Good morning,
 I have small children, so I may or may not get to attend the whole event on the 28th, but I’d like to register my
strong opposition to the cross dock planned for the Falcon golf site. 
We are an Air Force family, and have lived in Palm Valley Phase 5 for the past 6 years.  We love the peaceful and
friendly neighborhood, and the convenience of everything nearby.  My bigger kids and I walk and bike to a lot of
local businesses on Camelback as well as Indian School.  My husband and kids also use the golf course and driving
range often.  The cross dock will have a huge impact on our ability to use and enjoy these resources safely.
Traffic on Camelback is already heavy during rush hours.  I avoid the Sarival and Camelback intersection during
rush hours already.  With thousands of trucks added per day, it will make our neighborhood surface streets
unpleasant and impassable.  In addition to adding traffic on Camelback, there will be more traffic on other
surrounding surface streets, as regular commuters and drivers reroute to avoid the cross dock traffic.
The warehouses along 303 add economic benefits to the community while still keeping physical distance from
Goodyear neighborhoods.  They don’t add noise or significant traffic to the area.  In contrast, the addition of so
much truck traffic will hugely impact the noise and traffic levels in the neighborhood.  From my house I can hear
when loud vehicles drive by on Camelback, the addition of constant truck traffic will definitely be seen and heard. 
In addition, I am worried about property values in my zone especially, since it is directly adjacent to the site.  It will
give our quiet suburban neighborhood a much more industrial feel and sound.

I live in the area where this Cross Dock is to be placed. It is less than 300 feet from my home. Camelback
so far now is a busy road you are adding a Cross Dock that will have traffic 24/7,our home values will
decline if this is to happen, our homes already now deal a lot with the road noise and Air Traffic coming
from Luke's Air force base. I am very unhappy with this plan to put something here that shouldn't be.
Please Voice your concerns over this I have already expressed my concerns of no for this proposal!!

I am concerned with the development of the above cross-dock facility and am amazed that
more Goodyear residents have not been alarmed.  This case will be heard tomorrow, May,
28th.
 
I read most of the 130-page County documentation from the developer, Maricopa County
staff and project respondents.  Most concerns came from Litchfield Park residents with little
Goodyear input.
 
I have three concerns:

1.  Roadway Congestion, Safety, Maintenance and Noise.
 
2.  Building Site Water Runoff
 
3.  Water Demand
 
These are not equally weighted; they are in descending concern.
 
First, only half of the project has been documented, with unknown Phase Two site and
operational plans.  I might be cynical, but this could be purposeful.  Is it fair to assume that the
ultimate plan would eventually double, putting increased strain on neighborhoods and
roadways?
 
I worked in logistics for a manufacturing company and understand LTL, TL and cross-dock
operations.  Throughput and JIT are an imperative for successful operations.  If I was
evaluating this proposal the key would be based on volume of operations.  The Appendix B,
which was not attached to the 130-page report was to show the traffic study.  This should be
based on operational flow for both phases, of which one has not been made public yet.
 
One concerned party, Bill Mooberry, had an analysis of 4,000 shipments per day, utilizing 53'
trailers and a tractor whose combined length of 75', would equate to a string of end to end
tractors and trailers of more than 57 miles each day.  In reality, some of these inbound and
outbound shipments will be with pups that are only 28-28.5 feet each, (plus the tractor), but
they could be in combinations of doubles (tandem) or triples exceeding the 75' length of his
estimate and some could be with a single pup which would be shorter.  I saw no developer
statistics of inbound and outbound trips per day for Phase One.  Whatever the number,
assume a double for Phase Two.  I saw several divergent daily volume assumptions for this
project in the 130 pages including comments. Understanding the ultimate volume is a key for
determining roadway congestion, degradation, and safety assumptions.
 
Phase One had a vehicular parking count provided for 2,163 pieces of equipment including
683 spaces for employees.  This is a large operation, consider it doubled for the next phase.  I
am not sure if the 4,000 shipments is an accurate daily number for Phase One, but regardless
of number, for each shipment you have an inbound and outbound, so a truck would be
entering and exiting, doubling your count on pollution and congestion.  Any required traffic
light at Camelback and Sarival would have two trucks going through it per shipment (one each
way).  Arizona allows heavy combinations and shippers attempt to maximize cube and weight
allowed, so consider roadway damage.  Camelback was probably not designed for this volume
of operation and resulting weight of cargo.  Most people today would characterize the current
4-way stop interchange at Sarival and Camelback as rural.  Assuming that 4,000 one way

shipments per day was correct, as Bill Mooberry suggested, and we took his length projection
of 75’ each,  it would be the length of trucks/trailers back to back from Goodyear one-quarter
the way to the California border each day, which is also  a shipment every 21.7 seconds every
day.  Wow!  Is this only for Phase One?
 
