Thank you for the email. | was able to access the plan with the information provided. | do have a
couple of thoughts about the project.

First, the reason no public comments were received is because there are no sites that would be
impacted by the additional traffic within 300 feet of the site. | think there will be a bunch of
comments now that the word is out so to speak.

| live in Palm Valley North located at 146 and Camelback. | travel Camelback a lot as that is the
only access to our development. The traffic on Camelback has increased significantly in the past
year do to the development of the area of 303. | am not sure when the traffic counts were done on
Camelback west of the site the in morning rush the traffic at the four way stop at Serval backs up to
the off ramp of 303 and in the evening the traffic backs up to the west all the way to this site. It can
take you 15 minutes to get through the 4 way stop sign. | cannot believe the planner would allow
them to put this much additional traffic, a lot of it semis without making them improve Camelback to
4 lane in all locations it is no a two lane road. Camelback will become extremely overburdened on
this two lane portion. Also a traffic signal should be required at the four way stop intersection.

Also | did not see a noise and light study in the packet. With 24 hour loading and unloading of
trucks the light and sound pollution with be significant.

| back up on Luke and I choose to do so. | do not mind the noise during the day but even Luke
restricts almost all fights after 10:00. A 24 hour truck loading facility is inappropriate with so much
residential in close proximity to the site. There are hundreds of acres of industrial land with no
residential near it immediately to the west of the site closer to 303 that is a far better location for
the 24 hour crossdock location. It also has far better road structure to accommodate the proposal.

Good afternoon Sean,

A couple questions regarding the location of the proposed Cross Dock. #1 Why there? It looks
like the lot is directly across from Palm Valley 5, 152nd Ave. This would mean all the traffic
from this Cross Dock would empty out at the same intersection of our neighborhood. With all
of the empty lots down Camelback and across the 303 what would make the City Planning
office allow this. I have been to other Zoning meetings regarding our neighborhood and am
not sure showing up does any good. We did win a few points regarding floors allowed on an
apartment complex but the buildings are still being put up. Last question, Everything I read
regarding the City of Goodyear makes it sound like a great family place etc. however we are
going to end up one big warehouse soon. Can you please help me understand why these
buildings are getting so close to our neighborhoods.

Dear Clint,

We are writing to express our strong opposition to the KW International’s proposed Cross Dock Facility
located at the former Falcon Golf Course on West Camelback Road. The project is proposing a shipping
warehouse that will bring almost 4,000 large semi-truck trips per day through a mainly residential area.
Experience has shown facilities like this will have a serious detrimental impact on our property values and
quality of life sought and enjoyed by both current and future residents in the area. It is our understanding
that this proposal was initiated without any input from our city. In fact, we believe the city of Litchfield
Park found out about this by accident. This is not right.

Our home backs up to Litchfield Road just south of Camelback Road, and it is expected that many of these
trucks will pass by our house. The added noise and diesel exhaust fumes will severely impact our enjoyment
of our wonderful back yard. The continuous truck noise and views of truck movements will even cause
tensions within the house because we will not be able to block out the noise or stop the view of truck tops as
they pass by, making their presence known.

We truly believe the negative impact of the KW International proposal on Litchfield Park would be severe.
Please do not approve this.

Dear Ms. Pokorski,

Litchfield Park City staff has recently become aware of a proposed development project in
Maricopa County that will adversely affect our community due to the tremendous amount of truck
traffic generated that will travel through our community, This project, KW Cross Dock Facility, is
proposed to be located at the current site of the Falcon Dunes golf course. That site is located only
one-quarter mile west of our community.

According to the Traffic Impact Study prepared by United Civil Group for the proposed Cross Dack
facility and the adjacent industrial park, nearly 4,000 additional vehicle trips per day will be added
to Camelback Road when the project is built out, Roughly 2,500 of those daily trips are projected
to travel on Camelback Road through Litchfield Park. And, most of those vehicles will be large
semi-trucks, Not only will that additional traffic overwhelm the underdeveloped portions of
Camelback Road, but such a large amount of additional truck traffic will also severely and adversely
affect our resident's quality of life. Furthermore, we expect that many of these trucks will turn
south on Litchfield Road, which will add noise and diesel exhaust fumes to an area of the City that
is exclusively residential.

