gene “Jim” Lee.  Officer Lee recently passed away from injuries he 
sustained while on duty.  Chairman Gates spoke of Sergeant Elijah Tai Wah Wong, a

member of the Arizona National Guard’s U.S. Army 363rd Explosive Ordnance 
Company.  He was the first Arizona National Guardsman to die while serving in 
Operation Iraqi Freedom.  Sergeant Wong received the Purple Heart and Bronze Star 
medals.  Sergeant Wong had worked as a Maricopa County Adult Probation 
Surveillance Officer.  The County retired his Star in recognition of those who serve 
and protect our freedoms.
Thomas Rowley offered another musical selection on the bagpipes, performing “The 
Green Hills of Tyrol.”
Mr. Moseley introduced Lieutenant Colonel Scott Morley, the keynote speaker for 
today’s ceremony.
Lieutenant Colonel Scott Morley, U.S. Army Phoenix Recruiting Battalion, recognized 
all exceptional service of the those who protect our freedoms, characterizing them as 
the “home team” (County officers, local law enforcement and first responders) and the 
“away team” (Armed Forces).  He spoke of personal experiences during his service 
noting the importance to honor the oath that all take.  Lieutenant Colonel Morley 
spoke of service of veterans and now it transferred into public or private service.  He 
encouraged businesses to hire veterans, provide them with education and volunteer to 
make a difference in the lives of veterans.  Lieutenant Colonel stressed the 
importance voting.
Chairman Gates presented a token of appreciation to Lieutenant Colonel Morley from 
Maricopa County.
Thomas Rowley played “Amazing Grace” to conclude the service.
Fields Moseley thanked the key speakers and everyone in attendance and concluded 
the meeting thanking all veterans for their service.
MEETING ADJOURNED
There being no further business to come before the Board, the meeting was adjourned.
