A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
LITCHFIELD PARK, ARIZONA, REQUESTING THAT THE MARICOPA COUNTY
BOARD OF SUPERVISORS DENY THE APPLICATION FOR A MILITARY
COMPATIBILITY PERMIT FOR MARICOPA COUNTY ASSESSOR PARCELS 501-61-
006B AND C AND THE APPLICATION FOR APPROVAL OF A DEVELOPMENT
PLAN FOR MARICOPA COUNTY ASSESSOR PARCEL 501-61-006C (CASE NO.
MCP2019005) FOR THE REASON IT WILL HAVE A SUBSTANTIAL ADVERSE
IMPACT ON THE CIYY.
WHEREAS, an application for approval of a Military Compatibility Permit (“MCP”) was
filed with the Maricopa County Planning and Development Department for Maricopa County
Assessor Parcels 501-61-006B and C, which parcels are located in the Military Airport and
Ancillary Military Facility (“MAAMF”) Overlay Zoning District of Maricopa County; and
WHEREAS, an application for approval of a Plan of Development was filed with the
Maricopa County Planning and Development Department for Maricopa County Assessor Parcel
501-61-006C; and
WHEREAS, the proposed use of the two parcels is a truck cross-docking facility and an
industrial park, which are intense industrial/commercial uses that, according to the applicant’s
traffic report, would increase the traffic volume at build-out of the Facility and the adjacent
industrial park, by a total of 3,898 trips into and out of the property each day; and
WHEREAS, the segment of Camelback Road where the proposed facility is located
currently carries about 15,000 vehicles per day (total for both directions)(based on MCDOT
May 2019 traffic counts), the proposed Facility will increase the traffic volume by 26 percent,
overwhelming the existing two-lane segments of Camelback Road in both Litchfield Park and
Goodyear; and
WHEREAS, the facility will add 482 vehicles to peak hour traffic on Camelback Road,
many of which are trucks, for a 33 percent increase in Camelback Road peak hour traffic due
to asingle project; and
WHEREAS, the applicant’s traffic report indicates that 341 vehicles will be exiting the
facility driveway onto Camelback Road during the evening peak hour in the year 2030, and,
based on that figure, there will be one vehicle, presumably mostly trucks, exiting that
driveway every 11 seconds during that hour resulting in a continuous stream of vehicles for
an entire hour; and
WHEREAS, based on the applicant’s traffic report, during the morning peak hour in
the year 2030, 259 vehicles will be turning left into the cross dock driveway, which results in
one truck every 14 seconds making a left turn across three lanes of traffic and a bike lane at
an unsignalized intersection; given the amount of traffic in the travel lanes, trucks will be
queuing up on Camelback Road to make that left turn; and

WHEREAS, applicant’s traffic report indicates that 211 vehicles (trucks) will be making
a left turn out of the cross dock driveway during the evening peak hour, presumably making
their way to the Loop 303, and therefore, each of those 211 vehicles will be forced to stop at
the Sarival Road intersection, which is stop sign controlled; if it takes 15 seconds for each
laden truck to start up from a stopped condition and clear the intersection and another 30
seconds for other traffic to clear the intersection, then that intersection will have capacity for
only 80 trucks to travel through the intersection from east to west during that peak hour,
resulting in the other 131 trucks will be queuing up behind the stop sign; and
WHEREAS, Litchfield Park was not afforded an opportunity to provide early and
effective comments on the application because the Public Participation Plan excluded
Litchfield Park, despite the fact that there will be a substantial adverse impact by the facility
on Litchfield Park and its residents as a result of the greatly increased truck traffic generated
by the proposed facility, much of which will travel through the City; and
WHEREAS, the staff report prepared for this application does not consider the
compatibility of the proposed use with surrounding uses or the disruption the Facility — an
extremely intense use — will cause to the area; and
WHEREAS, approval of the application will change the uses permitted by the
underlying zoning of RU-43 to a commercial and industrial use without the benefit of a
rezoning process that considers the impact of the new and more intense use on surrounding
properties; and
WHEREAS, on April 17, 2020, the applicant provided the City with a new traffic study
(third submittal), which contains conclusions to support the planned use of the Facility which
are not realistic and are probably inaccurate regarding the intensity of the planned use of the
Facility.
NOW THEREFORE BE IS RESOLVED by the Mayor and Common Council of the City of
Litchfield Park, Arizona, that the City Council protests and objects to the approval of the MCP
and the Development Plan set forth in Case No. MCP2019005.
FURTHER RESOLVED that the City Clerk is authorized and directed to forward this
resolution to the Maricopa County Board of Supervisors and the Maricopa County Planning and
Development Department.

Hello Mr. Watkins
I would like to see what we would need to sign or do to object to this proposal. My husband and I moved here 10
yrs. ago and settled here in the West Valley. In the time that we have been here we have seen a lot of construction.
Progress is always good as long as it is not going to impact the life styles and destroy what we have come to know
as our home. The positive is the 303 being built and all the warehouse and business being built along side it. That is
one of my main objections to this Fedex dock being put right here basically in our neighborhood. There is such
vast land up and down the 303 that could accommodate the facility and the traffic, look at the UPS facility. In an
article they stated 4000 trucks a day to travel to the Fedex, that would be a nightmare to anyone else using that street
and let me tell you traffic on Camelback has increased tremendously in the last few years. If approved, other than
traffic it would bring higher noise levels that would disrupt peaceful nights, I don’t think anyone would want to be
woke up in the middle of the night from truck engines. And I hope that Kierman West would not try to argue about
the noise factor with the noise of our jets from the base!!! _The base was here before the homes so when we all
bought our homes we knew what we would be hearing. I don’t know or have one neighbor that ever objects to that
sound “it is our Sound of Freedom”. I am not against this being a commercial parcel but put something that fits
more into the community needs, and I don’t think Fedex needs this right here!!

