I have been here since 1984 and lived in my home that boarder Camelback since 2002. The
road belongs to the county and the incredible increase the the truck traffic (as well as other
vehicles) is deafening. The only lower decibel levels are on saturday nights as the cement truck
and gravel trucks are not going east to west on that night. The county has never put any kind
of machine to take count of the amount of traffic that occurs on Camelback since I have lived
here and there has been numerous deaths at the intersection of Camelback and Litchfield
Road as well as Camelback and Dysart. Additionally there have been several accidents on
Camelback west of the new Jackie Robinson Little League Field. The new housing area (Palm
Valley 5) on Camelback as well as the Mable Padget Middle School (1/2 mile south of
Camelback) has increased the probability of more accidents to follow when we allow more
trucks to travel on Camelback. The proposal states that only 10% of the truck leaving the
facility will be allowed to travel east on Camelback. Who's going to enforce this? What about
the increase in vehicle traffic to and from this facility? Camelback is a mess and even when the
road gets widened it will still be dangerous. Citizen safety, exhaust pollution and noise
pollution should be the priority. God forbid a Luke Jet goes down in the turn to runway
03L/03R how are the base res-ponders going to get to the scene with bumper to bumper ?
Has anyone even thought a rogue trucker with terrorist intentions taking his truck thru the
fence a stones throw from the facility and taking out numerous parked jets on the taxiway or
ramp? How about the munition storage area (bomb dump) that if very close as well. You can
never forget 9/11. You can't allow encroachment of Luke to occur. Later Senator John McCain
would never had allowed this to happen. Thank you for taking the time to respond . Take care

Dear Members of the Board,
My name is Julius Diogenes and I live in Palm Valley Five, across Camelback Road from the proposed
project. I am totally opposed to this project due to its location and lack of mitigation of its major
impacts.
I am a retired Civil Engineer and have worked with Cities and their Boards for most of my career. I
was the City Engineer for various Cities, then I was a consultant to developers and presented their
project to the Cities and Boards (none for which I was the City Engineer); then I was a consultant to
several communities providing City Engineering services including review of all proposed projects
and provided recommendations to them.
I have been involved in countless Public Meetings and technical review of projects. I attended both
Public Hearings for this project and was shocked that there was only one question from the Board!
Were there any meetings prior to the two public hearings. As I said, I have attended countless public
hearings and have always seen many questions from the Board, especially for a project of this
magnitude and impact. I am very disappointed that this project seems to have been glossed over as
there are still many outstanding issues.
The following are issues that I recommend need further review.
1. Noise in this area travels long distances, especially at night. Will this be a 24/7 operation? If
so, what are the plans for mitigation?
2 Will the trucks be idling? If so what about the noise and exhaust gases.
3. Will there be reefer trucks? If so their refrigeration units will be running constantly.
4. Need a detailed noise abatement report and time to review.
5. As I understand, this proposal is only half of the project. If approved, the second half will
probably have an easy approval process. Therefore, it seems to me the impacts of the entire
project should be evaluated at this time.
6. During the Applicant’s Attorney’s testimony, he said there would be 6,500 trips per day, then
later he said there would be 1175 TPD. Major difference. The Applicant has committed to
requiring all large vehicles to use Rt 303. How and who will enforce this?
Cars and trucks are currently using Charles avenue and Falcon Drive as a short cut between
Camelback Road and Indian School Road. This goes through the heart of the residential area and
past an Elementary School. This will be dangerous and noisy. This and future travel b y trucks
from this park must be prevented with appropriate actions and enforcement. How will the larger
trucks be prevented from doing this?Who will enforce this?
7. There was no mention of lighting and mitigation therefore. This is a huge building and will
require extensive lighting which will be seen for miles. Have they submitted any mitigation
proposals such as complying with Dark Sky requirements? I am not a pilot, but this building will
be extremely close to Luke’s runway and could be so bright as to hinder landings, especially for
their night maneuvers.
I hope you will consider these issues and the effects on the community.
During elections, all candidates talk about maintaining our property values, preserving our
lifestyles, etc. But after the election the residents and property owners are ignored and passed
over, and all new projects are approved, some with unsubstantiated hardships and obtain
variances to create overcrowded developments. Its time for elected officials to fulfill their
promises. We were here first and new developments should be required to conform to our
needs, not the other way around.

