 I am in opposition of the cross dock that is being proposed on camelback. I feel that there is a better
place that this dock could be located instead on on the falcon golf course. It will cause more harm
than good if it gets built. I believe that a park for kids and families could be built there instead if the
golf course is an eye sore or for sale.

Opposition concerns:
current zoning of property is RU-43 which precludes light industrial use
 Its recreational usage now provides a buffer to the west-side speedway and
airbase activity for all nearby residential and other low-impact conforming uses. 
A change of zoning to light industrial compromises east-side RU-43 development
for the City of Goodyear-owned property and the environmental integrity of the
nearby Liberty Water groundwater recharge facility.  It also compromises
surrounding residential property owner's property values and ease of movement.
If the current proposal is only the 'first phase', subsequent 'phases' will only
magnify impacts.
anticipated traffic volume and impact in the forms of : traffic congestion, noise, road
wear and tear/public cost
Proposed daily volume of truck traffic is apparently 4,000 - 6,000 vehicles per

day.  This translates into 3-4 vehicles per minute 24 hours a day (assuming one-
way traffic versus doubling if both entering & exiting?).  This is an enormous
increase to the already significant and growing Camelback Road traffic.
Camelback traffic has been growing significantly already due to west-side
residential and 303 corridor development, and access to Palm Valley V
developments to the south and west of Falcon Golf Course are already more
difficult.  This development will worsen the situation several fold.
The widening of Camelback Road to the west, all the way to 303 will certainly
help. However, even if the proposed facility developer contributes to the cost of
doing this, the long-term maintenance and wear and tear costs due to the
magnitude of truck traffic proposed is not anticipated to be sufficiently mitigated. 
Look at the Glendale Road corridor between El Mirage and 99th Ave. for
comparable issues in this regard.
Adjacent residential property owners already deal with the noise along Camelback
Road at peak times during the day, and with periodic/infrequent Luke AFB
activity.  The proposed facility will increase activity to 24 hours per day ... 24/7.
appropriateness of location for this type of use
A cross docking facility in this location is an isolated development, creating
significant unnecessary impacts of surrounding current property owners, and
would be more appropriately placed and consistent with other land users if
placed within the 303 industrial corridor a short few miles to the west ... similar to
the UPS faculty that is immediately adjacent to the 303 freeway, and other high-
volume businesses such as REI, Dick's etc.
Availability of impact analyses concerning: environmental impact, traffic congestion
and solutions, 24/7 noise levels, and changes in surrounding property values?

I would like to voice my opposition to the proposed zoning change and approval of this
facility.  I would like to speak but given the time constraint (I received notice yesterday of
hearing) I cannot attend given the short notice.  
It seems ludicrous to me that a functioning golf course is the best move for the people of
Maricopa County.  There is vacant, raw land on both sides of the golf course.  While a facility
of this type would undoubtedly create jobs. is this really the best location.  Is it in the peoples
best interest to build this next to their neighborhood.  Seriously, nearly next door.
It seems to me there is more here that meet the eye and is the reason I have contacted
Congresswoman Lesko's office to ask her to have her state counterparts to conduct a forensic
audit of this project.  It does not appear to be entirely above board and I believe the
Commission members are not operating in the best interest of the majority of the people they
represent.
This is the statement I would make if I could attend in person.

there are no residences that would be better options.  Please do not put this facility in
our residential neighborhood.  It will reduce our property values on top of everything

I do not wish to speak during the meeting at this time, but would like to
give some public comments:
 
As I understand it this land is currently a quiet golf course and I
personally do not notice any traffic from it. 
 
The proposal to add 6000+ vehicles per day, many of them semi trucks,
is absurd.  This would destroy this
Area which is primarily residential and farm land.  I personally exit on
152nd Ave on a regular basis, and cannot
Imagine what this drive would be like with that many additional vehicles
added. 
 
This trucking facility will affect traffic, noise, air quality, and light
pollution.  I personally have asthma, and believe this

Will adversely affect the air quality in a very negative way.  I also am not
aware that the effect of noise, air quality,
and light pollution has even been looked at.  The traffic study also only
takes into account directly in front of the site
in question.  But Camelback Rd west of this location is a primitive road,
with one lane each way, and a 4-way stop
sign at an already busy intersection.  
 