The developer proposal said these shipments would come from all parts of the U.S. and go to
all parts.  If a load is coming from the east on the I-10, would it take the short cut up Litchfield
to Camelback and not go all the way around to the 303?  They might take Bullard to Indian
School and there could be more congestion around Pebble Creek on all sides.  Same would be
true on outbound loads.  I saw no plans for any four lane on Camelback or traffic light at
Sarival and Camelback.  Again, what is the ultimate volume of operations and what costs will
the developer have to absorb to provide infrastructure, minimize congestion and assure public
safety?
 
Here is my second concern.  The existing golf course permeates rainwater into the ground. 
The new cross-dock operation will have most of the 157 acres paved over with buildings and
massive concrete pads creating water runoff during monsoon conditions. This new runoff
could lead to increased flooding, which has already been a concern in the Bullard Wash, which
runs along the entire east side of the existing golf course. In heavy rain conditions, when the
developer provided ponds overflow, where does the water go?  I think it will overwhelm the
drains and go right through PebbleCreek cutting off ingress and egress on the Eagle's Nest side
of the community.  The Drainage report referenced in Appendix C, was also missing from the
130-page report that I viewed.  Increased strain on the Bullard Wash is a concern.
 
My third concern is water use.  Cross-dock operations are not water hogs, but this property is
already outside of Liberty Water's service area.  Liberty's proposed service expansion will
100% come from our groundwater aquifer underneath Goodyear.  This water is finite.
 
Developers, agricultural users and residents assume unlimited pumping is justified for current
consumption, but there is no 100-year supply beneath us.  It is a myth.  The Arizona
Department of Water Resources (ADWR) mandates assurance of an adequate water supply
but every new acre-foot going to the new cross-dock facility will be an acre-foot that won't
eventually go to provide water to existing Liberty users, granted many years from now.
 
The ASU Kyl Center for Water Policy at Morrison Institute published in the fall of 2019 a study
titled "The Elusive Concept of an Assured Water Supply", which pointed out we are depleting
our groundwater at an alarming rate and our aquifers in the State are dropping dramatically. 
They pointed out that most of the 2.8 million-acre feet we are drawing out of our aquifers are
not renewable and will not be available for future demands.
 
Report finding # 12, (page 33), states "Under ADWR's Assured Water Supply rules,

groundwater is physically available for 100 years if it is pumped from depths that do not
exceed 1,000 feet below the land surface in the Phoenix and Tuscon AMA's and 1,100 feet
below the Pinal AMA.  Pumping groundwater from such depths is untested and contrary to the
Legislature's finding in passing the Groundwater Management Act that withdrawal of
groundwater in excess of safe annual yield is threatening to do substantial injury to the
general economy and welfare of this state and its citizens."
 
In a discussion I had last fall with an Arizona water expert who works with the Kyl Center, she
said the western Phoenix suburbs have major water aquifer depletion concerns including, but
not exclusive to, the existing Liberty Water service area.
 
Does this new expansion by Liberty Water into this new service area require CAGRD to acquire
and replenish the groundwater pumped for this new cross-dock operation or is it just pulling
water forever from our aquifer?

will significantly degrade our quality of life as we have enjoyed sitting on our patio almost every day, in the
morning and in the evening. The trucking facility will result in around the clock noise and present a danger to us as
we ride our bicycles West, down Camelback road. Please log our strong opposition to this project as it will also
negatively impact the value of our homes.

I have researched some of the details of the proposed Cross Dock Facility and am in strong
opposition to this facility and change in zoning for the following reasons:
1. The facility would have a large impact on me as a homeowner as I use the 152nd
Avenue/Camelback Rd. entrance multiple times per day to access our property. The 6,000+
added commercial trucks per day would greatly increase traffic and reduce safety at this
intersection.
2. The Traffic Impact Study (dated 4/10/20) was extremely narrow in its focus and postulated
impacts. The study did not take into account the current and future planned industrial
facilities between the project site and the main travel route (Loop 303). Adding in these
additional commercial vehicles could greatly impact the outcome of the study. In addition, the
study does not address the fact that Camelback Road narrows to one lane east of the Loop
303, and includes a 4-way stop which would lead to backups.
3. The 24/7 operation of the facility would greatly increase ambient noise in the area. Fighters
from Luke AFB operate approximately 2 days per week and this was known prior to
purchasing our home. The Cross Dock Facility does not need to be located at this site and
should be located in an area with little to no impact to surrounding homeowners and
businesses.