Greetings Board of Supervisors:
We live in the Palm Valley Phase V subdivision, one directly impacted by the decision toward
permitting the rezoning to replace the Falcon Golf Course with a busy truck cross dock. I am
writing today to submit our strong opposition to having the cross dock in our and surrounding
residential neighborhoods. We listened to the entire call with the Planning & Zoning Commission
on May 28, 2020, and the one before that which was cut short (after 4 hours) after losing quorum.
We are dismayed and disappointed with the 7-2 recommendation from the commission at the end
of this lengthy process, as it appears only interest that was being served was the applicant and
not the homeowners. Impacted subdivisions include thousands of homes, all that would be
negatively affected if the rezoning and special use permit is approved.
There was opposition from the City of Litchfield Park, the City of Goodyear, as well as Luke Air
Force Base, and the only comments the 7 ‘yes’ votes could focus on were that the homeowners
have expressed frustration, as the applicant, Mike Crowley was, up until March of 2020, part of
that appointed Zoning Commission. Your constituents have every right to feel the way they do
about the Zoning Commission and that Mr. Crowley used his position to manipulate loopholes in
the Military Zoning regulations is not an unreasonable assumption by any resident. Considering
the fact the positions are appointed creates a significant concern, as these members may not
have a clear direction toward protecting the existing area, and instead, are driven by the
applicant’s desire to gain approval without regard to the community at large. This looks and smells
funny and we want to register our strong opposition to having this cross dock facility in our
neighborhoods.
We are asking our elected board of supervisors to VOTE NO for this FedEx cross dock operation.
Having the cross dock operation in this location will increase traffic of large trucks in our
neighborhoods and are a safety issue. It will inevitably generate additional air and noise pollution.
It is our understanding this facility will be in operation 24 hours a day and generate up to 6000
trips back and forth on narrow Camelback road, which is clearly unsafe. In addition, this facility will
have only one entrance and exit, which will be across the street from where many residents of our
community enter and exit to get to essential services. These outcomes will inevitably and
dramatically drive down property values which is unfair to the thousands of residents who chose
to live here. We understand the City of Goodyear’s desire for growth, but there is plenty of open
land space closer to the 303 where this facility would be better placed.
The recommendation of the committee was that Litchfield Park has a truck ordinance and only
local travel, but there is not an effective way to enforce the 6000 trips a day that are expected to
be on a road that already cannot handle more traffic. We were told of the 120-foot-high lights to
operate the facility 24 hours a day, with absolutely no idea of the impact these lights will have the
community, nor any of the other possible impacts outlined above. We are solely concerned
regarding safety, as this additional heavy truck traffic on Camelback Road is not able to be
accommodated, even if that road were fully expanded to three lanes in each direction, and given
the footprint of the area, that is simply not possible.
The land in question has already been developed. It exists as a golf course, and it has been such
for 18 years. It is not reasonable to have expected the homeowners in the area to anticipate the
demolition of that operation in favor of heavy industrial trucking cross-dock. Had that have been
explicitly stated, as homeowners, we would not have purchased homes in this area, nor would we
have invested our life’s savings in property that would suddenly be devalued in the light of an
operation that could certainly use more direction in the consideration of site placement and
logistics. This is simply not a good site for the proposed operation, and for Maricopa County to
disregard the valid concerns of homeowners is not consistent with the higher expectations of
elected officials.
Again, we are vehemently opposed to this proposal and ask you to PLEASE VOTE NO on the
approval in allowing this project to move forward on the site of the current Falcon golf course.

My family and I have lived in Palm Valley Phase 5 for six years. When we purchased our
home, the land in question was already developed as a golf course and had been for many
years. We never would have imagined it one day would be demolished and turned into an
Industrial cross dock for Fedex. If we had, we never would have purchased a home in this area
and potentially thrown away our life savings on property that would be devalued due the poor
location right across from a residential neighborhood. There are so many issues with this
proposed project. How is Camelback going to handle 6000 trucks daily? Even with the
proposed widening and traffic lights it is going to make it awful for the residents in
surrounding areas to travel west on Camelback and not to mention extremely dangerous. I
have a son that attends Canyon View High School and we travel this stretch of Camelback
daily getting him to and from school. Traffic is already a huge issue on Camelback from
Litchfield to the 303 and that is with out the added 6000 trucks daily. So how do people avoid
that traffic? They cut through our neighborhood! Palm Valley Phase 5 is home to hundreds of
families with children and it is also home to Mabel Padgett Elementary School. We will have
even more cars speeding through our neighborhood so that they can avoid the congestion of
Camelback Rd. It will make it unsafe for our children to ride bikes, walk home from school
and play outside. It will only be a matter of time until our community is hit with a devastating
accident due to the increased traffic in our residential neighborhood. If allowed to proceed this
project will greatly impact my family's safety, property value and our quality of life. Please
listen to the concerned homeowners and vote NO.