The City of Litchfield Park requests that development of this project be denied by the County.
However, should the project be approved, mitigation of the adverse effects this Cross Dock facility
will have on our residents (and those of the County and other cities) should be required by the
County Planning and Development Department by placing restrictions on the truck traffic
associated with this project, and require that all truck traffic travel only to and from the west of the
facility and utilize Loop 303 as much as possible.

Finally, we learned about this project by accident. A project this large that will result in such a
dramatic change in the area’s land uses, will generate such a large amount of traffic, and will have
severe and adverse impacts to our residents should have been brought to our attention by County
staff as soon as the project was proposed to the County.

the existing narrow surface streets surrounding this site. Traffic already backs up throughout
the day at the intersection of Camelback and Sarival -- which lies between the Falcon site and

The additional traffic on other surface streets which traverse through Litchfield Park and
Goodyear is also important to consider. Litchfield Road, Sarival, Dysart and other roadways
were not designed to handle this high volume of large trucks.

The increased noise and traffic congestion would have a significant, negative, impact on the
neighboring communities of which there are many east of the proposed facility. The Cross
Dock Facility could be and should be placed closer to the 303 freeway on open land in
keeping the industrial use that it demands, and not on a site that affects neighborhoods and
negatively impacts the families that call them home.

We strongly urge you to oppose this proposal.

this true?

With a proposal of this size and an immediate negative impact to Litchfield Park residents (especially those living
near the proposed site), I would have expected wide, public, and detailed information regarding the proposal to the
whole of the community. Perhaps, I missed it. With that said, I can’t begin to tell you how utterly opposed I am to
such a proposal and in no way support it. Also, I don’t believe I’m alone in my opposition.

| am writing in regards to the new business going in old the Falcon Field Golf course. This business
will be less than a quarter

of amile from Litchfield Park. | have lived in Litchfield Park for over 40 years. We moved out here
because of the beauty of the area and a great place to raise our children.

| do realize that nothing stays the same. Please realize that there are a lot of retirees here and if
these trucks are allowed to use Litchfield Road and turn Left of Camelback...... LITCHFIELD GREENS IS
ON THE CORNER OF LITCHFIELD ROAD AND-CAMELBACK ROADS. | live in the Greens and my house
faces Litchfield Road, I’m a ways back so there is not too much noise through the night and in the
early morning. So this is doable. When a Semi does down Litchfield Road and gears down to stop at
Camelback it’s quite noticeable. | was told when | bought my house that Litchfield Road would NOT
be a truck route.

So you can imagine with 4,000 large semi-truck trips a day and 2,500 projected to travel through
Litchfield Park how disasterous that would be for the RETIREES, or any of us, in this once quiet

community. It will be impossible to open our front doors for fresh air.

My husband was in the Trucking Industry so | know the dirt that flies of those monsters, GUESS
WHERE ITS GOING.

Do you ever drive to California and see the re-treads on the side of the road? So | know the mess
they can make.

There is so much land west of Litchfield Park. Or if there coming from the west, have them exit on
On the 303 and from the east have a sign on Litchfield Road exit to exit at the next ramp.

PLEASE DO SOMETHING TO CORRECT THIS MISTAKE!

problematic to the Camelback expansion where our community may be impacted...All this being said our
community is already being drastically impacted with existing conditions, this proposed project would be a disaster
for our community and all of those that are in the vicinity of Camelback road... Who can I speak to about the master
plan, Camelback expansion and traffic issues that already exist? Please steer me in the right direction as we would
like to be part of the solution and not just live with the negative impacts of what appears to be a very non-

We just learned of a trucking facility to be set up on the former Falcon Golf Course on Camelback
Rd. This area is next to residential and is really not that close to the 303. From the 303, Camelback
Rd is 2 lanes and can’t handle the current car traffic which backs up at Sarival. A better area would
be closer to the 303 industrial park or land that can be accessed via the Northern Ave Parkway. Use
your good skills to direct this company to an area that would be more efficient for them.

