and to all intended utility providers. There were no objections 
to the request raised by any of these agencies. The replat 
meets all applicable subdivision regulations and zoning 
regulations of the R-10 RUPD standards (Z2012097).  
 
Recording fees will be furnished at the time of plat 
recordation.  All requirements of the Maricopa County 
Department 
of 
Transportation, 
the 
Maricopa 
County 
Environmental Services Department, the Flood Control District

1.0  PURPOSE OF REQUEST 
Azure Canyon is a proposed single family residential subdivision located on approximately 135.6 net 
acres. The Project was formerly known and entitled under the name of “Russell Ranch South”, and 
may be referred to as such in this report. The Project area is generally situated north of Camelback 
Road between Perryville Road to the west and 181st Avenue to the east in section 15, Township 2 
North, Range 2 West. Refer to Figure 1, Vicinity Map for the Project Location. 
The Project is located in unincorporated Maricopa County, and underwent a Comprehensive Plan 
Amendment (CPA2012012) and rezoning in the County from R1-18 RUPD to R1-10 RUPD and R1-18 
RUPD (Z2012097), approved by the Board of Supervisors on February 20, 2015. A Preliminary Plat 
(S2012007) was approved on February 6, 2016 by the Planning and Zoning Commission with an 
extension (S2018011) approved on April 16, 2018. Both of these are now expired. A new Preliminary 
Plat for the project (S2019003) is currently under review and targeting inclusion on the August 15 
Planning and Zoning Commission agenda. 
The Project is located approximately 2.5 miles southwest of Luke Air Force Base, approximately three-
quarters of a mile beyond the 65 Ldn noise contours. The Property is within the Luke Air Force Base 
Graduated Density and within the “vicinity of a military airport”. Refer to Figure 2, Luke AFB 
Compatibility.   
The site plan is depicted on Figure 4 – Phasing Plan.  
 
2.0 DESCRIPTION OF PROPOSAL 
This narrative is for Parcel 2 of Azure Canyon. Parcel 2 includes 154 and 19 tracts. It will re-plat Parcel 
2, which was dedicated in the Azure Canyon Infrastructure Plat.  
Parcel 2 is included within Azure Canyon RUPD (Case Z2012097). The RUPD table from the report is

3.0 
 RELATIONSHIP TO SURROUNDING PROPERTIES           
The Project lies within unincorporated Maricopa County. The adjacent properties to the west, north, 
and east of the Project are also within unincorporated Maricopa County, while the property to the south 
lies within the Goodyear city limits. The surrounding properties are in various stages of development. 
Refer to Surrounding Properties and Zoning Map for specific locations and existing zoning of adjacent 
properties.  
 
West 
The adjacent property to the west, across Perryville Road, is Zanjero Trails. It is currently under 
development within unincorporated Maricopa County. From south to north, the zoning ranges from C-
2 RUPD, R-2 RUPD, and R1-6 RUPD, each with a PAD overlay. 
 
North 
The adjacent property to the north (western portion) is Savannah. It is fully developed within 
unincorporated Maricopa County with a zoning district of R1-10. The adjacent property to the north 
(eastern portion) is Russell Ranch South, Phase III which is under various stages of development and 
is within unincorporated Maricopa County with a zoning district of R1-18 RUPD. 
 
East 
The adjacent property to the east consists of 3 land categories. The northern portion is Russell Ranch, 
Phase I. It is developed large lot custom home property. It is within unincorporated Maricopa County 
with a zoning district of R1-18 RUPD. The central portion is the EPCOR Russell Ranch Wastewater 
Treatment Facility. The southern portion is privately owned property that is vacant and graded and 
within unincorporated Maricopa County with a zoning district of RU–43. 
 
South 
The adjacent property to the south, across Camelback Road, is Sedella and is within the City of 
Goodyear. It is currently under development and actively selling homes. The site is zoned Planned Area 
Development (PAD) District. 
4.0 LOCATION AND ACCESSIBILITY 
The perimeter streets include Perryville Road, Camelback Road, and 181st Avenue.

As part of this application, a waiver from Plate 10 of the Maricopa County Subdivision 
regulations is requested for 183rd Avenue, which provides frontage for more than 15 
lots. 
 
Pedestrian Circulation 
An internal trail system circulates throughout the community linking homes with the 
various parks and the assortment of community amenities distributed throughout the 
Project. The trails are stabilized decomposed granite and where appropriate, paved 
surfaces. 
 
5.0 DEVELOPMENT SCHEDULE 
Development of the Project will commence upon review and approval of the construction plans and 
final plats. The Project is anticipated to develop in four phases as shown in Figure 4 – Phasing Plan. 
Phasing is subjected to change at the time of Final Plat based upon market conditions, industry factors, 
and/or business considerations. The required infrastructure shall be in place with each phase of 
development. 
 