Hello:
I am a resident of Palm Valley V in Goodyear. I am writing to urge you to vote against the
proposed FedEx Cross dock facility at the Falcon Golf Course on the following grounds:
1. The number of trucks that will be using this cross dock will vastly impact the safety of
all drivers and cyclists in the area. Specifically, residents of Palm Valley V, buses, and teenage
drivers traveling to and from school & work along Camelback.
2. Noise and light pollution will increase dramatically with back-up signals 24/7 and
additional lighting to support the facility.
3. A cross dock facility will profoundly impact our property values. As our property
values would plummet, so also would the taxable base paid to Maricopa County. Maricopa
County cannot afford this.
4. This proposed cross dock is in too close proximity to a flourishing residential area.
There are so many other places in the county that would be better suited.
I implore you to carefully consider the arguments presented and vote against this proposed
development.

Dear County Supervisors:
I'm a resident of Litchfield Park and have concerns about the KW Cross Dock development.
While the plans show the facility will be situated on northern 80 acres set back from
Camelback Rd, trucks will be prohibited from turning east on Camelback and that Camelback
is slated to be widened with additional traffic control in the vicinity. I am still concerned about
what is planned for the southern 80 acres facing Camelback Rd. Is there any information on
that?
I don’t doubt the claim that the facility will provide economic stimulus and that the planned
development adheres to the established general plans for various entities. I think we in the
local community are mourning the loss of open space and the local character of our
community as much as anything else.
It’s distressing to see verdant fields and natural desert paved over and the character of this
corner of the valley irrevocably altered. Quality of life is not all about jobs and trade. For
every development made in the name of economic growth, we lose a piece of what once gave
a place its character and identity. The Southwest valley, and in fact the Salt River Valley in
general has lost so much of its good agricultural land and there seems to be no end in sight.
While the land slated for development is not currently agricultural, the changes are distressing
nonetheless. I understand that golf courses struggle with profitability and that on paper, given
the type of development proliferating along the 303, this kind of facility makes sense. I see the
planned building will be LEED-certified, but this still represents a loss and an encroachment
to many of us local residents.
How can the KW Cross-Dock and future development in the area be reimagined to soften the
interface between residential and residential? Going forward, what can be done to preserve the
character and open space that so many of us love about our communities? I hope the county
and city planners give serious consideration to this and choose to slow down and think what is
lost for every economic “gain” rather than barreling through the process full steam ahead.

I truly hope that there is some way to prevent this from happening! My husband and I spent a lot of
time looking for the perfect area in AZ for us to relocate to in our retirement years. We moved here
from Utah and just loved the west valley, so clean quiet except for the jet noise from Luke, but see
that as the sound of freedom. On any given day Camelback is very busy. Projections are over a
thousand trucks a day in and out of the crossdock, 60% heading west to 303 40% going somewhere?
East or who knows. The developers keep touting the number of jobs that will come from this
development but who really knows what the cost versus benefit will be in reality? I listened in on a
meeting with the developer and the planning & zoning commission. That guy was slick and had an
answer for everything and you had the volunteer P&Z people who were like deer in the headlight
that just rolled over. It was pathetic. They don’t live in our neighborhood, won’t be affected by it ,
but yet they put there stamp of approval to have all of us squashed like a bug. There is something
wrong with this picture. It is not just Palm Valley Phase 5, it is everyone east to the 101 who will be
affected by this crossdock. Personally we are overwhelmed with Covid 19, my husbands end stage
cancer, civil rights riots on t.v. loss of property values, ruin of the west valley as we know it. It is just
too much. I truly hope someone can pull their head out of there behind and stop thinking about
political gain and do the right thing. The guy originally pushing this was on the planning and zoning
commission until it came up as an issue and recused himself in March acting like he was doing the
right thing when he was a snake in the grass all along. I ask that someone do the right thing and not
screw everyone on Camelback over.

Dear Fran McCarroll,
We attended the recent Maricopa County Planning and Zoning Commission Webinars on May
14 and again on May 28th and were sadden to hear the committee approve the proposed FedEx
Cross Dock off of Camelback Road, even though over 2,000 residents and officials strongly
opposed. Although the Planning Commissioner stated there was not a conflict of interest and
that the owner was not given special treatment we find it hard to understand how this was
allowed to happen and, was this ethical?
We moved to Goodyear in August of 2007 when the neighborhood was just starting to bloom
and there was no indication that the proposed area would be developed into a high semi traffic
community. With the exception on the current golf course this is a residential area that
includes a brand new little league park. And now, we are hearing of another proposed Cross
Dock in the same vicinity.
Camelback Road is already a high traffic road, especially during the school months with
elementary, middle and high school busses. Please do not let our quiet, safe neighborhood
turn into a loud traffic congested area by adding thousands of trucks a day, 24/7.
Please take the time to listen to and consider the residents of Goodyear and Litchfield Park
when making your final decision.

