The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Special Session at 
1:30 PM on Tuesday, June 30, 2020, in the Supervisors’ Conference Room, 301 W. Jefferson, 10th 
Floor, Phoenix, AZ  85003, with the following members present: Clint Hickman, Chairman, District 
4; Jack Sellers, Vice Chairman, District 1 (telephonically); Steve Chucri, District 2 (telephonically); 
Bill Gates, District 3 (telephonically); and Steve Gallardo, District 5 (telephonically).  Also present: 
Fran McCarroll, Clerk of the Board; Kelly Gardiner, Minutes Coordinator; Reid Spaulding, Assistant

 ACTION
1.
APPOINTMENT TO THE AIR POLLUTION HEARING BOARD
Approve the appointment of Hondo Judd to the Air Pollution Hearing Board, 
representing Supervisorial District 1. The term of the appointment will be effective from 
the date of Board approval through August 23, 2023. This action includes the 
completion of the current vacancy and then the appointment to a full term: August 24, 
2020 through August 23, 2023. (C-06-20-572-7-00)

Supervisor Sellers said he was pleased to add Hondo Judd to the Air Pollution Hearing

COMPETITION IMPRACTICABLE FOR CARES SMALL BUSINESS SUPPORT 
PROGRAM ADMINISTRATION AND AMEND START DATE OF THE PROGRAM
Approve a Competition Impracticable Procurement, Maricopa County Procurement 
Code, MCI-351, in the amount of $500,000, with Arizona Community Foundation (ACF) 
to administer the Small Business Support program as approved by the Board of 
Supervisors on June 24, 2020 in response to the COVID-19 pandemic. The Contract 
will be effective for no more than 365 calendar days from the date of execution or the 
expenditure of $500,000, whichever comes first. The contract is subject to approval by 
the County Attorney’s Office of the final form of the contract. There will be no changes 
to the material terms of the draft contract attached. Additionally, amend agenda item C-
95-20-010-M-00 approved on June 24, 2020, to amend the start date for the Small 
Business Support Program from July 6, 2020, to July 9, 2020.

Approve the use of CARES Act Funding for the administration of the Small Business 
Support Program.
The Board of Supervisors recently approved $23 million in CARES Act funding for a 
small business support grant program. Given the financial hardship faced by many local 
businesses as a result of the COVID-19 pandemic, it is imperative that this program be 
implemented quickly. Many businesses are struggling to reopen and need assistance 
now in order to stay solvent.
While the Board of Supervisors will determine program eligibility and scope, the County 
does not have internal resources to quickly and effectively advertise the program, 
create an online portal to receive applications, review these applications against the 
established eligibility criteria, and award grants to eligible applicants. This work needs 
to be outsourced to a vendor. (C-06-20-573-M-00)

Supervisor Gates commented on item #2 and said the Small Business Support Program 
will be very helpful for the community in getting financial assistance to small businesses. 
He thanked the staff for all the work that went into getting this program implemented 
quickly.
Supervisor Gallardo asked Lee Ann Bohn, Assistant County Manager what plans the 
Arizona Community Foundation (ACF) had for advertising this program. Ms. Bohn was 
not available to answer this question and Chairman Hickman agreed this would be good 
to know. Fields Moseley, Communications Director stated the Chambers of Commerce 
were being consulted so small businesses in specific categories received assistance in 
getting the funds when the program opens up on July 9, 2020. The Supervisors agreed 
on the importance of making sure the administrative protocols are followed and letting 
the local businesses know the funds are available.

NOTICE OF HEARING REGARDING RESOLUTION FOR HOME DETENTION 
PROGRAM
Set a hearing regarding the Home Detention Program at the Board of Supervisors' 
meeting to be held July 22, 2020, at 9:30 a.m. Location: Board of Supervisors 
Auditorium 205 W. Jefferson (meeting may be held by webinar) where the Board will 
consider the adoption of a Resolution regarding a Home Detention Program.
This matter was heard in executive session June 18th, 2020. (C-19-20-058-M-00)

Supervisor Chucri said he was glad that item #4 on Home Detention was progressing 
and the setting of a hearing was scheduled for July 22, 2020. Chairman Hickman 
echoed the comment and said there are still questions to be answered before the 
program is implemented.

