I am writing to OPPOSE the Cross Dock Facility proposal to be built on the current site of Falcon Golf Course on Camelback
Rd. and 152nd Ave. I am a resident of Palm Valley Phase 5 and I feel it is irresponsible of the county to place a facility that
will create up to 6000 truck trips per day across from an entrance to a large residential area. While the homes themselves
might be more than 300 feet from the facility, the residents come and go from the entrance to the neighborhood multiple times
per day. We already have difficulty turning out of our neighborhood because of the amount of traffic on Camelback Rd. and
the way the road switches from two to four to two lanes throughout the stretch between the 303 and Litchfield.
In addition, the hours of operation of the facility are not conducive to creating a habitable environment for the residents. 1
have not seen restrictions on hours of operation, and that is worrisome to those of us that live so close to the intersection of
Camelback Rd. and 152nd. Truck traffic, backup warning beepers, horns, brakes- the noise impact of a facility like this is
another major factor that is not being addressed as far as impact on residents. The sound of a back-up beeper is around 100
decibels and can travel 1.2 miles. That will impact almost all of Phase 5 residents.
Camelback Rd. is also a major route for our school buses bringing kids to and from school each day, Many children are
crossing Camelback Rd. to attend Mabel Padgett Elementary School in Palm Valley Phase 5 and Western Sky Middle School,
as well as using this corridor to drive to Canyon View High School. Due to the Air Force Base, this is the only route for
students living further east in the Dreaming Summit neighborhood. Mingling new/student drivers with all of those semi trucks
could be dangerous and should be a consideration for the county.
Finally, I understand that the land along Camelback Rd. will be developed and become industrial. We were aware of various
possibilities of this land when we purchased our home over 12 years ago, but were never made aware this type of facility
could be coming to our neighborhood. The City of Goodyear has taken proactive measures on the current plans for usage in
this area to protect the residents and minimize the impact on residential neighborhoods being located near industrial areas. I
would hope that our City and County officials would continue to measure the profits of this proposed usage against the harm
it will bring to residents who have called this neighborhood home for over a decade. We are not opposed to all industrial
development - but this specific project brings way too much semi traffic way too close to a residential area.
Please stop this Cross Dock from proceeding any further.

We are Palm Valley Phase 5 Residents. We would like to register opposition to this facility. We are
homeowners that live directly across from the MCP2019005 proposed facility (in The Hesper Knoll
Community PVS). We love this community but hearing the noise from the raceway combined with
traffic and jet noise is overwhelming sometimes. We can only imagine the 24/7 added noise from
this proposed dock, the safety/traffic concerns, pollution/air quality, loss of property value and
changed view and feel of our community. We feel that these factors will affect all of us all ina
negative way that can lead to health and safety concerns. Please deeply consider denying the
proposed project. We are more than sure that Fed/EX and KW Kiernan can find a much more
suitable location for this type of facility. We would like to have the option to speak in this meeting.

| am writing to oppose the Cross Dock on Camelback in the West Valley. To build
such a facility in a residential neighborhood is being inconsiderate of the surrounding
neighbors. It is bad enough that we just had several large warehouses built near the
303 and more still coming up. We have cars speeding through our neighborhoods to
avoid the congestion on Camelback, not to mention the trash that is thrown out onto
the streets. Building it near the 303 or south of the I-10 where all the other
warehouses are being constructed would be a better option.
| didn't pay all this money for our home to be surrounded by warehouses and large
trucks. We are starting to look like Central Phoenix. It used to take me 8 minutes to
get to work and now it takes me almost 20 minutes because of all the big trucks on
Indian School Road. | could imagine how much longer it's going to take when school
starts up again in fall.
Please don't make us another warehouse neighborhood. To many of us have
invested a lot of money in our homes and we would like to protect our investments
like how you would want to protect yours.

As a negatively affected resident, I am submitting my objection and am pleading with you to reject the proposed use
changes on +157 acres near the City of Litchfield Park from low residential to commercial and industrial uses
through the use of a Military Compatibility Permit and without a rezoning process.
The City of Litchfield Park is a small, quiet residential community and is a historical gem of Arizona. The roots of
this city date back over 100 years and without proper planning and conscience thought, the officials in Maricopa
County can destroy it with the stroke of a pen.
The Engineering and Traffic concerns addressed in Mayor Tom Shoaf’s letter dated April 20, 2020 dives deep into
the logistical nightmare this cross-dock facility will bring our small town with an increase of over 6000 semi-trucks
per day. A proposed facility of this magnitude will destroy our quality of life, not just asphalt and traffic patterns.
The pure traffic noise and pollution produced by 6000 semi-trucks per day is immeasurable.
Have there been any environmental studies done? If so, to what level?
It appears, based on public information, that the fate of this land was predetermined, and the public was not going to
be informed or allowed to participate. The owner of this property was quoted as saying that a cross-dock type facility
was the only business compatible with this land. It is only logical to believe the current owner purchased this land in
2016 with assurances that new zoning would be approved, he could continue his long-standing business relationship
with the developer, and the cross-dock facility would come to fruition. This community is not against growth but
going from a golf course to a 24/7 trucking facility is egregious. This location could handle Light industrial uses, not a
24-hour heavy industrial trucking facility.
Iam respectfully pleading that this project and similar projects be denied now and in the future.
Please do not confuse our willingness to accept the sound of freedom from Luke Air Force Base as justification to run
us over with 6000 trucks a day.

