CARES Act COVID-19 Special Allocations
The Office of Community Services (OCS) has awarded the State of Arizona $8,163,929 in CSBG
Community Services Block Grant (CSBG) funds under the CARES Act. The Division of Aging and
Adult Services (DAAS) is allocating $6,144,228 in CSBG funds allocated under the CARES Act for
State Fiscal Year (SFY) 2021 to provide assistance to low-income communities affected by the COVID-
19 virus. This allocation represents 75 percent of the total FFY 2020 CARES Act funding for CSBG,
plus certain allocations which were released fully (100 percent) into SFY 2021 contracts. Per the CSBG
Act, ninety percent of the federal allocation is allotted to CSBG eligible entities. DAAS has also
released its five percent withholding for State Administration into this allocation. These funds have a
specially extended obligation period and are available for use through September 30, 2022.
COVID-19 Relief funds will be distributed based on the following factors: number of individuals at or
below 125 percent of the Federal Poverty Level, urban or rural status, individuals under 50 percent of
the Federal Poverty Level considered extreme poverty and a minimum funding variable. The source
used for the poverty data was the 2010 United States Census.