An Infrastructure Subdivision Plat has been submitted to dedicate the offsite roadways and the four 
phases. The first phase will include a Model Home Complex (Parcel 1). The second and third phases 
will include the balance of the R1-10 lots (Parcels 2 and 3), and the fourth phase will include the R1-
18 lots (Parcel 4). 
6.0 RETENTION 
Temporary retention basins are currently in place to mitigate the deficit in retention within Russell 
Ranch Phases I-III as described in the development agreement between Maricopa County and the 
property owner, MCR# 2011-0296740, recorded April 7, 2011. Survey of these temporary basins 
show they contain 23.18 acre-feet of retention storage and are maintained as required. These 
temporary retention basins will remain in place until they are replaced by new retention basins which 
will be constructed concurrent with the first phase. These new basins will provide 15.62 acre-feet of 
storage to mitigate the deficit plus the additional volume required for onsite storage in Parcels 3 and 
4 fulfilling the requirements of the development agreement. The proposed drywells depicted in the 
mass grading plans will be modified once installation and testing is complete on the initial drywell, 
which will be installed under a separate permit. Additional dewatering measures are also being

concurrently pursued with ADOT, to allow the basins to dewater via a permanent bleed-off system to 
the Loop 303.  
7.0 COMMUNITY FACILITIES AND SERVICES 
7.1 General Community Facilities 
The nearest public library is the Litchfield Park Branch Library located approximately 
six miles east at 101 W Wigwam Boulevard, Litchfield Park, Arizona 85340. 
 
The nearest public hospital is the West Valley Hospital located approximately seven 
miles southeast at 13677 W McDowell Road, Goodyear, Arizona, 85395. 
 
7.2 Schools 
The Project will be served by the Litchfield Elementary School District for elementary 
students’ grades K through 8.  Per the Litchfield Elementary School District Boundaries 
map, the elementary school students will initially attend the Scott L. Libby Elementary 
School located at 18701 W Thomas Road, Litchfield Park, Arizona, 85340, which is 
approximately 1 mile from the Community. Litchfield Elementary School District - 
School #16 is currently under design within the Sedella master planned community, 
18601 W Campbell, which is across Perryville Road from the Community. The 
anticipated opening of the school is August 2019.  
 
The Project will be served by the Agua Fria Union High School District for students in 
grades 9 through 12.  Per the Agua Fria Union High School District Attendance 
Boundaries map, the high school students will attend Verrado High School located at 
20050 W Indian School Road, Buckeye, Arizona 85396, which is approximately 1 mile 
from the Project.  Canyon View High School opened in August 2018 and is located in 
the Zanjero Trails master planned community at the northwest corner of Perryville 
Road and Bethany Home Road approximately 1.5 miles from the Project.  
  
7.3 Police/Fire 
It is anticipated the Project will be served by Rural/Metro Fire Department. The nearest 
Rural/Metro Fire Department is located approximately five miles northeast at 16805 
W Olive Avenue, Waddell, Arizona 85355. The next closest fire department is located 
approximately six miles southeast at 105 W Desert Avenue, Litchfield Park, Arizona 
85340. 
 
The Project will be served by Maricopa County Sheriff Department. The nearest sheriff 
department is located approximately eight miles southeast at 920 E Van Buren Street, 
Avondale, Arizona 85323, generally northeast of Van Buren Street and Dysart Road. 
Applicant met with representatives of Rural/Metro and will meet with the Sheriff’s 
office to better understand the current demands and will work closely with both 
Rural/Metro and Sheriff’s office to better insure future demands and appropriate 
levels of service are met.

8.0 COMMUNITY FACILITIES AND SERVICES 
All necessary utilities to serve the Project are currently available or will be brought to the site during 
development. Utilities and services for the Project will be provided by the following providers.

9.0 CONFORMANCE TO COMPREHENSIVE PLAN AMENDMENT STIPULATIONS (CPA2012012) 
a. 
Development and use of the site shall comply with the Narrative Report entitled “Russell 
Ranch South”, including all exhibits dated revised June 12, 2014, and stamped received 
June 13, 2014, except as modified by the following conditions. 
 
Response: This development of the Project complies with the Narrative Report entitled 
“Russell Ranch South”, including all exhibits dated revised June 12, 2014, and stamped 
received June 13, 2014. 
b. 
If the Board takes action to amend or revert/rescind subsequent zoning, this land 
use plan shall be considered for amendment. 
 
Response: The developer understands this stipulation. 
 
c. 
The total number of the residential units shall not exceed 333 dwelling units. 
Response: The development of this site complies with this stipulation with 333 lots 
included on the Preliminary Plat. 
d. 
Not less than 27 acres shall be developed as open space to include Neighborhood 
Park, pocket parks and as internal trail system. At the time of each preliminary plat 
submission, the developer shall include a description of the status, cumulative acreage 
and proposed amenities.   
 
Response: The development plan for the Project includes over the minimum 27 acres 
open space required. 
e. 
The following Maricopa County Flood Control District (FCD) conditions shall apply: 
 
1. A Floodplain Use Permit must be obtained from the Floodplain Management and 
services Division of the Flood Control District.