THIRD-PARTY PROVIDER FOR SUBSTITUTE TEACHERS AND TEACHER 
ASSISTANTS FOR THE HEAD START PROGRAM (200197-RFP)
Approve the contract award for Delta T LLC at an estimate of $664,338.00 over three 
years until June 30, 2023 with two one-year renewal options. Also, authorize the award 
of a contract to Childcare Career once they submit all required contractual documents 
in an approved format. The effective date of the contract will be July 1, 2020. The 
purpose of the contract is to provide to Maricopa County Substitute Teachers and 
Teacher assistants for the Head Start Program. (C-73-20-030-3-00)

Approve the intergovernmental agreement between Maricopa County and the Arizona 
Secretary of State (SOS) for costs associated with the ES&S Agreement and 
Sutherland Agreement of $242,563.21 for fiscal year 2019/2020 incurred from 
November 25, 2019 through July 1, 2020. The Secretary and the County have mutually 
determined that the County's fair share of all costs associated with the ES&S 
Agreement and Sutherland Agreement is $242,563.21 for fiscal year 2019/2020. (C-

LEASE AGREEMENT l-7504 WITH INTEGRATED REAL ESTATE SERVICES LLC
Approve and authorize the Chairman to execute Lease Agreement L-7504 (Agreement) 
with Integrated Real Estate Services an Arizona limited liability company (Lessor), for 
use of a total of 17,025 square feet of retail space at the three locations listed below; 
and approve and authorize the Deputy County Manager for Maricopa County or the 
Real Estate Director for Maricopa County, each individually and separately, to 
administer this Agreement as appropriate and necessary, which authority includes but 
is not limited to, execution of Subordination, Non-Disturbance and Attornment, 
Estoppel, and Notice documents.
This Agreement is for the purpose of providing additional polling locations for the 
upcoming 2020 Primary and General elections in order to meet the CDC’s 
recommended social distancing guidelines for staff, volunteers and citizens. The 
Agreement will commence upon signature of both parties and expire Six (6) months 
from that date. As consideration for the full-service lease, the County will pay, in equal 
monthly installments and within thirty (30) days of receipt of invoice, the sums as follows 
for these locations:
Premises 1: Scottsdale Plaza (SAIA Family Limited Partnership)

$6,779.50 plus 2.25% rental tax

Supervisor Gates commented on previous Election days and the use of school property 
for polling places. He asked if the revised start date for schools  of August 17, 2020 
would have an impact on available polling places. Scott Jarrett, Director of Election Day 
and Emergency Voting stated that the Elections Department has been exploring many 
options including schools and shopping malls. He said he did not know for sure how 
many polling places would be at malls or if perhaps schools might be available. He 
stated Scottsdale, Mesa and Chandler school districts were possibilities. Supervisor 
Chucri asked if the County had enough poll workers for the number of polling places.

