BOARD OF SUPERVISORS
The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Special Session
at 2:00 PM on Wednesday, July 8, 2020, in the Supervisors' Conference Room 301 W.
Jefferson, 10th Floor Phoenix, AZ 85003, with the following members present: Clint Hickman,
Chairman, District 4 (telephonically); Jack Sellers, Vice Chairman, District 1 (telephonically);
Steve Chucri, Supervisor, District 2 (telephonically); Bill Gates, Supervisor, District 3; Steve
Gallardo, Supervisor, District 5 (telephonically). Also present: Fran McCarroll, Clerk of the
Board; Kelly Gardiner, Minutes Coordinator; Joy Rich, County Manager; and Andrea
Cummings, Legal Counsel (telephonically).

EXECUTIVE SESSION
Vote to convene in Executive Session to consider the items on the Special Executive
Agenda dated July 8, 2020, for Board of Supervisors and relevant Special Districts
pursuant to the statutory authority listed for each item.
Motion to approve by Supervisor Steve Gallardo, seconded by Supervisor Steve Chucri
Ayes: Clint Hickman, Jack Sellers, Steve Chucri, Bill Gates, Steve Gallardo
After discussion in Executive Session, the Board reconvened in Open Session.

CARES ACT EXPENDITURE APPROVALS
Approve the following use of CARES ACT funding consistent with the Board of
Supervisors approved priorities. (C-06-21-008-X-00)
Enterprise Technology
- Virtual meeting and webinar licenses estimated at $103,000
Public Health
- Isolation hotel housing estimated at $3,600,000

REVOCABLE LICENSE AGREEMENT WITH THE MACERICH PARTNERSHIP
Approve and execute Revocable License Agreement P-50354 (Agreement) for use of
real property with The Macerich Partnership, LP, a Delaware limited partnership
registered in Arizona (Licensor) for use of multiple properties throughout Maricopa
County for voting locations.
This Agreement is for the purpose of providing additional polling locations for the
upcoming 2020 Primary elections in order to meet the CDC’s recommended social
distancing guidelines for staff, volunteers and citizens.. The term will commence July
20, 2020 and expire August 5, 2020 unless terminated earlier as provided in the
Agreement. Elections Department will have use of five (5) locations as follows:

Total license fee cost for all 5 locations for both time periods is $25,876.66, including
rental tax. Licensor may terminate this Agreement upon two (14) days’ notice, or County
may terminate pursuant to A.R.S. § 38-511. (C-06-21-013-X-00)