It is difficult for me to even express how strongly I do not want this
trucking facility at my back door.  I have a family
member that works at a similar type of trucking facility and I am very
aware of the amount of dust and dirt they generate. 
It will very negatively affect home values, and the desirability of the
area.
 
There are many other plots of land available in the area that do not
reside so closely to so many residents.  If this
Company is needing to relocate to the area I beg them to reconsider
this land, and chose another area that will
Not adversely impact so many people.  I appeal to the planning and
zoning board to please reject the request
To rezone this land.  Deny this trucking facility.  Please deny it.  You are
the residents line of protection against

Re: Opposition and objection - Case No. MCP20190005 SMT Investors, et al - Cross Docking 
Facility, generally located north of the intersection of 152nd Avenue and Camelback Road in the 
Glendale area. 
 
 
Sun Health, a nonprofit organization, owns and operates a significant Life Plan Community – La 
Loma Village – near the proposed truck cross-dock facility. La Loma Village is located at 14154 S. 
Denny Blvd, at the intersection of W Camelback and Litchfield Road, in Litchfield Park, AZ.  Our 
independent living community is home to over 150 residents with an average age of 83 years 
old.  Many are still independent and continue to own and operate their personal automobile.  
In addition, our health center provides services to almost 90 residents ranging from assisted 
living to short term rehab, skilled nursing and memory support services. 
 
Along with our local community partners, the City of Litchfield Park, the City of Goodyear and 
Luke Air Force Base, we submit our opposition to the above-mentioned cross docking facility.

We believe the facility will have an adverse impact on the City of Litchfield Park, where our 
community resides.  The impact of a substantial increase in truck traffic on Camelback Road is 
concerning. Most notably the intersection of W Camelback and Litchfield Road, which is already 
busy and difficult to navigate for drivers including our residents, visitors and staff. Fewer traffic 
gaps, as a result of the increased capacity, will make entry on to Camelback Road more difficult 
and dangerous. 
 
Our residents were not included in the November 8, 2019 meeting to address their concerns 
over the project, namely increased truck traffic, pollution and noise.  The La Loma residents 
have previously expressed concerns about the air quality in the area and its impact on quality of 
life for the citizens.  The addition of such a substantial amount of truck traffic will significantly 
add to the particulates in the air and a further degradation of the air quality.  This 
disproportionately impacts seniors and those with chronic conditions such as those living at La 
Loma Village.

Attached is two screenshots of the Arizona Motorsports Park website. They claim compliance with county sound ordinances and being “good neighbors”. 
I’m also attaching a video I took on 05-17-2020, in my backyard. You can clearly hear the motorcycles inside and outside of our home. 
This just proves that a cross dock facility will be a 24/7/365 noise nuisance.

I watched the Planning Commission meeting today(05-14-20) online and planned on verbally voicing my concerns.
This meeting was cut short due to a quorum issue. I’m hoping this email can be added to the minutes since I won’t
be able to attend the next online meeting on May 28th.
I wanted to voice my strong opposition to the cross-dock facility that is planned at the Falcon Golf Club.
After 22 years in law enforcement, I retired and moved to Goodyear from southern California. My wife and I
adopted 3 special needs children, one who has severe asthma.
We live on Pierson St, which is the first east/west street south of Camelback. Our backyard faces the empty field
south of Camelback, we can literally see the Falcon Golf Club from our backyard. We chose this house because of
the location and school district special education programs.
This or any cross-dock facility does not belong in a residential or semi-residential area.
The sound from diesel engines, Jake brakes, back up alarms, air brakes and idling do not blend well with residential
neighborhoods.
I’m afraid of how the added noise and pollution will affect my children, especially my 6-year old that already has
asthma!
As of right now, I can hear the generator running at the cell tower at night. The noise will only get worse with a 24/7
trucking operation 600 feet from my house. The design calls for extremely tall lights to be constructed on the
property. I fear that these lights will be a nuisance and be visible from inside or outside of our home.
We already have issues with the Arizona Motorsports Park and noise issues. They are clearly not following the
sound ordinance guidelines. There are no repercussions and I fear the same for the cross-dock facility.
The traffic will also be a major burden for everyone in the area. Traffic is bad enough now, it will only be worse if
this facility is approved. Has anyone thought of how bad traffic gets when Luke Days are held? Or all the extra
traffic during spring training. Imagine how bad it will be if this project is approved.
I know the developer plans to use the defense that this is the only type of facility that can be built here. That’s
wrong! They can build any commercial building that won’t produce a major influx of big rig trucks, noise, and
pollution. I’m also aware that the vacant land south of Camelback is designated as light industrial/office space and
large warehouses. But the larger warehouses are further west and closer to the 303 freeway, where they should be.
This project needs to be moved west, closer to the 303 freeway. It does not belong this close to residential
neighborhoods!

