Also present: Fran McCarroll, Clerk of the Board; Joy Rich, County Manager; and Andrea Cummings, Legal Counsel. Minutes compiled by Lori Medaris, Minutes Coordinator. 1. Maricopa County Intake, Transfer and Release (ITR) Facility Ribbon Cutting Fields Moseley, Communications Director, opened the meeting with greetings and led the Pledge of Allegiance to the flag. Chairman Hickman welcomed everyone present and introduced distinguished guests that included city and town officials. He said the initial vote approving this complex was made in 2015. It will provide an integrated system of services such as: Intake and release of inmates Court hearings Short-term holding facility Jail This will allow for a much quicker process that will in turn get officers back on the streets quicker. Supervisor Sellers noted this facility showcases Maricopa County’s continuous search for efficiencies especially regarding safer communities. This facility is a benefit to public safety and provides savings on inmate transportation costs. The inmates will either remain at this facility or bond out without being transported. Supervisor Chucri congratulated Joy Rich, County Manager, Reid Spaulding, Deputy County Manager, and Paul Penzone, County Sheriff, for their vision. He noted the innovation involved not only in technology but also in government services coming together; services for not only the justice system but for the inmates. Supervisor Gates stated this was a great day and was a long-time coming to fruition. Efficiencies are very so important especially for low-level offenders regarding bookings, assessments, and initial court appearances. It is all streamlined for release including partnering with Joseph Welty, Presiding Judge of the Superior Court, to accomplish even more. Supervisor Gallardo thanked everyone for attending and also thanked those who built the facility. He said this concept allows a more humane process for inmates. There are medical and mental health assessments. Evidence-based jail programming will help the County build community by helping others to get a second chance to succeed. Judge Welty commented on the new court facility noting there were four courtrooms that were publically accessible. This facility is not only a jail it is also a courtroom. Allister Adel, County Attorney, quoted Aristotle, “The whole is greater than the sum of its parts.” There was successful collaboration that made this project reach completion. Paul Penzone, County Sheriff, thanked all of those men and women who preceded the many gathered today in the successful completion of the project. He also thanked the men and women who will work in this facility giving them a place where they can work efficiently. The real thanks goes to them. MEETING ADJOURNED There being no further business to be heard, Chairman Hickman adjourned the meeting, and invited those in attendance to participate in the tour of the jail.