Gentlemen:
We, the undersigned residents of La Loma Village, a Sun Health CCRC in Litchfield Park, wish to record our very
strong opposition to the proposed KW Cross Dock Facility on West Camelback Road.
We cannot imagine that a project of this type could be considered feasible in such close proximity to so many
residential units. La Loma Village, as an established health and retirement community with further development in
process, would be severely impacted by the noise and pollution created by heavy truck traffic.
Camelback Road is a residential street, NOT A FREEWAY. In many places it is only two lanes wide and cannot be
widened, creating a safety hazard to all who reside along it. Furthermore, the road bed was not designed for heavy
truck traffic and will break down. Then, who will be responsible for repairs? There is already more than enough
traffic on Camelback Road between Litchfield Road and the Loop 303.
This is not a petition. Due to the Covid-19 lockdown, it is impossible to collect actual signatures. Therefore, we
determined that, as concerned residents, we would simply write a letter expressing our opposition and include our
names,

Maricopa County Board of Supervisors will have its hearing on
May 6, 2020.
The proposed industrial facility would be adjacent to residential
areas within the City of Goodyear, and within a quarter mile of
residential areas in the City of Litchfield Park. The Traffic Impact
‘Study prepared by the United CMI Group for the proposed
facility indicates nearly 4000 additional vehicle trips per day will
be added to Camelback Road when construction is completed.
Most will be large semi-trucks. The westbound portion of
Camelback Road in that area leads to Arizona State Route 303,
but is an under-developed, narrow road and thus unable to
absorb the additional traffic from the proposed facility.
Consequently, the additional traffic would largely have to be
routed eastbound through residential areas. The pollution, noise
and additional traffic congestion would negatively impact the
quality of life of residents in many ways. It would also create
dangers for residents~-especially pedestrians and bicyclists
since there are not even sidewalks in some areas.
In light of these concerns, we request the Maricopa County
Planning & Development Department to deny the proposed KW
Cross Dock Facility.

enough to walk to! The grass and trees to help clean the air from the jet fuel! This will distort our Camelback Road
and community. Trucks are already using 152nd and Falcon streets as a cut thru! We have lots of school age
children, grade school, kids walking to mid school & high school among our 1400 homes! Another 600 cars w/b in
and out after they build the apartments on Falcon Street!! This area is not zoned or built for 6,000 trucks, keep them

Hello,
lam a concerned citizen writing about the the proposed KW Dock Facility being build next to The city of
Litchfield park. We Live in LP and are raising 4 kids here. We are concerned about the air quality and
extra truck traffic this facility would bring to our quiet neighborhood, not to mention what it will do to
our property values. The beauty of this neighborhood is all of the paths to exercise on and enjoying the
beautiful parks outdoors. If we have a trucking facility down the street from us this will have a great
effect on our air quality. Please do not allow this new facility to be built and operate next to our
wonderful community.

Supervisor Hickman,
We live in Litchfield Greens, which is adjacent to Camelback road just west of Litchfield
road. We recently were made aware of the KW Cross Dock proposal that would add a HUGE
amount of large truck traffic to Camelback road. We have a number of issues with this
proposal. First and foremost is the additional amount of noise and semi-truck traffic associated
with this; some estimates as high as 4500 truck trips a day! Second would be the safety
implications of that many large trucks transiting Camelback and Litchfield roads. Third would
be our property value significantly decreasing with all the increase in noise and traffic. Fourth
would be the condition of Camelback road. It is in no way capable of supporting that kind of
truck traffic volume. A significant amount of work would have to be done on many stretches
of Camelback road. Fifth would be a requirement to have a noise reducing wall constructed
adjacent to the many residential areas along the road.
Weare sure there are more issues than these. Suffice it to say, we are 100% AGAINST THIS
PROPOSAL and hope that you support us and the City of Litchfield in opposition to it. If they
need a place to operate a bunch of big trucks, they ought to try locating by 303 where all the
other large operations are.

Dear Supervisor Hickman,
| would like to strongly register my opposition to the location of the
KW Cross Docking Facility on Camelback and the former Falcon Golf
Course near Luke AFB and the cities of Litchfield Park and Goodyear.
No way should it be located there. It is a detriment to home values and
a public safety concern from a traffic standpoint.
| have been a resident of Litchfield Park since1968. | watched as the
race track facility was "shoved down own our throats" by the then
County Board of Supevisors. Max Wilson stood tall and tried to prevent
it from happening but was only able to mitigate some of our concerns.
| am hoping you are able to step up, voice local's concerns over this
project and suggest a more remote site for the project away from our
city and Luke AFB. | am writing this as a concerned citizen and
supporter of you as our representative on the County Board of
Supervisors. Please do all you can to stop this misuse of the County's
Property.