Please consider voting no for the Cross Dock proposed for the Falcon Golf Course property.
We live in Goodyear, in the Palm Valley 5 development directly south of the property.
This location is not ideal due to traffic noise and SAFETY. Moving in with knowledge of the
jet noise is one thing.  Having a cross dock built directly across from our residential
community was not what we signed up for!

I am a resident of the Palm Valley Phase V neighborhood. We have lived in this area for 18
months since moving to Goodyear from a small town in northern Mississippi. We have
enjoyed being here thus far. We selected this area because the covenants state that the
neighborhood is surrounded by farm land. Gave us the impression that the area would not
be encroached upon. Now it seems this is not the case.
 
Things are a lot different here in the greater Phoenix area with regards to zoning. In my
small town, we have defined areas of Industrial, Commercial, etc. and at no time were they
allowed to impose rezoning into or around an established neighborhood area. All of these
areas had “buffer” zones around them to prevent unwanted vehicle traffic, noise, pollution
(either air or noise), or offensive activities like strip clubs, night clubs, liquor stores, etc.
 
I find it strange that around here, we can have a goat farm next to a neighborhood, or
next to an industrial area. Fully realizing that some of these areas are grandfathered in, I
get that, but are they set to be re-zoned as soon as the current occupant vacates that
property? And if so, to what?
 
The questions that I would like to ask of the Board of Supervisors would be:
1. On what date did the Falcon property get rezoned to Industrial?
2. Crowley purchased the property in 2016 – how was it zoned when he purchased it?

a. He stated in an article the other day that Golf Courses don’t make money.
Then why did you buy it? You knew you were going to do this when you
bought it! For him, it’s all about the mighty dollar, for us, it’s about our way of
life. And this operation is going to impact our way of life dramatically.
b. What’s next at the 303? A truck stop? Guess what all that brings?
3. He states he had “No inside lane” on how this was done & that nothing was done
unfairly. Certainly doesn’t have that appearance to me. How could it if we’re told the
truth about Questions 1 & 2?
4. What other properties up and down this area of Camelback do we need to review for
zoning?
a. Most of which should be agricultural, commercial, possibly Light Industrial.
5. The county already needs to address the traffic on this portion of Camelback, the
area east of Falcon that goes down to 2 lanes needs to be increased to 4 lanes and
the area west of Falcon towards the 303 needs to be addressed as well. Each day,
under normal times, the traffic gets extremely congested in both of these areas. This
needs to be addressed regardless of the Cross Docking operation.
a. This area will be further impacted when the senior living housing goes in at the
corner of Litchfield and Camelback.
 
As you can see below, I operate a rather large organization here in the valley. So, as a
business manager, I am also concerned as to how these things occur in the valley. I am a
supporter of free enterprise and the ability for a company to expand & welcome those that
want to come here. I understand the consequences of the tax base, etc. I am struggling
with my own operation in Glendale and that I cannot increase the height of my building for
additional capacity. But, no matter what, it all needs to be done in front of the public and
with their support. We need to be partners. Industrial operations should only be allowed in
certain areas of the valley – not wherever someone can get a smoking deal on some
property….

I am a resident of the development directly adjacent to the Falcon G.C.
 
I oppose the Crossdock Development. I am a mechanical engineer by profession with expertise in
crossdock design for one of the largest retailers in the world. All the projects I design are in industrial
areas with no housing developments nearby. The facilities are to have an extremely high volume of
trucks with minimal regard for noise. For the developer to say this site will not negatively affect the
localities is untrue. Despite the developer claiming they will build an access directly to the site,
drivers can take any route they please. This includes the already busy camelback rd.  The original
proposed 3000 trips had now been increased to 6000 with no guarantee that will be the limit.
Residential and light commercial areas aren't designed to handle this load nor should its residents be
forced to have their lives adversely affected by it.
 