Submitted statement: The proposed land use is for industrial but this specific use will increase
heavy commercial truck traffic to an unacceptably high level for the area of Palm Valley V and
Mattamy. The Traffic Study already recognized the need for pedestrian crossings at the parcel
access point so they anticipate foot traffic. This will be a risky area for that foot traffic
especially for children accessing the nearby recreation area. Although Goodyear has
designated Camelback Road as truck route, this project includes a dramatic increase in heavy
truck transit frequency that will negatively impact the residential area bordering the Camelback
corridor in this immediate area.

My husband and | have lived in Litchfield Park since 1966. It is no
longer the little oasis it once was, but it is still a lovely community. Our
comments about the Cross Dock Facility are as follows:
1) Please deny the zoning for the Cross Dock facility as it is NOT a
facility that’s compatible with the surrounding community.
The developer is saying it’s in the noise zone from Luke AFB and
that the Cross Dock facility is the only suitable use for that
property. Being in the noise zone of Luke may limit the use to
industrial...true. But this particular industrial use is NOT
compatible with the surrounding communities. Period. ALSO...
being in a noise zone is no reason to add more noise. We have
huge noise from Luke, but it IS the sound of freedom. Noise from
thousands of trucks rumbling through our town on top of that
destroys any sense of tranquility and spells a decline in our
property values. Enough is enough.
2)) Litchfield Park wasn’t even notified about this potential
rezoning. Common sense dictates that even with a 300 ft.
notification rule, something like a cross dock facility that’s going
to generate this kind of traffic and noise should have input from
the communities that might be impacted. The fact that the city
wasn’t notified is beyond the pale. It’s not good judgement on
the part of the developer, the County staff or the P& Z
Commission to not have notified the City of Litchfield Park.
3) We were dismayed to learn that the owner of the property was
vice chair of the County P&Z ‘until March. That has the
appearance of not being ethical. Marcie was on the City Council
of Litchfield Park for two terms, and Dave was, at another time,
Chairman of Litchfield’s Planning & Zoning commission for years.
We were taught that even the APPEARANCE of conflict was not
acceptable. Certainly Mike Cowley was in a position to influence
things like “we just need to follow the 300 ft rule” on the issue
before it even got on the agenda for a decision. He does not have
a halo on his head because he recused himself from other
conflicts. It’s not just the decision, it’s the “lead up" to the
decision!

What road improvements and traffic control systems will be in place before this dock is opened? I’m concerned that
their is no plan for safely allowing this huge volume of traffic on such a narrow two lane road. Who will take

sale. I am not convinced that it is for the good of the surrounding neighborhoods and especially safety for the

1am 100% AGAINST the Fedex facility being put in on the Falcon Golf Coarse. i have lived here for 10
yrs., LOVE my neighborhood and my HOME. | am tired of big business trying to squeeze projects into
already developed neighborhoods when less than a mile down, we have acres and acres of open land
waiting to be developed. It doesn’t make sense, to put the dock a mile in and increase the already
traffic laden road with 4-6000 TRUCKS a day. WHY!!! Does the planning board and owners of that land
want to live right on top of that. The prices of our homes were hit back in 2008 and have struggled to
rebound, what do they think this will do to them. My concern also is that again we are talking large
truck and | can just image the accident rate on this road. The UPS facility is on Indian School Road with
access right on to the 303, doesn’t that make more sense. Can the Camelback ramps and exits
accommodate that much increase traffic with out effecting the flow on the 303? AGAIN TRAFFIC
ACCIDENTS INVOLVING TRUCKS!!!
| am not against progress but it has to be sensible and work into the immediate surrounding area. This
land commercially could be used for other ventures that would be more acceptable and something that
might be much need on the West Valley.

Hello:
One of the frontiers of research in public health deals with the effects of environmental
exposures on our biological clocks (circadian rhythm) which control our metabolism and our
sleep cycle. Critical exposures that have been associated with destabilization of our biological
clocks include noise and air pollution which will be released in abundant quantities by the
planned Falcon Golf Course development. Changes in our chronotypes (desynchronized
biological clocks) and sleep characteristics have been linked to a host of negative health
outcomes including diabetes, high blood pressure, cardiovascular diseases, cancers, and
reproductive abnormalities. Children and the elderly are the most susceptible to such adverse
health effects. The exposures can also moderate changes in the epigenome, meaning that the
impacts can be transmitted to future generation. In view of the new insights on the health
impacts of emissions expected from the truck traffic, it would be prudent to conduct a cost-
benefit of the project before it is built.