4. The site is currently zoned for low-density housing. Any facility located at this site should be
restricted to have no more traffic or noise impacts than would be expected for low-density
housing.
5. The commercial trucks utilizing the Cross Dock Facility would greatly increase emissions in the
area of carbon dioxide, nitrous oxides, and sulfur dioxides.
6. The facility has strong opposition from affected stakeholders including CIty of Goodyear, City
of Litchfield Park, Luke AFB, Palm Valley Phase 5 HOA (nearest homeowners), and Litchfield
Greens HOA.

Please vote NO ! I am a resident of Palm Valley phase V and was NEVER alerted to the proposal that
included my home and roads leading to it. I live one block south of Camelback. We purchased our
property 11 years ago and have paid HOA fees for the protection from these types of aversions. 
 
I would like to be heard if there is ANY possibility of this passing.
 
There are  so many reasons to turn this proposal down but here are a few: 
 
Among other things, the high traffic, safety of teenagers using Camelback to get to Millenium High
School, driving around huge trucks with loud brakes, road widening, road wear, the traffic noise, our
view, gas diesel smell are just to name a few. 
 
303 and I -10 is so close. Stop this from happening and let them purchase property over there.

In the last meeting when the representative for the proposed FedEx truck docking area was
speaking I was very concerned about the speaker’s use of ‘facts’ and by the way he was
interpreting and delivering those facts.
 
The first time was when speaking about the daily truck numbers of the newly proposed
dock. 
He was trying to downplay the number of large vehicles on the road. He said that while the
facility plan had 1156 trucks a day, this actually meant the number should be halved to 578
as that is how many ‘trips’ there are and is the number of actual trucks that will use the site
daily. Trying to deflate this number to 578 felt deceptive at best but, regardless, is untruthful
when it comes to our concerns. It may be 578 ‘trips’ daily, but that still means each trip
requires the truck to enter and exit the premises - which equates to 2 passes on the road -
which still means there are, on average, 1156 trucks traveling the road daily. And at 1156
trucks a day, that is still nearly a truck a minute. Everyone concerned knows that we are
worried about safety and traffic on the road, and to try to deflate this number this way is
disingenuous.
 
Then he showed the Goodyear PV303 facility being developed nearby. He focused the
large red section nearest to his proposed FedEx dock (designated East III), implying that
PV303 would be ‘like Disneyland’ compared to his proposed area being ‘like a theater’. But
when looking at that area nearest to the residential areas that he was focusing on - that
section is designated as office area for the complex - not a section that would have large
semis traveling on the roads to it continuously. We know that there will be an impact from
the PV303 complex, but most of that is focused near the 303 and not along camelback -
and the section he was pointing out is definitely not a trucking dock area - in fact - very little
of PV303 is industrial along Camelback at all. Again, this felt disingenuous to me.

Lastly, we agree that PV303 will add more overall traffic to Camelback - but that is not a
reason to then add even more traffic with this truck docking facility. In fact the reaction
should be the opposite. This already strained road will get worse; we just don't want it to be
destined to only operate as a throughway for industrial traffic because it is too unsafe or
unusable by the neighborhoods.
 
I want to hear from the people proposing this new facility but I want to hear straight truths. I
was troubled that we are being presented information that is being interpreted incorrectly.
 
Please keep our community safe and usable.

Why would FedEx want to buy golf course land (I suspect at a premium) when there are thousands of acres and
potential sites up and down the 303 which are prime for commercial use.  And best for the City of Goodyear.  To
have this type of business, or zoning approval, so close to prime residential developments is absurd.
We are counting on some support for our growing City.

Rachel,  Jeffrey and Cynthia Fischer, 4084 N. 155th lane, request 2 votes in opposition.   It appears
that Luke AFB  will be utilizing access to what was Flacon Golf Course.  There is increased noise due
to changes in air training locations over our homes and heavy trucks using Dysart, Litchfield and
other accesses to deliver items to Luke.  We back to Indian School.  We have flights early morning,
afternoon and into the evening and the trucks seem to follow the noise some days.  We are not in
opposition to growth in Goodyear.  We are in favor of growth where is well planned.  This is a case of
opportunity and sliding a deal that should have been brought to the public much earlier.