I don't plan on speaking.

I am writing to voice my opposition to the proposed cross dock facility in Goodyear. 
 
I live in The Village at Litchfield Park and I think this is a poor fit for this location. The 6,000 
truck trips a day is so inappropriate. The traffic will not be exclusively routed to the 303. 
Trucks will be using Camelback, Litchfield Dysart to get to the 101 and the 10. 
 
It is a safety issue as well. There have been at least two fatal accidents due to traffic at 
Palm Valley 5. There is too much opportunity for more fatalities.

The amount of noise a crossdock operation is going to bring will be excessive to the palm valley
neighborhood. You may not know this, but we are one of the only neighborhoods built without a
large block wall between us and Camelback.  My guess the developers didn't foresee an operation of
this magnitude coming that close to us.  I think if you find reason to approve this operation, which it
appears every city, neighbors and affected entity except yours disapproves of the cross-dock
operation, the. You should require them to build a wall along camelback to prevent the noise from
coming into our neighborhood.

a large facility of this nature with significant truck traffic in the area on West Camelback.  The added
pollution and noise would be significant as well as creating traffic problems.  The number of vehicles
on West Camelback is now significant and I would suggest that even this is becoming a problem as
the street now is only 2 lanes.  These facilities should be located adjacent to 303.  An elementary
school and Millennium High School are very close to this location and would be detrimental to

I-10. It makes no sense to have a new location brought up into neighborhoods and next to Luke Air

businesses. This is land that could benefit a great deal of small Arizona businesses that would be

My husband and I are very concerned with the proposed cross dock on Camelback Road between the 303 and
Litchfield Road.  The amount of traffic and large truck traffic seems extremely irresponsible for this area when there
are so many additional parcels located directly adjacent to the 303 that would better accommodate this type of
project and encourage the truck traffic to enter directly onto the freeway.
The fact that Luke Air Force Base and every surrounding municipality has voiced their opposition to this project in
this location speaks volumes about this project not being the right fit for this particular parcel. 
Please do the right thing and do not approve this project.  In speaking to my neighbors and the overwhelming anger
that this is being forced on our area, It’s so easy to understand why many Americans have lost complete faith in
government at any level in our country.

My husband and I moved with our infant son to Waddell in September 2019. It was an exciting time
for us- we were back in Arizona near family and had purchased our first home. We were drawn to
the area because of its potential to grow into a community where leisure, outdoor recreation and
shopping and dining could all coexist. The homes in the area are beautiful, affordable, and we love
being near the White Tanks. I am vehemently against the proposed truck stop and cross-dock
facilities in the area. Our community needs grocery stores, restaurants, coffee shops, a community
center with attractions for kids and families who are flocking to the area. We do not need more
Industrial growth and the types of businesses and services that go along with it. I do not want the
noise, pollution, traffic, risk of crime, and general degradation of the beautiful area by constant
trucking movement in and out of the area. The potential for economic growth in this area is huge
due to the influx of residential development west of the Loop 303. Please help us keep the
development mutually beneficial for developers AND residents by opposing today’s proposed re-
zoning.

I understand that the proposed FEDEX Cross-Dock Facility will be on this month’s agenda and I write
in opposition to it. My family moved to Litchfield Park in 1965 and since that time we have seen and
experienced many changes, most of which have benefitted the people of Maricopa County.
Interestingly, most of those changes took place in spite of some who opposed them. Your job is most
difficult in attempting to weight the benefits to the whole county against the detriment to those of
us in the immediate vicinity of the proposal- the West Valley.
The proposal before you provide no upside for the citizens of Maricopa County. Regardless of whose
figures you use, traffic is going to increase, particularly on the Loop 303 and Camelback Road. And
this traffic will not be ordinary vehicular traffic, nor will it be a standard mix of traffic. It will be 100
percent composed of heavy-load, tractor-trailer traffic which will not only place a burden on traffic
flow in the West Valley, but will increase the burden of road maintenance due to the heavy loads for
which the current roads were not designed to handle. More maintenance means more expenses,
which means more taxes.
During game days, the traffic to State Farm Stadium is already a problem and I can see an almost
impossible situation with the increased traffic this proposal will create. An increase in tractor-trailer
traffic means more noise and air pollution and an increase in associated medical expenses. In sort,
the only one that benefits from this proposal is the owner of the proposal.
I was astonished to find that our communities were not given the opportunity to participate in
advance on this proposal especially since I believe if approved my home in Litchfield Park will likely
depreciate by 40 percent and I wonder who is going to compensate property owners for their losses.

