AGREEMENT AND ACCEPTANCE OF CAPITAL GRANT FROM PETSMART CHARITIES, INC., FOR 
FOUNDATIONAL FUNDING TO DESIGN AND CONSTRUCT NEW SHERIFF’S OFFICE ANIMAL SAFE HAVEN 
(MASH) FACILITY – FFY2019

Action Requested: 
 Approve and accept a grant from PetSmart Charities, Inc. in the amount of $2,000,000 as outlined in the 
grant agreement. The grant is designated as foundational funding for the design and construction of the 
new Maricopa County Sheriff’s Office (MCSO) Animal Safe Haven (MASH) facility.  
 
The funding award is non-recurring and future operation funding for this program is not guaranteed 
beyond the date of the grant term. There is no match requirement. The Sheriff’s Office indirect cost rate 
for FY19 is 18.3% and is not applicable to the award as the total amount will be utilized for the design 
and construction expenses.  
 
In accordance with ARS 41-1706(B), authorize the following revenue and expenditure budget 
adjustment to the FY 2019 Adopted Budget:  
1)  Create a new Project MASH Building PetSmart Charities Design (MBPCD) in the Sheriff’s Office (D500) 
Donations Fund (203);  2)  Increase the revenue and expenditure authority in the Sheriff’s Office (D500) 
Donations Fund (203) Non Recurring Non Project (NRNP) in the amount of $1,425,000 3) Decrease the 
revenue and expenditure authority in the Non Departmental (D470) Non Departmental Grant Fund 
(249) Non Recurring Non Project (NRNP) Unit 4711 in the line “Unassigned Contingency” by $1,425,000. 
  
These actions will have a net zero impact on the overall County budget. 
 
These revenues are not local revenues for the purpose of the constitutional expenditure limitation, and 
therefore, expenditures of these revenues are not prohibited by the budget law.
