BOARD OF SUPERVISORS
The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Special Session at
1:30 PM on Monday, June 08, 2020, in the Supervisors' Auditorium, 205 W. Jefferson, Phoenix, AZ
85003, with the following members present: Clint Hickman, Chairman, District 4; Jack Sellers, Vice
Chairman, District 1; Steve Chucri, District 2; Bill Gates, District 3; and Steve Gallardo, District 5.
Also present: Fran McCarroll, Clerk of the Board; Joy Rich, County Manager; Andrea Cummings,
Legal Counsel (telephonically); and Lori Medaris, Minutes Coordinator.

PRESENTATION REGARDING CARES FUNDS (C-06-20-551-P-00)
Presentation and discussion regarding the allocation of CARES funds.

LeeAnn Bohn began the presentation and stated Maricopa County received. $399 million for
COVID-19 mitigation to be spent by December 30, 2020 and noted the virus is constantly
evolving. The U.S. Treasury Department is updating guidelines approximately every two weeks.
The categories are broad and allow for flexibility. She said $83.5 million will be used for Essential
Health and Emergency Response aimed at protecting residents and the most vulnerable. She
introduced Marcy Flanagan.
Ms. Flanagan explained that $67 million is being allocated for the following:
Protecting our residents:
Contact Tracing: $15 million
COVID Testing Services: $25 million
Enhanced Flu Vaccinations: $7 million
Ongoing Emergency Preparedness & Response: $20 million
Supervisor Gates asked how many people the County will have working on contact tracing and
Ms. Flanagan responded there will be approximately 500 individuals involved. She also explained
that privacy concerns with contact tracing are being met with stronger stipulations than those
used by HIPPA.
Bruce Liggett stated $40 million is being allocated for the County’s response to homelessness.
Many community agencies are being utilized and he explained what the money will be used for.

washing stations available. Eviction Prevention is being allocated $30 million for a program
designed to provide assistance to 6,000 people for 18 months.
Chairman Hickman stated how important this issue was and invited Supervisor Gallardo to share
his comments concerning the Homeless Campus.
Supervisor Gallardo said he took a tour of the campus and explained what he found. He
commented on the Eviction Prevention Program and how it is helping people to avoid
homelessness. He stated the County is on the right track and everyone is doing a good job.
LeeAnn Bohn explained $77.5 million is being allocated toward Safe County Services and
Workspaces which is directed toward the following:
Serving our Residents:
Parks Enhancements: $5 million
Expanded Online Services: $12 million
Physical Safety Enhancements: $24.5 million
and
Protecting Our Employees:
Expanded Remote Working Capabilities: $11 million
COVID-Related Leave: $25 million
Mr. Liggett explained allocations being made toward Healthy Individuals and Families as seen
below:
Providing Safe Spaces:
Rental Assistance
Weatherization
Linked to Utility Assistance
and
Promoting Stability: $5.5 million*
Rent, Utility, & Deposit Assistance: $4.4 million
Senior Services: $125,000
Early Education & Family Services: $1.1 million
*Funded through CARES Act, but outside of Coronavirus Relief Funds.
Ms. Bohn addressed the support of small businesses and explained $23 million is being allocated
toward the development of a Small Business Grant program that would provide financial
assistance for small businesses and non-profits located within Maricopa County, outside of
Phoenix and Mesa.
Ms. Bohn stated that $175 million is being set aside for planning for the future. She said COVID-
19 is changing constantly and the County needs to stay flexible as seen below:

The Board expressed their approval of this plan, the allocation of the funds, and the importance of
setting aside funds for the future. They thanked everyone for their time and effort during the
pandemic.
2.
ALLOCATION OF CARES FUNDS
Approve the allocation of CARES funds and direct the Assistant County Manager to develop
a small business grant program. (C-06-20-552-M-00)
Motion to approve by Supervisor Sellers, seconded by Supervisor Chucri
Ayes: Sellers, Chucri, Gates, Hickman, Gallardo

There being no further business to come before the Board, the meeting was adjourned.