Sean, I'd like you to respond if you've got the knowledge here but even if you don't, can you
please put this in with the public comments, if you're still taking comments?
1) Have any supervisors come out in opposition to this proposal yet? If so, can you please
provide me their names? I'll try to remember them when November comes around. 
2) When is the next meeting for this project and how can I register? I went to the 1st one but
couldn't make the 2nd one.

A former supervisor exerting influence with the board while utilizing ownership interests to
his benefit paints a very negative, corrupt picture of all supervisors and all board members. 
The fact that this project has not only been brought for a hearing but passed the PnZ against
huge public opposition confirms this is a rotten institution. I have no idea how political back
scratching works in practice but I can easily see how a former supervisor could promise or
insinuate reciprocity with current members of a voting board. I don't know that this is
happening, maybe it's not, but based on the makeup of this deal it certainly looks that way.
The way this parcel is zoned, the way it's being forced through, the relative lack of due process
and notifications, it's all rotten. 
Board members could easily take promises from a businessman, get voted out of office and
leave with a tidy sum of money. But I urge all of you to do the right thing for the sake of our
community. If we are to maintain rule of law and respect for public institutions, former board
members should not be allowed to profit off of holding elected office. When this decision is
reached, regardless of outcome, it's clear to me there are much larger issues at the board of
supervisors... issues that no elected official seems to care about. 
I will be voting against all of you in November. I'm sure I'm not alone. But the thing that really
bothers me is - I don't think you care. It's just the cost of doing business, right?

I am a resident of Goodyear and live directly across from the propose Cross Dock Facility proposal at
Camelback Road and 152nd Ave.
 
I’m writing in opposition of this facility.  Currently there is a beautiful golf course on this two lane
road.
I am concerned with the amount of traffic and diesel pollution that this Cross Dock will bring to the
surrounding homes.
This location is surrounded completely by homes and luxury homes as well.
 
This is going to greatly impact the neighborhoods and I’m afraid this will also drive a lot of families
away from Goodyear.
 
Please review and consider the hundreds of families that will be negatively affected by this Cross
Dock.

We are writing to voice our concern with, and opposition to, the proposed FedEx
“cross- dock” facility at Falcon Golf Course.   Currently, this area is mainly comprised
of residential homes and small businesses.  The impact of the truck traffic alone will
be immense, and a huge disruption to the residents in the area. Especially since this
facility will operate 24 hours a day.

We fail to see the logic in placing a huge commercial facility in an area that is mainly
residential.  Property values will be affected, resident’s safety will be compromised,
quality of life will be lessened, and the quality of the roads and infrastructure will be
tremendously impacted.  There is currently commercial zoning, and buildings, less
than a mile west, housing a UPS site.  Why can’t FedEx utilize that?
 We already live with the jet noise from Luke AFB (not complaining, just stating facts)
and if this Fed Ex facility is built, we will then have to live with added truck traffic as
well.
 If the cities of Litchfield Park and Goodyear, and Luke AFB, are in opposition to this
facility, then I think the “advantages” it will supposedly bring, really need to be scrutinized to a
much higher level than they have been.  There definitely seems to be a lack of a master plan
regarding this area in general.  Maybe it is time to slow down, take a deep breath, and listen
to all parties that will be affected by this new facility, before moving forward.
 400-600 new jobs does not compare to the thousands of residents who will be adversely
affected by this really bad idea.  We moved here to be in more of a rural setting, not to be
subject to 24 hour truck traffic and congestion. 
 There is power of money, and power of people.  Please listen to what the people have to say.

