Re: Fire District Boundary Change

Dear Board of Supervisors:

During a duly noticed public meeting held on December 17, 2019, the Governing Board of the
North County Fire & Medical District voted unanimously to accept the annexation of the
properties more particularly described as set forth in the attached Resolutions. Per A.R.S. §48-
262, the areas being annexed are contiguous to the current Fire District boundaries.

Enclosed please find a draft copy of the minutes from the December 17, 2019, Fire Board
meeting, the adopted Resolutions to include the properties within the boundaries of the Fire
District, the legal descriptions, maps showing the areas being annexed and their relation to the
current Fire District boundaries, and the written request for annexation from the property
owners.

A FORMAL RESOLUTION OF THE DETERMINATION OF THE ELECTED BOARD OF
NORTH COUNTY FIRE & MEDICAL DISTRICT ORDERING THAT THE DISTRICT
BOUNDARIES BE CHANGED TO INCLUDE THAT PROPERTY (PARCEL NO. 503-57-
021B) DESCRIBED IN EXHIBITS “A” and “B” ATTACHED HERETO

WHEREAS, the North County Fire & Medical District Board of Directors has been
presented with a request for inclusion of the property described in Exhibit “A” attached hereto,
requesting that said property be included into the jurisdictional boundaries of the District; and

WHERAS, the subject property is located within Maricopa County and is contiguous to
the boundaries of North County Fire & Medical District as shown on Exhibit “B” attached hereto;
and

WHEREAS, all requirements of A.R.S. §48-262 have been addressed and met according
to law; and

WHEREAS, the North County Fire & Medical District Governing Board has determined
that the inclusion of the subject property within the boundaries of North County Fire & Medical
District will benefit North County Fire & Medical District and the property owners.

NOW THEREFORE BE IT RESOLVED that the Governing Board of North County
Fire & Medical District does hereby find that the proposed inclusion of the property satisfies the
requirements of A.R.S. §48-262, and does hereby order the change to the District boundaries to
include the property as set forth in the attached legal description Exhibit “A” and map Exhibit “B”
in North County Fire & Medical District.

RESOLVED AND ADOPTED at a duly noticed public meeting of the Governing Board

of the North County Fire & Medical District on December 17, 2019, by a majority of the Governing
Board Members.

Board Chairman Wilson called the Board Meeting to order on Tuesday, December 17, 2019, at
10:09 a.m., at the Arizona Fire & Medical Authority Administrative Office, 18818 N. Spanish
Garden Drive, Sun City West, Arizona 85375.

Members Present: Board Chairman David Wilson and Board Members Richard Bookie,
Dawn Miller and Russell “Smitty” Smith.

Members Absent: None

Staff Present: Fire Chief Rob Biscoe, Deputy Chief Rob Helie, Fire Marshal Eric

Financial Reports for September, October, and November 2019 and answered any
questions from Board members.

Board Member Bookie moved that the North County Fire & Medical District
Governing Board approve all items on the Consent agenda, including the
September, October, and November 2019 Monthly Financial Reports and account
reconciliations per Arizona Revised Statutes including, but not limited to, the
following: Register of Checks, Warrants & Deposits; Statement of Financial
Activities; Statement of Net Assets; and Cash Flow Projection Report. I further
move that the Governing Board approve the transfer of revenues from North
County Fire & Medical District to Arizona Fire & Medical Authority in accordance
with the Arizona Fire & Medical Authority Joint Power Authority
Intergovernmental Agreement. Board Member Smith seconded the motion.

Vote conducted. MOTION CARRIED.

2019 and answered any questions from Board Members.

Business Services Division (including Administration and Human Resources Sections) —
Current Event Summary for August 2019 — Assistant Chief Mary Dalton

Dusty Christopherson, Authority Clerk presented the Business Services Division Event
Summary for November 2019 and answered any questions from Board Members.

Correspondence Review — Correspondence received or sent by the North County Fire &
Medical District which would be of interest to the Governing Board will be reviewed by
the Board Clerk

There was no correspondence reviewed.

7. REGULAR BUSINESS

Discussion and Possible Action relating to appointment to vacant Board Member seat.

Board Clerk Miller stated that there were three qualified candidates who were
interviewed for the position, however only one can be chosen.

Board Member Bookie moved that the North County Fire & Medical District
Governing Board appoint Merrel Sambol as Board Member to the North County
Fire & Medical District. Board Clerk Miller seconded the motion.

No further discussion. Vote conducted. MOTION CARRIED.

Discussion and Possible Action relating to the use of the Authority’s Legal and
Intergovernmental Affairs Director for legal representation and services.

Affairs Director for legal representation and services. Board Member Smith
seconded the motion.

District Governing Board Meeting annually in the Sun City West or Wittmann areas. to
coincide with the annual budget hearings.

Rob Biscoe, Fire Chief stated that staff is recommending a meeting be held during the
budget hearing process in late Spring.

Board Chairman Wilson stated that he hoped the community would take the opportunity
to attend the board meetings if they were held locally.

Board Member Smith moved that the North County Fire & Medical District
Governing Board approve holding one annual meeting within the District boundary
annually, to coincide with the annual budget hearings. Board Member Bookie
seconded the motion.

Vote conducted. MOTION CARRIED.
