The traffic on Camelback Road is already a total noise deterrent for our neighborhood, Palm Valley Phase V. This noise was not noted when we looked for and agreed to purchase our home at 15035 W. Pierson Street in 2013. But we quickly began to note the noise at various high use times. It has only become worse! With the purposed trucking station, the noise will certainly lead us to consider a move away from this situation even though we had hoped this would be our last life move. It will undoubtedly devalue our home investment as well. While researching information regarding the cross dock station, I found new subdivisions being developed further west on Camelback, which in and of themselves will add greatly to the traffic and noise! The residential traffic needs to come into the city of Goodyear via Camelback, but a cross dock station needs only to be close to the freeway, so PLEASE HAVE THEM STAY CLOSE TO THE FREEWAY AND NOT ACROSS THE STREET FROM OUR RESIDENTIAL NEIGHBORHOOD! A facility of that size and commanding that much semi-truck traffic (4,000 truck trips per day) does not belong that close to residential areas. The proposed 24/7 operation, along with the increased volumes of truck traffic on Camelback Road, will have a negative impact on adjacent communities. The 170,000 square foot cross dock building would be within 500 feet of a residential area. This is a quality of life issue as well as a safety and traffic issue! Many school aged children walk or ride their bikes from Palm Valley North, across Camelback to head over to Mable Padgett Elementary, Millennium High School, and other parks in the area. We are joining our neighbors in our opposition to the proposed KW Cross Dock facility. In their submission, the developer, KW Projects, stated that there is very little public interest in this project, but we assure you that is completely false. The reality is the public were not informed, and neither were the HOA’s of the residential communities that surround the property in question. No one fives within 300 ft. of this property. However, there are homes within 500 ft. of the property. The 300 ft. notification requirement seems arbitrary at best and contrived at worst. There are a few points we would like to add to those already asserted by our neighbors. First, we understand there is an Intergovernmental Agreement (IGA) currently in negotiation between Glendale, Goodyear, Maricopa County and KW Projects. Why is Litchfield Park not represented in the IGA? The traffic study indicates that at least 10% of industrial traffic and 50% of commuter traffic is projected to travel East on the stretch of Camelback Road that is under jurisdiction of Litchfield Park. The traffic study also states that there have been no fatal accidents on an (undisclosed) measure of road near Camelback and 152" Ave. It might interest you to know that on January 18, 2017, there was an accident at 147" Drive and Camelback, less than % mile East toward Litchfield Park, that resulted in the fatality of 1 and injuries to 4 Goodyear teenagers. We find this fact a curious omission and reinforces an already stated argument that the traffic study is insufficient and must be corrected before any vote is taken. Second, we did not notice a light and noise pollution study as part of the submitted proposal. Certainly, a facility of this size (245,000+ sq ft), operating heavy machinery and conducting vehicle maintenance 24/7, all day and all night every day, with lighting up to 110 ft. tall will have an impact on the light and noise pollution, and thus negatively impact the quality of life to the surrounding residential areas. Even Luke AFB operates with restrictions. A study by ADOT “Roadway Design Guidelines”, pub. May 2012, found that the unique atmospheric conditions in Arizona allows sound to travel farther than normal, and even more so at night. The equipment at this facility will include diesel engines, backup warning beeper signals, pneumatic tools, forklifts, and other heavy industrial equipment. The lights and sounds inflicted on the community from this type of operation does not know the boundaries of roads or deserts or the chain link fence that the developer proposes surround the property. This facility would render many dozens, and perhaps hundreds, of backyards and bedrooms unusable. Lastly, we encourage you and all board members to please take a drive to this location before approving this rezoning. The developer submitted that the Falcon Golf Course is bordered on the south and the east by open desert. Please define “open”? The reality is that there is about 200 — 300 ft. of desert abutting upscale single-family residences. As mentioned above, light and sound will not respect the imaginary boundaries of the desert and will travel much farther; noise of high decibel ratings can travel up to 2 miles. Please ask yourselves, would you approve this development within 500 — 1,000 ft. of your own home? We are not opposed to progress and development. We want to encourage this developer and their business partners, one of whom is obviously FedEx, to look for an appropriate site closer to the freeway.