Commission in opposition to the project and subsequently sat through all of the lengthy Commission
hearings on May 14th & May 28th.  Despite the presentation by the Applicant’s representative, I
believe my concerns and those expressed by hundreds and hundreds of citizens as well as officials of
Litchfield Park, Goodyear and Luke AFB have yet to be thoroughly vetted.
I am confident you and the Board of Supervisors are well aware of the facts of this Application.  Is it
not common sense that well over a thousand semi-trailer truck trips per day will overwhelm the
capacity of Camelback Road and adversely impact the safety and welfare of thousands of
residents? I visualize commuters, school buses, ‘soccer mom’ vans and kids, bikers, resident access
roads vs. a procession of numerous high-powered semi-trailers! Surely this engenders a sense of
foreboding and harm’s way. 
I believe the Commission majority (bless their volunteerism) focused too narrowly on the Applicant’s
comporting to the ‘minimum requirements’ of the Military Compatibility Permit.  In so doing, the
County disserved the communities by adhering to a 300 ft. limit for notifying communities about
this project. Everyone now knows there are no communities within 300 feet of the area.
Unfortunately, as a result, the County’s community outreach was nil for months. Despite this,
when word got out via news reports and information garnered by city officials, HOAs etc. hundreds
and hundreds of residents came forward with valid objections and safety issues in opposition to
this project as stated in over 191 emails, letters and 80+ citizen and municipal official testimony.
It seems to me that due diligence demands these issues are further vetted. 
At the May 28th Commission meeting the Litchfield Park Mayor and City Engineer testified at length
to vigorously oppose this project citing the extensive impact it will bring. Regrettably, Goodyear City
officials for unknown reasons did not answer when roll-called by Chairman Schlosser. What
happened there? However, Goodyear’s opposition and those of their many residents are on record.
Luke AFB officials withdrew their initial agreement to the project and went on record in April to
oppose it. Their concerns about the site proximity to Luke AFB munitions and traffic congestion
impeding our Airmen responding to operational exigencies remain. One other motion that occurred

during the meeting — the Commission denied Palm Valley V’s request for a continuance. In view
of the poor outreach shouldn’t the Commission have yielded a bit and given more time to the cities
and residents? 
More time could be used e.g., for the Supervisors to engage the Commission to evaluate an
alternate site for this facility west of Rte 303 to compare pros/cons with the Falcon location.
Alternate routing could be explored (e.g. W Bethany — N Sarival + a new dedicated site access
drive) to support truck traffic to the site.  There could be other alternatives.
For these reasons I appeal to you and the Board of Supervisors to not approve the Commission
recommendation at this time.  Given the extent of stakeholder and constituent outcry, what is the

Dear Mr. Watkins,
Congresswoman Lesko (see below) suggested I contact you regarding the Cross Dock Trucking Facility (Re: 
MCP2019005).  I had previously written to Maricopa Board of Supervisors Chairman Hickman about this proposal
and a copy of my email (6/4/2020) is also provided below.
 
As I noted to Chairman Hickman, I believe the Planning/Zoning Commission acted prematurely to recommend
approval of this proposal despite the outcry from hundreds and hundreds of residents as well as my Mayor Tom
Schoaf, Luke AFB and Goodyear officials.  In short, the vetting of alternative solutions is warranted for the
Supervisors’ consideration.
 
To this end I ask you to consider the following:
a.     Reroute the semi-trailers access to the proposed site location (Falcon property) as follows:
·   Exit Rte 303 onto W Bethany east to Sarival, south to a “Dedicated Drive” east to the Cross Dock site. 
The “dedicated drive” would be at cost to the developer (FedEx, et. Al.)
·  This route avoids almost all of the resident and municipal issues associated with Camelback Road
 
b.     Locate the Cross Dock site west of Route 303; I sat in on the two lengthy Planning/Zoning Commission
hearings May 14th and May 28th – no one discussed this alternative – apart from a reference by the
applicant attorney.
 
c.      Who is going to expand “Camelback Road” from Rte 303 to/from the site?  The developer’s proposal does
not include this section, only modification to Camelback to improve ingress/egress at the existing Falcon
site roadway.  Presumably, Goodyear residents and/or others will need to fund the expansion going west
on Camelback Road from the site to Rte 303. 
As the Maricopa Planning Official please consider these inputs and urge the Supervisors to forestall any
approvals until these solutions are further vetted.  There are likely other solutions that you or our staff could
seek to explore.
Hundreds and hundreds of citizens have already expressed their concerns over safety and health issues the
proposed facility will bring. 
 
Economic growth and jobs are vital to the future of our cities – however, a fully vetted approach is necessary
before approval to ensure the safety and health of our citizens is protected.