I am David Morgan and I live at 4805 N. Greentree Dr., Litchfield Park Arizona.
 
The Planning commissioners and the staff I’ve heard many opposing voices so I will not repeat
them today.
 
However I have two concerns that have not yet been raised.
 
1. The existing application addresses only the facility that will be located at the northern
end of the parcel under review. There has been no mention of the type of commercial
development that is likely in the southern half of the site.  As a result, we have no
information as to the increased noise and traffic that these businesses will bring to the
southern end of this site.  What we do know is the traffic and noise will not decrease.
 
2. Luke Air Force Base is the largest fighter base in the world by far. It has both a training
and combat ready missions with well over
100 F 35’s and F-16s on base. I walked the proposed site yesterday and can see the site
poses a major security issue for Luke. Imagine for a moment in 2022, on a tranquil
Sunday morning where the site under your consideration today has been built and

thousands of large trucks become a common occurrence.
 
      I have come up with a terrorist plan that uses two fuel trucks and four terrorists who
will be able in five minutes to have 2/3 of the aircraft       on Luke air force base on fire.
There would be virtually no way to stop them.

I strongly oppose the Proposal of Cross Dock Facility because I feel it will
have a negative affect on Luke Air Force Base.   Luke Air Force Base
is National Defense of our country.  Luke Air Force Base should have
priority usage of roads at all times. 
 This trucking facility will have an adverse affect on the community.  I
have experienced the adverse/negative affect of the Fry’s Grocery store
located at Camelback Road and Litchfield Road.  The traffic, congestion
has increased tremendously since I moved here in 2003.  Camelback Road
cannot handle the increased traffic and definitely the heavy semi-trucks
consistency of 4,000 per day.  Camelback Road has cracks and pot holes.

If it’s possible for tomorrow’s meeting we have additional comments to be brought forward:
Ref:  MCP2019005, Proposed Cross Dock Trucking Facility MCP
We rise once again to OPPOSE most strongly any action by the Commission to approve a Military
Compatibility Permit for the proposed truck facility.  While we may willingly accept the sound of
freedom from our latest fighter jets in exchange for our national security, this does not extend to the
sound of 24/7 commercial truck engines, road noise, pollution, traffic congestion, the threats to our
road safety this facility will bring forth.  Any such facility is in no way compatible with Luke AFB or the
safety, health and welfare of our communities.  I urge the Commission to exercise “due diligence” in
ruling on this action. The dictionary says due diligence means “the care that a reasonable person
exercises to avoid harm to other persons or their property.” With this in mind we ask:
a. Is the Commission and staff practicing “due diligence” in face of overwhelming outcry
from hundreds and hundreds and hundreds of residents whose daily lives and property
will be adversely affected by this facility as well as the opposition raised from the city
officials of Goodyear, Litchfield Park and Luke AFB. 
b. Is the Commission and staff acting with “due diligence” in the face of thousands of
truck trips every 24 hrs as somehow justifying a Military Compatibility Permit where it
could interfere with the active duty operations of Luke AFB by impeding airmen trying
to respond to their active duty station?  How is this a compatibility?
c. Is the Commission and Staff acting with “due diligence” by not compelling the
applicant, OR separately conducting, an independent evaluation of an alternative venue
for this facility west of Rte 303.  Has this been done?
I urge the Commissioners to ACT NOW in accordance with AZ statutory responsibilities to ensure
the safety, health and welfare of County constituents and DENY this permit request.

Thank you for the opportunity to ask questions.  The following questions are sincere, not rhetorical
and not emotional.  They are fact based and need fact based answers. The committee needs to
determine that the answers satisfactorily protect the community before they can contemplate
considering the developer’s proposal.
 
1) How is the county going to mitigate the increased traffic, particularly the 10-20% of trucks and 50% of
light vehicles (as per developers own study) heading east, if the project is approved?  The developer is
not intending to do any road improvements other than in the immediate area of the current golf course.
 
