Date Mr. Andrew McGilvray Executive Secretary Foreign Trade Zones Board U.S. Department of Commerce 1401 Constitution Avenue, NW Room 2111 Washington, D.C. 20230 Re: Commercial Metals Company Request for FTZ Subzone Tax Concurrence “No Objection” Dear Mr. McGilvray: The undersigned being a duly authorized representative of Maricopa County does hereby acknowledge and approve of the Foreign Trade Zone (FTZ) Subzone No. 221 located at 11444 E Germann Road, Mesa, AZ 85212 within parcel 304-63-004E for Commercial Metals Company (CMC Steel). In particular, we understand the Subzone designation and resulting tax implications will only be applied to the new micro mill and will not affect the tax being paid on the existing facility on the parcel. The existing facility will remain at the standard commercial assessment ratio of 18%, and CMC Steel is requesting that new mill be eligible to receive the Class 6 assessment ratio of 5% in correspondence with the creation of their Foreign Trade Subzone.