Mr. Jarrett said Elections is close to reachiing the goals. He stated the importance of 
getting all the numbers and locations set so the public has time to plan for election day. 
If last minute changes become necessary, he is confident that Elections and the Board 
will have time to make those adjustments and can redirect the public with little 
disruption.
Reid Spaulding, Deputy County Manager thanked Real Estate and Michelle Colby and 
Deborah Fisher for their tremendous effort over the last several months. They have 
worked tirelessly to find locations and negociate lease agreements to accomodate the 
citizens on Election Day.
8.
LEASE AGREEMENT L-7500 WITH VANESTA, LLC
Approve and authorize the Chairman to execute Lease Agreement L-7500 (Agreement) 
with VANESTA, LLC, an Arizona limited liability company (Lessor), for use of 2,515 
square feet of retail space located at 380 N. Estrella Parkway Arizona 85338; and 
approve and authorize the Deputy County Manager for Maricopa County or the Real 
Estate Director for Maricopa County, each individually and separately, to administer 
this Agreement as appropriate and necessary, which authority includes but is not limited 
to, execution of Subordination, Non-Disturbance and Attornment, Estoppel, and Notice 
documents.
This Agreement is for the purpose of providing additional polling locations for the 
upcoming 2020 Primary and General elections in order to meet the CDC’s 
recommended social distancing guidelines for staff, volunteers and citizens. The 
Agreement will commence upon signature of both parties and expire Six (6) months 
from that date. As consideration for the full service lease the County will pay a monthly 
rental fee of $5,239.58 per month plus rental tax (3.0%) and electric utility 
reimbursement within thirty (30) days of receipt of invoice. This Agreement is subject to 
A.R.S. § 38-511 and may be terminated by the Parties by mutual written consent. 
County may also terminate this Agreement at the end of any fiscal year due to non-
appropriation of funds without any penalty or liability to County. Final approval to the 
form of the lease agreement is subject to review and final approval of the Maricopa

with Marketplace at Signal Butte SPE, LLC, a California limited liability company 
registered to do business in Arizona (Lessor), for use of 15,000 square feet of retail 
space located at 10645 E. Apache Trail, Apache Junction, Arizona 85120; and approve 
and authorize the Deputy County Manager for Maricopa County or the Real Estate 
Director for Maricopa County, each individually and separately, to administer this 
Agreement as appropriate and necessary, which authority includes but is not limited to, 
execution of Subordination, Non-Disturbance and Attornment, Estoppel, and Notice 
documents.
This Agreement is for the purpose of providing additional polling locations for the

and approve and authorize the Deputy County Manager for Maricopa County or the 
Real Estate Director for Maricopa County, each individually and separately, to 
administer this Agreement as appropriate and necessary, which authority includes but 
is not limited to, execution of Subordination, Non-Disturbance and Attornment, 
Estoppel, and Notice documents.
This Agreement is for the purpose of providing additional polling locations for the 
upcoming 2020 Primary and General elections in order to meet the CDC’s 
recommended social distancing guidelines for staff, volunteers and citizens. The 
Agreement will commence upon signature of both parties and expire Six (6) months 
from that date. As consideration for the full service lease the County will pay a monthly 
rental fee of $5,800.17 per month plus rental tax (3.4%) and electric utility 
reimbursement within thirty (30) days of receipt of invoice. This Agreement is subject to

appropriate and necessary, which authority includes but is not limited to, execution of 
Subordination, Non-Disturbance and Attornment, Estoppel, and Notice documents.
This Agreement is for the purpose of providing additional polling locations for the 
upcoming 2020 Primary and General elections in order to meet the CDC’s 
recommended social distancing guidelines for staff, volunteers and citizens. The

Chairman Hickman asked the Clerk to clarify item #11, Lease Agreement L-7503 with 
Lynn Morrison, LLC. The Clerk stated there are two separate premises on item # 11 
and two separate leases. Ms. McCarroll also corrected the Supervisorial designation 
for the Bell Canyon Pavilions. L-7503 is Peoria Power Center in District 4; L-7502  Bell 
Canyon Pavilions in District 3.

with CVP-McDowell Square, LLC, an Arizona limited liability company and McDowell 
People LLC, an Arizona limited liability company, (collectively, Lessor), for use of 4,500 
square feet of retail space located at 5118 W. McDowell Rd., Phoenix Arizona 85035; 
and approve and authorize the Deputy County Manager for Maricopa County or the 
Real Estate Director for Maricopa County, each individually and separately, to 
administer this Agreement as appropriate and necessary, which authority includes but 
is not limited to, execution of Subordination, Non-Disturbance and Attornment, 
Estoppel, and Notice documents.
This Agreement is for the purpose of providing additional polling locations for the 
upcoming 2020 Primary and General elections in order to meet the CDC’s 
recommended social distancing guidelines for staff, volunteers, and citizens. The 
Agreement will commence upon signature of both parties and expire Six (6) months