2) What are the anticipated noise levels, in dB, for both daytime and night time if the development is
approved? How do these compare with present day and night noise levels in all impacted
neighborhoods?  Day and night noise levels need to account for both trucking and operational noises -
including commercial/industrial back-up beepers which are high frequency along with low frequency road
and engine noise. Night noise travels further due to atmospheric conditions of nightly temperature
inversions.  What actions are the county and developer proposing that would mitigate noise levels down
to current background levels?
   
3) The developer has proposed and county planning has not objected to 110' high light poles.  What
studies have been done to ensure that there is no light pollution that will impact residents.

4) What studies have been performed and what are the required mitigations to offset the hazardous
impact of diesel emissions from 24 hour trucking operations adjacent to developed residential
neighborhoods?

I have never seen such unprofessional and incompetent behavior as I
witnessed while attending the 14 May 2020 webinar regarding the cross
dock
truck facility. After four hours of listening and then into the rebuttal by
counsel for the applicant, Ms. Montoya decides she has to leave!?!? She
invested all those hours but then decided she "absolutely" has go to
another
meeting which negated the necessary quorum. The webinar was
terminated and
we must wait another two weeks only to start again. Where does the
"planning" in the PND Commission come into play?

Thanks for reaching out about the upcoming web meeting this Thursday at 9:30 am regarding the
proposed development of the Falcon Golf Course.  Sorry, I don't know the Case number.  
My wife and I are absolutely opposed to the use the developer has proposed for that property. 
Adding additional truck traffic is going to RUIN our house resale value and most importantly it will
RUIN our ability to be outside in our backyard.  Seeing the projections of a 1,000 trucks a day in
crazy.  The trucks currently traveling on Camelback are loud and taller than our new wall, so there is
little to no sound dampening.  Too have that many trucks using Camelback with make our homes
practically unlivable.   
 
Putting a restriction on the facility requiring all trucks to use the 303 is subject to ongoing
enforcement.  Are you going to have the Sheriff's department enforcing that restriction?  I think that
is unlikely.

Dear Committee Members, 
 
I am a concerned 17-year resident of Litchfield Park writing to you to express my opposition with the 
FED EX facility that has been proposed for Falcon Golf Course.  Arizona has always been an AG 
(agriculture) state.  Out in the west valley alone we have Everkrisp, Rousseau, G Farms, Duncan Blue Sky, 
and Miedema just to name a few.  Everkrisp and Duncans growing fields have already been reduced and 
Duncan has expanded their growing areas into CA.  What do we think is going to happen if we put a DC 
in the middle of farmland?  What kind of effect, with that hundreds of semis expelling excessive diesel 
pollution being put in the air, will have on those crops?  Crops that our locally owned Bashas as well as 
Fry’s purchases for our consumption.  What about our responsibility keeping the carbon footprint to a 
minimum?   
 
I am bringing up a different point of view than all of the letters before me.  I too think that having it near 
a residential area is barbaric.  No one wants to see their neighborhood full of tractor trailers…no one 
wants to hear them from their home…no one wants to smell them.  The safety issues have already been 
addressed as well so please add my concerns in that regard to the pile. 
 
I hope you will do the right thing for the people that live out here, and love to live out here.

1).  I have to brief comments. One is about major flaw in assessing the impact of the
development on local traffic and the other is the inadequate consideration of the impact of the
development on health and welfare of people in the surrounding areas
 
2).  The traffic impact study assumes that one truck equals one car. This is equivalent to saying
that one elephant equals on weasel.

·         A typical 4-passenger car emits 43 grams of CO2 per km travelled
·         By contrast, a typical long-hauler truck emits 900 g/km travelled
·         In terms of carbon footprint, 1 truck can be considered to be 20 car equivalents,
approximately
·         What does that mean? The proposed increase in truck traffic by 6000 would be equivalent, in
terms of environmental impacts, to increasing the traffic density in the area by 120,000 cars per
day. 
·         I submit that even if my calculation is 5-fold off, the 6000 truck traffic would be expected
have a significant impact on the health of people in the residential neighborhoods
 
3). I turn now to my second point
·         The two common emissions from truck traffic are air pollution and noise
·         One of the most active areas of research in public health is the impacts of environmental
exposures on our biological clocks (circadian rhythm) and our chronotypes (sleep characteristics).
·         Noise and air pollution are increasing being implicated in desynchronizing our biological
clocks and changing our chronotypes.
·         Changes in our biological clocks and sleep characteristics have been linked to a host of
negative health outcomes including diabetes, high blood pressure, cardiovascular diseases,
cancers, and reproductive abnormalities. 
·         Children and the elderly are the most susceptible to such adverse health effects.
·         The exposures can also moderate changes in the epigenome, meaning that the impacts can be
transmitted to future generation. 
·         In view of the new insights on the health impacts of increased truck traffic expected from the
development, it would be prudent to conduct a health impact assessment before the project is

