IGA WITH CITY OF PHOENIX FOR ICAC

Action Requested:
Approve an Intergovernmental Agreement (IGA) between Phoenix Police Department (Primary
Grantee)/Arizona ICAC Task Force Lead Agency and Maricopa County Sheriff’s Office (Affiliate Agency)
regarding Arizona Internet Crimes Against Children Task Force (ICAC). This IGA becomes effective upon
the date of the last signature of the executing parties and remains in effect for three (3) years after the
effective date. This agreement can be terminated in writing by either party upon a thirty (30) day
notice. This is a reimbursement agreement with a funding award of up to $20,000. Categories of
reimbursement are direct costs such for training, investigations, computer forensics and public
awareness in connection with Internet Crimes Against Children (ICAC).
The Sheriff’s Office indirect cost rate is 18.3%. Indirect costs for this award are $3,660 and are not
recoverable. This amount will be absorbed within the Sheriff's Office budget. This award was
competitive, and the Sheriff's Office has not received this funding before. Funding is non-recurring,
there is no match requirement and there are no future or ongoing contributions required following the
agreement period. This funding is not for a specific mandate but supports the Sheriff's Office overall
public safety mandate. The total estimated cost associated with this award including indirect costs is
$23,660.
Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and
therefore, expenditure of the funds is not prohibited by the budget law.
