APPROPRIATION FOR NEW FUND

Action Requested: 
 Pursuant to §42-17106 approve the following adjustments to the FY 2020 budget: 
 
1.  A fund transfer of $925,000 from the Sheriff’s Office (D500) Sheriff’s Donations Fund (203) to the 
Sheriff MASH Capital Donation Fund (430) with restricted use limited to project management, design 
and construction of the new MASH facility. 
 
2.  Increase the expenditure authority for the Sheriff’s Office (D500) Sheriff’s Donations Fund (203) Non 
Recurring (NRNP) by $925,000. 
 
3.  Increase the revenue and expenditure authority for the Sheriff’s Office (D500) Sheriff MASH Capital 
Donation Fund (430) Non Recurring (NRNP) by $925,000. 
 
4.  Offsetting revenue and expenditure adjustments in the Eliminations (D980) Eliminations Fund (900) 
Non Recurring (NRNP). 
 
5.  Decrease the expenditure authority for the Non Departmental (D470) Non Departmental Grant Fund 
(249) Non Recurring (NRNP) by $925,000. 
 
Approval of this item allows the MCSO to proceed with work associated with the project management of 
the new MASH Facility, initially funded through PetSmart Charities.   
  
The MASH building is expected to cost $8,000,000 - $10,000,000 over the next two years.    A 501 C3 
organization was established to raise funds for this project.   MCSO will return to the Board to request 
revenue and expenditure appropriation adjustments as funds are raised by that organization and 
transferred to County Fund 430 so that design and construction can continue.

 On January 16, 2019, the Board of Supervisors approved a grant from PetSmart Charities in agenda C-
50-043-G-00.   MCSO received $925,000 of the $1,925,000.