Dear Mr. Scholsser:  
 
As an affected citizen I’m appalled that I was not given any opportunity to participate or due notice in the above proposed application. 
This entire project process appears to be a series of pre determined outcomes at every phase.  I am submitting my firm objection and am 
asking that you reject the proposed use changes on ±157 acres near the City of Litchfield Park from low residential to commercial and 
industrial uses through the use of a Military Compatibility Permit and without a rezoning process.  I would like to speak not only for 
myself but the Litchfield Greens HOA, as I am the President of the Board of Directors. 
 
The City of Litchfield Park is not only a small, quiet residential community; it is a historical stronghold in the west valley of Phoenix. The 
Litchfield Park Historical Society and Museum sit a mere 25 ft. North of Camelback road (exactly where 6000 trucks a day are proposed 
to transit).  The roots of this city date back over 100 years and without proper planning and conscience thought, the officials in Maricopa 
County will destroy it with the stroke of a pen and in a vacuum. 
 
The Engineering and Traffic concerns addressed in Mayor Tom Shoaf’s letter to you dated April 20th, 2020 dove deep into the logistical 
nightmare this cross-dock facility will bring our small town with an increase of over 6000 semi-trucks per day. What it does not capture 
is the human cost of such a radical proposal. 
 
The noise level produced by 6000 semi-trucks per day is immeasurable, both aurally and visually. I’m a resident in Litchfield Greens, this 
increase and invasion will destroy our neighborhood, pollute our parks and community.  This facility is proposed to be 24 hours a day, 7 
days a week producing non-stop disturbances for the residents of Litchfield Greens, The Park and Goodyear. We already are dealing with 
issues exiting our neighborhoods just from residential expansion. It’s nearly impossible to exit our neighborhood most of the day and this 
would make it unfeasible.  
 
  
On the pollutant side, the MCP process and supposed environmental assessment provide no mention of diesel exhaust, a mix of 40 toxins 
and also a carcinogen.  The MCP requires notice of occupants within 300 ft.  How does this work when these pollutants and particulates 
travel up to a mile away? 
 
I was fortunate to watch the Goodyear City Council meeting on line last week. It was very disturbing to see the applicant allude to the fact 
that they only needed to consider 300 ft. from the property and that “There are no citizen concerns/impacts”.  A facility of this magnitude 
has far greater and far-reaching impacts than some arbitrary number associated with any plan, procedure or policy.  300 ft. is ludicrous 
criteria to use with this application.  The express purpose of a cross-dock facility is to increase thru-put at a designated facility, both 
product and vehicular. This is why most of them are placed in blighted and entirely commercial areas, far away from ANY measurable 
population or community.  This project should be located immediately next to a freeway and away from any residential areas. 
 
Though you may believe you are in compliance with the MCP application process, Mayor Tom Schoaf stated that he was entirely 
surprised and I’m in agreement as related to the citizen participation plan, including but not limited to citizen interaction, owners and 
interested parties affected by the application 
 
Do you believe the only affected area for this complex is within 300 ft. of the boundary?   
 
What level of Environmental Assessment was completed?  By whom? 
 
What environmental process was used to capture the impacts of the 4000 residents across the street in Palm Valley Phase V and the 
Villages 2? 
 
Was there an independent noise study or any noise modeling done?  If so by whom and what was the geographical area evaluated 
 
Are you planning more community involvement on this subject at the planning commission level? 
 
 
As a side note I’m the president of Litchfield Greens HOA, 290 properties west of Litchfield Rd. and Camelback.  Having a few weeks to 
prepare and not having traffic studies and documentation released until last minute does not give me the opportunity to give this project 
the level of scrutiny it deserves.  We are requesting a continuance… You will be hearing from our board as we have partnered with other 
HOA’s to combine our efforts against this project… Please do not confuse our willingness to accept the sound of freedom from Luke Air 
Force Base as justification to run us over with 6000 trucks a day, especially since this project has been tainted from the start.  There are 
things we are willing to tolerate for our country that we are not willing to do for business entities that have no attachment nor care for 
our community.

