RE: Annual Permitting Report for FY20
Dear Chairman Hickman:

As tequited by Arizona Revised Statutes §49-471.14 (Reporting; compliance with timeframes), the
Maricopa County Air Quality Department (MCAQD) submits this FY2020 report of compliance with
overall timeframes for making decisions to grant or deny air quality permits.

MCAQD issues fout types of ait quality permits that are subject to legislative timeframes:

e ‘Title V (I'V): for major sources of air pollutants (power plants, latge industrial facilities);

e Non-Title V (NTV): for light industrial sources, heating units, internal combustion engines
that are not major soutces of air pollutants;

e Authority to Operate under a General Permit (ATO): for smaller sources (dty cleaners, gas
stations, vehicle refinishets, woodworking shops, etc.); and,

e Dust Control (DC): for dust generating operations that disturb one tenth of an acre of land or
mote.

The “overall timeframe” for a given type of permit below represents the maximum number of days
that are allowed by law to elapse between receipt of an application and MCAQD’s decision to grant
ot deny a permit. No permits were denied during FY2020.

It is the County’s vision to efficiently deliver quality services to Maticopa County permit holders. A
cote metric for that objective in the Air Quality Department is the on-time percentage of permits
completed. Overall, 99.2% of the 4,986 permits issued met the prescribed time frames. ‘This is
consistent with results for the preceding three yeats of 98.8%, 99.1%, and 99.5%.

A tmajot technology leap forward for the permitting function has been the deployment and
implementation of the IMPACT data management software. This was a welcome and much needed
step to replace the 27-year old EMS database. The new database will significantly enhance customer
access to permitting information and lead to processing efficiencies. This software upgrade will also
move us towatd the County-wide strategic goal of increasing the public’s useage of web-based
petmitting tools by 25%.

The new database did come at a short-term cost to timeliness. As noted above, for the first time in
recent history overall timeliness decreased slightly from 99.5% to 99.2%. ‘This can be directly
attributed to the start-up and transition to the new database. We ate excited to have IMPACT fully
deployed for the permitting functions in this report and are looking forward to reaping the benefits
of a modern, web-based system to manage out work. While the number of permits outside the
timeframes increased from 29 last year to 38 this year, our goal has been and will continue to be to
deliver every permit within the prescribed timeframes. We believe that the use of IMPACT by out
customers and dedicated staff will move us closer to that goal.
