SPECIAL NOTICE OF AN EMERGENCY MEETING OF
THE MARICOPA COUNTY BOARD OF SUPERVISORS
WHICH WAS HELD September 11, 2020

Pursuant to A.R.S. § 38-431.02(D), notice is hereby given that an emergency session of the
Maricopa County Board of Supervisors was held on September 11, 2020, at 10:00am, at 301
W. Jefferson — Supervisor's Conference Room -- 10 floor, Phoenix, AZ, 85003. The
emergency Executive and Open session the Maricopa County Board of Supervisors was
called to consider Legal Advice and possible action related to: the decision of the Arizona
Supreme Court in the case of Arizona Public Integrity Alliance, Inc. v. Adrian Fontes, Fran
McCarroll, Clint Hickman, Jack Sellers, Steve Chucri, Bill Gates and Steve Gallardo in their
official capacities, CV-20-0253-AP/EL. The emergency is due to the decision of the Supreme
Court in this case, and the need to receive legal advice and possibly provide direction related
to the mail-in ballots for the 2020 general election in order to meet mailing deadlines.

The meeting was held telephonically and in person with the following members: Chairman
Clint Hickman was present in the room, Vice Chairman Sellers, Supervisor Chucri,
Supervisor Gates and Supervisor Gallardo were present telephonically. Also present were
Fran McCarroll, Clerk of the Board (in the room), Joy Rich, County Manager (telephonically)
and legal Counsel, Andrea Cummings (telephonically).

Others who attended telephonically were: Chiefs of Staff, Scott Isham, Rick Bohan, Page
Gonzales, Zach Schira, Cris Arzaga, Recorder Fontes, Keely Varvel, Rey Valenzuela,
Colleen Connor, Scott Jarrett and Michelle Hindman. Attorneys providing advice to the
Board who attended telephonically were: Tom Liddy, Emily Craiger, Joe LaRue, Joe Branco.

Chairman Hickman called the meeting to order stating that this was the emergency session
as stated in the announcement issued by the Clerk’s Office dealing with the decision of the
Arizona Supreme Court in the case of Arizona Public Integrity Alliance, Inc. v. Adrian Fontes,
Fran McCarroll, Clint Hickman, Jack Sellers, Steve Chucri, Bill Gates and Steve Gallardo in
their official capacities, CV-20-0253-AP/EL. The emergency is due to the decision of the
Supreme Court in this case, and the need to receive legal advice and possibly provide
direction related to the mail-in ballots for the 2020 general election in order to meet mailing

Vice Chairman Sellers made a motion for the Board to recess into Executive session. The
motion was seconded by Supervisor Chucri. Ayes: Hickman, Sellers, Chucri, Gates and
Gallardo. At this point, the Board recessed into Executive Session to receive advice from
their attorneys regarding this matter. After the presentation and discussion on this matter,
the Chairman adjourned this meeting. After the vote to convene Executive session, there
was no further action taken at this meeting.