We are opposed to having a trucking facility located in the former Falcon Golf Course. It is next to a
growing residential area and would deter any future growth besides lowering the housing values.
The main reason is the heavy traffic it would cause in a residential area. Camelback Rd from the 303
is a 2 lane former farm road and can barely handle the current car traffic, with huge backups at
Sarival. The county would have to widen and fortify Camelback which needs to be done anyway.
However, it would be more efficient for KW Cross Dock to be located in the 303 corridor and not ina
residential area.

Sirs,

As as resident of Litchfield Park and business owner in the area, I am
writing to STRONGLY object to the KW Cross Deck project. We already
have a ton of traffic on Camelback, Litchfield Road, Dysart and Indian
School that border our neighborhood. The noise is a nuisance but we live
with it so that we can enjoy our paradise on the west side of Phoenix.

But adding all these additional trucks and traffic would take it to a new
level and severely harm our quality of life. The noise, the pollution, the
rumbling of streets, etc would be horrible.

I own ten businesses in the Phoenix area and I am usually pro-business.
But this particular project is a bridge too far. I can assure that as a
member of the Wigwam Golf Club, every member that I discuss this with is
against it. Most had no idea and were caught unaware of the proposed
project.

I urge you to do what is right for the tax paying citizens and voters of
Litchfield Park. Say NO to the KW Cross Deck project.

I know I've sent this email a couple of times, but it looks as though I haven't been contacting
the right people...I hope everyone on this email is correct. I'm sorry to be redundant, I just
want to figure this out so I can disseminate information to our petition and FB group

against the proposed cross dock facility ASAP. Please see my email below.

To whom this may concern:

My name is Kate Griner and | am a homeowner in Palm Valley 9. | am emailing in regards
to the potential rezoning of the Falcon Golf Club, referencing county file MCP2019005. |
just wanted to bring to your attention that there are currently several petitions circulating
that have over 1,000 unique signatures in opposition of this proposal. As of today, a
sizable group of residents, including myself, started a Facebook page in opposition to this
proposal to bring forth awareness and to unify residents among the different surrounding
neighborhoods. As of now, we have around 100 members as a part of this group. The
residents expressly want their opposition toward this rezoning proposal to be heard and
considered.

Additionally, we are asking for the City Council and the Mayor’s office to fully support the
homeowners’ ardent opposition to the rezoning of Falcon Golf Club. While as homeowners
we fully support the development toward promoting growth in the city of Goodyear and
surrounding region, we strongly oppose development of these industries in such close
proximity to residential areas. While we have always been aware of Luke AFB and the
surrounding commercial entities, both industrial and agricultural, we strongly oppose this
particular development, as it will significantly impact the local transportation infrastructure,
and negatively impact both property values and overall quality of life.

Ms. Griner,

Thank you for your email. It appears you may already know, however, this
project is not in the City of Litchfield Park. We do appreciate your concerns
and | will let you know that the City has sent a letter to Maricopa County
submitting our concerns which are very similar to yours. | would also let you
know that the City of Litchfield Park Mayor, Tom Schoaf, has spoken with our
County District (District 4) Supervisor, Supervisor Clint Hickman, to express
our concerns regarding the potential impact this project would have to our
community. Lastly, the County will be hosting public hearings regarding this
project and the meeting is an open public meeting, open to County residents
to attend. The County project number is MCP2019005.

There are two Public Hearings currently scheduled, April gth, 2020 for the
County Planning and Zoning Commission and May 6th 2020 with the County
Board of Supervisors. Both hearings begin at 9:30 AM on each day and they
are currently set to be held at 205 W. Jefferson Street, Phoenix in the Board of
Supervisors Auditorium.

The project planner for the County is Mr. Sean Watkins. | have copied him on
this email as well so he can see your comments. You may want to contact him
to stay informed should these two Public Hearings become telephonic
meetings or get rescheduled, given the current COVID-19 situation and the
Governor’s Executive Order directing citizens to stay home. | have also copied
Mr. Scott Isham, County Supervisor Clint Hickman’s Chief of Staff and County
Supervisor Clint Hickman so they are both aware of your comments.
