Low Income Home Energy Assistance Program (LIHEAP)
for SFY 2021
Special Allocation of LIHEAP from CARES Act COVID-19 Relief Funds
The Division of Aging and Adult Services (DAAS) is allocating $13,604,226 for Low-Income Home Energy
Assistance Program (LIHEAP) funding from the Office of Community Services (OCS) for State Fiscal
Year (SFY) 2020 to provide assistance to low-income households during the COVID-19 crisis. This ALERT
represents 75 percent of the CARES Act funding allocation for LIHEAP, plus certain allocations which
were released fully (100 percent) into SFY 2021 contracts. The income limits for LIHEAP assistance have
not been revised with this allocation.
Federal Fiscal Year (FFY) 2021 regular LIHEAP appropriation has not been determined and will be
updated in a subsequent ALERT. The funding is distributed based on the following factors: number of
individuals at or below 125 percent of the Federal Poverty Level in the agency service area, and urban or
rural status. The source used for the poverty and rural factors was the 2010 United States Census. Per
federal law, ten percent of federal LIHEAP funds are used to administer the program. DAAS has released
its ordinary three percent withholding for State Administration into this allocation.
The following special contract allocations are being made to designated LIHEAP providers.

The LIHEAP funds include provider administration, vouchers, and Assurance 16. Please note that
Assurance 16 funds are to be used for services that encourage and enable households to reduce their
home energy needs and, thereby, the need for energy assistance. These activities include needs
assessments, counseling, and providing energy education.
Weatherization
There is a 15 percent set-aside from this LIHEAP allocation for low-income residential weatherization to
be coordinated through the Arizona Department of Housing. The award of $2,473,166 on this Alert
represents 100 percent of the CARES Act allocation for Weatherization. One percent, or $24,731, of the
total weatherization allocation is approved for training purposes.