On behalf of several lot owners within the Greens, I hereby request a continuance of Case No. MCP2019005 currently
scheduled to be heard at the May 15, 2020 Planning and Zoning Commission.  In preparation for this hearing, our community
sought the assistance of Snell & Wilmer as legal counsel to represent our interests and strong opposition to the military
compatibility permit for the proposed cross-dock facility.  This afternoon (less than 48 hours before the hearing), Snell &
Wilmer learned of a conflict of interest that could not be waived.  Therefore, they were forced to withdraw as legal counsel.  
 
We are attempting to find new representation and must respectfully request a continuance.  This proposed facility could
forever change the character of our neighborhood, the quiet enjoyment of our properties and traffic flows in the area.  It is
important that we have an opportunity to be represented by legal counsel to present information and facts that are relevant
to this Commission's decision.   We request that the Planning and Zoning Commission afford us time to find new
representation and extend the same courtesy previously afforded to the applicant by continuing this matter for one

At one time our newly married daughter rented a home within blocks of
a Railroad Staging and Switching Yard.  We, ALL,  quickly learned a
lifelong lesson to NEVER CHOOSE to live close to this type of noise. 
Granted, the proposed Cross Dock ‘Yard’ is not a part of a railroad, but
the day and night noise of squealing/scraping metals, highway road
noise, truck engines starting and stopping, air brakes being applied and
released, transfer machinery working and multiple other noises that I
am sure I cannot even imagine right now, does not sound far from the
railroad switching yard that WE ALL endured with our daughters family
while she lived in that location.  Had we known an industry of this type
would have been considered in this neighborhood, we would NOT have
ever looked to purchase a home here!  The multiple industries
developing close to Hwy 303 ever remind us that we live just barely
outside this noise zone.  The Cross Dock Station would be invading our
quiet residential neighborhood!  Please do not let it proceed as we will
then need to proceed with an unwanted move!  In considering that, I
shudder, knowing our property values will undoubtedly drop and we
will be the losers all around.  KEEP THE CROSS DOCK STATION DOWN BY

I'm writing to you to voice my concerns about the proposed development of
a Trucking Cross Dock Facility at Falcon Golf Course.  I have lived in the
neighborhood close to Falcon Golf Course for over 10 years and I have
loved living here because of the peace and quietness of the suburbs.  It's a
wonderful area to raise our kids and it's not too close to the major freeway
like the I-10.  I'm completely opposed to the proposal to have a Trucking
Cross Dock Facility in our neighborhood.  This facility will disrupt the
tranquility of our suburban neighborhood by bringing in more traffic and
noise all hours of the day along with increased air pollution from the diesel
engines and massive size trucks; the more traffic and vehicles, the more
emissions will be released to cause higher air pollution.  Studies have
shown that trucks with diesel engine release more particulate matter the air
than other smaller vehicles.  Increased traffic- related pollution has been
associated to deleterious health effects to the body's neurological, cardiac,
pulmonary and metabolic systems along with other harmful effects. All of
these factors will also bring down the property value in nearby
communities.  Please help our community reject this proposal and find an
alternative location for the Trucking Cross Dock Facility that is away from
established communities.  We do not want trucks coming and going all
hours of the day and the detrimental consequences they will bring to our
neighborhood.  Thank you.

Good Morning Sean,
I read in an article that you were part of the commission reviewing the plans for the Love’s truck stop on
Camelback303. If you are not the person, please forward the name (or names) of the people involved in this
decision. 
I would like to voice my concern over this development. My concern comes from the safety issues it will pose for
the youth in our area. I live in Dreaming Summit and have a youthful driver (will be getting his license in June) that
attends Canyon View. He is on sports and will need to drive to school using Camelback, driving past this truck
depot everyday.
We didn’t choose to be zoned for Canyon View which is approximately 10 miles from our house. In fact, none of
would have chosen a school this far having our kids drive such a distance. The only way (or fastest way) is to use
Camelback.
That stretch of road has had many accidents and now more traffic? Especially trucks for our kids to contend with.
There was an accident 3 years ago on that same road that took the life of a child that was a close friend of my son’s.
Do you want to approve this and have more children be put in danger on that road?
I am not coming at this from a property value perspective - although that is certainly a concern for many. I am
asking -pleading with you to consider the increased traffic and danger that is imposed on our children. We have no
choice but to drive that road to get to the high school but you have a choice to deny that truck depot.
Again, I am pleading with you to consider the danger you are imposing on our youth.