registered to do business in Arizona (Lessor), for use of 5,500 square feet of retail 
space located at 6063 S. 7th Ave. , Phoenix Arizona, 85041; and approve and authorize 
the Deputy County Manager for Maricopa County or the Real Estate Director for 
Maricopa County, each individually and separately, to administer this Agreement as 
appropriate and necessary, which authority includes but is not limited to, execution of 
Subordination, Non-Disturbance and Attornment, Estoppel, and Notice documents. 
This Agreement is for the purpose of providing additional polling locations for the 
upcoming 2020 Primary and General elections in order to meet the CDC’s 
recommended social distancing guidelines for staff, volunteers and citizens. The 
Agreement will commence upon signature of both parties and expire Six (6) months

Maricopa County or the Real Estate Director for Maricopa County, each individually and 
separately, to administer this Agreement as appropriate and necessary, which authority 
includes but is not limited to, execution of Subordination, Non-Disturbance and 
Attornment, Estoppel, and Notice documents.

LEASE AGREEMENT L-7494 WITH RAILROAD PROPERTIES, LLC
Approve and authorize the Chairman to execute Lease Agreement L-7494 (Agreement) 
between Maricopa County (Lessee) and Railroad Properties, LLC, an Arizona limited 
liability company (Lessor), for the use of 3,600 square feet of office space located at 
420 S. 3rd Avenue, Phoenix, Arizona, 85003 and, approve and authorize the Deputy 
County Manager for Maricopa County or the Real Estate Director for Maricopa County, 
each individually and separately, to administer this Agreement as appropriate and 
necessary, which authority includes but is not limited to, execution of Subordination, 
Non-Disturbance and Attornment, Estoppel, and Notice documents.
This Agreement is to provide additional office space near Maricopa County Elections’ 
MCTEC Office to meet the CDC’s recommended social distancing guidelines for staff 
and volunteers working on the upcoming Primary and General elections. The 
Agreement will commence upon signature of both parties and expire thirteen (13) 
months from that date. As consideration for the full service lease the County will pay a 
monthly rental fee of $6,360.00 per month plus rental tax (which includes a total of $60 
per month for 3 covered parking spaces), within thirty (30) days of receipt of invoice. 
The thirteenth (13th) month of rent is gratis if the Agreement is not terminated prior to. 
This Agreement is subject to A.R.S. § 38-511 and may be terminated by the County at 
any time after third month of the Term for any reason or no reason upon thirty (30) days’ 
prior written notice to Lessor. County may also terminate this Lease at the end of any 
fiscal year due to non-appropriation of funds without any penalty or liability to County.

Approve and authorize the Chairman to execute Lease Agreement L-7499 (Agreement) 
with TMS Guadalupe and Dobson Center LLC, an Arizona limited liability company 
(Lessor), for use of 8,000 square feet of retail space located at 2051 W. Guadalupe 
Rd., Mesa Arizona 85202; and approve and authorize the Deputy County Manager for 
Maricopa County or the Real Estate Director for Maricopa County, each individually and 
separately, to administer this Agreement as appropriate and necessary, which authority 
includes but is not limited to, execution of Subordination, Non-Disturbance and 
Attornment, Estoppel, and Notice documents.
This Agreement is for the purpose of providing additional polling locations for the 
upcoming 2020 Primary and General elections in order to meet the CDC’s 
recommended social distancing guidelines for staff, volunteers and citizens. The 
Agreement will commence upon signature of both parties and expire Six (6) months 
from that date. As consideration for the full service lease the County will pay a monthly 
rental fee of $7,000.00 per month plus rental tax (2.5%) and electric utility 
reimbursement, within thirty (30) days of receipt of invoice. This Agreement is subject 
to A.R.S. § 38-511 and may be terminated by the Parties by mutual written consent. 
County may also terminate this Agreement at the end of any fiscal year due to non-
appropriation of funds without any penalty or liability to County. Final approval to the