The reference number above is for the truck cross docking hub proposed by KW Cross Docking would be
detrimental to the residential areas surrounding the proposed the proposed site. The increase in semi-truck traffic
would increase to 4K-6k a day. This is a HUGE increase in traffic to an area that is not prepared for this increase in
traffic and noise.
The 303 freeway has only 2 lanes each way and is near the connecting 1-10. This will creating a traffic jam and
added risk of traffic accidents and frustrating back-up.
Please, for once, think of the negative impact on the area and Deny its approved. I am so sick of Arizona’s powers-
that-be ignoring what the taxpayers want. Please I implore this awful project be denied for this location.

I want to be on the record notating I am strongly opposed to the proposed KW Cross Dock Facility that is
being proposed for the site of the Falcon Golf Course. A facility of that size and commanding that much
semi-truck traffic does not belong that close to residential areas. The property is within 500 feet of a
residential area. This is a quality of life issue as well as a traffic issue. Travel on Camelback Rd. between
the 101 and the 303 is already very heavy, especially from Litchfield Rd. to the 303. Additionally, the noise
and pollution generated by this facilities' vehicles is inappropriate so close to a residential area. I urge you to
listen to the outcry of those who live near this area and travel Camelback Rd. daily. I live across Camelback
Road from Falcon Golf Course and do not want this facility there. There are many other areas away from
the neighborhoods to put this type of facility. We are, after all constituents of Maricopa County and we do
hope you will listen to us, the people of the area.

using Camelback Road. Fed-X plan to use/build on 80 of the 157 acres is the first phase to be built on
parcel. when built out in the near future, would the number
of trucks be 10,000 or more 24/7 on camelback Road? We oppose the changing of the zoning from 2-2 to
industrial zone. Industrial zone is closer to the 303 and the 10 highway.
Mike Cowley was the planning and zoning Commissioner until the first quarter of 2020, for district 3. How
is it that Mike Cowley the president of a multi-million
dollar company participating in purchasing of properties when they are ultimately responsible for the
planning and zoning of the exact properties? We moved to the North
Goodyear area for the lack of trucks running up and down Camelback Road!, the Golf Course and the
green grass and trees that the Falcon Golf Course provides.
The green grass and trees do help with the air from the vehicles and the air planes to clean the and
balance. the cross dock doesn't fix in the fabric of this area.

My family and | and all of my neighbors strongly oppose a Cross Dock to be built on Camelback Rd.
Please look up my address and see for yourself how close my neighbors and | are to the proposed
Cross Dock. If it gets built, we would hear trucks day and night. In addition to noise pollution, we
wouldn't be able to go out in our yards without breathing in additional pollutants from so many
trucks. The traffic would be horrible. If this gets built, it would significantly, negatively affect us

100% Opposition - 24/7 constant noise (yes, we can hear it just like the race track next door to the
planned facility), serious safety and security concerns due to increased high volume road traffic,
current road cannot handle the volume, concerns for school children crossing and walking this road,
concerns that home values will plummet, increased pollution/fume smells, sure way of ruining an
upper scale neighborhood, who would want to live across a FedEx cross dock facility and hear and
see those cars on the streets every single day and night, would you?

» We are OPPOSED to the applicant’s proposal to construct a Cross-Dock Trucking Facility
We
in the Falcon Golf Course area. This type of facility will introduce heavy vehicle traffic
along Camelback Road between Route 303 and Litchfield Road as well as directly
affecting the intervening roadway links of nearby residential neighborhoods. The Cross-
Dock vehicle operations will likely extend eastward along Camelback beyond Litchfield
Road all the way to Route 101 and/or Route 10. These Cross-Dock operational vehicles
Will likely include large wheeled semi-trailers as well as heavy weight distribution and
delivery vehicles. These heavy vehicles will significantly increase traffic noise and
vehicle exhaust pollution in an otherwise ‘quiescent’ environment. The increased traffic
congestion will likely result in additional traffic accidents and associated property losses,
bodily injuries, litigations and adverse motor vehicle insurance considerations. All of
these factors will adversely impact residential property values in these affected areas. A
significant number of people have chosen this area to live in retirement with the
expectation to continue the ‘quiet enjoyment’ of our property and community. WE
OPPOSE using our taxpaying dollars to support this proposed industrial vehicle facility to
operate on the aforementioned local roadways severely impacting our neighborhood
and community facilities.

research alternative locations for this proposed facility for future consideration.
