AMENDMENT B
to
Bethany Home Outfall Channel
Expanding the Project to Include Additional Segments,
IGA Negotiation, Design and Rights-of-Way Acquisition
WHEREAS, the Flood Control District of Maricopa County Board of Directors (Board) 
adopted Resolution FCD 98-12A on October 18, 2000, for the Bethany Home Road Outfall 
Channel Project; and,
WHEREAS, the Flood Control District of Maricopa County (District), has completed the 
Glendale / Peoria Area Drainage Master Plan (ADMP) and the Maryvale Area Drainage 
Master Study (ADMS) Floodplain Mitigation Study that identify Recommended Solutions to 
the flooding problems in the City of Phoenix Maryvale area and in south Glendale; and,
WHEREAS, the Recommended Solutions would remove approximately 745 homes and an 
estimated 4000 residents from a floodplain delineated by the Federal Emergency Management 
Agency north of the Grand Canal between 63rd Avenue and 75th Avenue; and,
WHEREAS, the Recommended Solutions would also benefit areas south of the Grand Canal, 
should it overtop in a 100-year event and flood several hundred homes; and,
WHEREAS, the Board of Directors of the Flood Control District of Maricopa County 
(Board), in Resolution FCD 97-10 and IGA 98006, authorized the participation of the District 
with the Arizona Department of Transportation (ADOT) in cost sharing the construction of 
the Bethany Home Outfall Channel (BHOC) Phase I, from New River to the proposed Agua 
Fria Freeway; and,
WHEREAS, the Phase I construction was the first segment of the project, and installed the 
downstream 1 ¼ miles of the channel, providing capacity required to implement subsequent 
phases of the project; and,
WHEREAS, the Board, under Resolution FCD 98-12A, authorized the negotiation of 
intergovernmental agreements (IGAs), the design and preparation of construction documents, 
and the negotiation (and condemnation, if necessary) for obtaining rights-of-way for BHOC

Phase II from the proposed Agua Fria Freeway to 64th Avenue, the next segment of the 
Recommended Solution; and,
WHEREAS, the pre-design study for Phase II has confirmed the benefits of implementing 
additional segments integral to the Recommended Solution, including the BHOC segment 
from 67th Avenue to the Sunset Detention Basin, south of Indian School Road at 
approximately 43rd Avenue; a 10-year storm drain in Bethany Home Road from 51st Avenue 
to the BHOC at 83rd Avenue, which includes detention basin(s) and collector storm drains; 
and a 10-year storm drain in Camelback Road from 59th Avenue to the BHOC at 75th Avenue; 
and,
WHEREAS, because significant infrastructure changes have occurred near the intersection of 
Bethany Home Road, Grand Avenue, and 51st Avenue, that make it extremely difficult and 
costly to implement the original concept for the 10-yr storm drain in Bethany Home Road at 
this location, the City of Glendale and the District have determined that the 10-yr storm drain 
concept must be modified to include improvements from 51st Avenue to 43rd Avenue; and,
WHEREAS, the BHOC and associated storm drains have been evaluated through the 
District’s “Procedure for Identifying and Prioritizing Potential Five-Year Capital 
Improvement Program (CIP) Projects” and has been included in the District’s Capital 
Improvement Program with funding starting in the Fiscal Year 20/21 budget.
NOW, THEREFORE, BE IT RESOLVED that Resolution 98-12A is hereby amended to 
include improvements for the 10-yr storm drain in Bethany Home Road project from 43rd 
Avenue to the BHOC at 83rd Avenue, to include detention basins and collector storm drains.