Dear Supervisor Hickman,
The meetings on May 14, 28 were a disappointing. I was discouraged by the apparent lack of vetting
done on this project by the board members. Was this the first time they were seeing this proposal? Yes,
they spent 5-6 hours of volunteer time, but this vote will impact residents for the rest of our lives. The
least the committee can do is educate itself on cross-dock operations, the MCP process and other
possible uses for the Falcon Golf Club property.
I reside at a property listed on some zoning map that was approved in the not so distant past for
residential development. Make no mistake, prior votes by this very board has allowed residential
communities to put down roots and thrive around Luke AFB. It’s important that this board
understands we are not just lot numbers, we are real people and there is a human, quality of life and
environmental cost that has so far been ignored. I have read the proposal and accompanying traffic study
and found several points that demand additional vetting by this board.
How can an MCP be applied to this 157-acre parcel when the specific plan of development is
not yet known for half of the property?
If the TIS was completed without full knowledge of the specific POD for the entire property,
how can it be considered valid?
This board must ask, who in the review process possessed the business acumen to validate
the data that was given to UCG for the TIS? Does this data even pass basic reasonability
checks? There is a saying in the data analysis world – garbage in, garbage out. This project was
submitted with data representing at best an under-performing cross-dock, given it's 217
loading bays.
The TIS also restricts crash data to 500 feet. Where does it state in the Maricopa Traffic Study
Impact Manual reporting guidelines that this is allowed? There was a fatal accident at
Camelback Road and 147th Drive on January 18, 2017, resulting in the death of 1 and serious
injuries to 4 Goodyear teenagers. This occurred within the ½ mile range covered by the TIS
and is not being reported.
Also missing from the TIS is the fact that Camelback Rd is a school bus route. As a matter of
fact, this is the ONLY route available to students and faculty living in Palm Valley 9 traveling to
and from school or work; and the ONLY route available to students living in Dreaming Summit
as they travel to Canyon View High School.
I am also very disappointed in the environmental review which appears to have been
conducted in a bubble. This property is adjacent to Bullard Wash, a regulatory floodway
designated by FEMA. How can a reasonable person conclude that a change in land use from
essentially 0% to 60% will have no impacts? This is an irresponsible conclusion.
Regarding the public participation requirement, the MCP application states that the 300 ft
notification requirement was satisfied by a mailing that happened on December 29th, 2019. In
an interview with West Valley View on May 8, the property owner states that “notification
was the easy part, no one lives within 300ft.” So, which is it, was there a mailing or not? And
where is the list of recipients, as required by the MCP application?
The board must at least agree that air, light and noise pollution studies as well as a FEMA study must be
conducted. I realize they may not have been required, but this proposal is to change a property that emits
no pollution to a use that is arguably a top polluter. A cross-dock operates with its doors opens, easier to
load trucks that way. For applicant’s counsel to insist there will be no noise impact is ludicrous and lends
itself to the possibility that counsel either does not understand the business operations of a cross-dock or
is intentionally downplaying the noise pollution that such a facility will bring.
In Vision 2030, adopted on Jan 13th, 2016, the introduction on page 1 paragraph 2, in an answer to the
question of what is planning, “One very important quality of planning is that is it a public process where
citizens and community leaders continuously collaborate.” On page 4 under Vision, Mission and
Strategic Priorities, it continues “To help provide these services with quality and consistency Maricopa
County uses unifying mission and vision statements.” It continues “These statements and priorities
are a commitment to achieving quality results for residents.” Then it goes on to the Vision and Mission
statements. “The mission of Maricopa County is to provide regional leadership and fiscally responsible,
necessary public services so that residents can enjoy living in a healthy and safe community.”
In order to remain compatible with the growth that has already occurred in this area, and to remain
consistent with prior board member’s vision for the residents of the communities that have been
established, I urge this board to reject this cross-dock project and the Glendale projects. No one has
vetted all of the impacts together! If flat-out rejection is not possible because contracts have already been
signed, as the applicant’s lawyers stated in their May 5th letter, then I urge you to decide that the
minimum requirements of the MCP are not appropriate for this large scope extremely disruptive change in
use that will have strongly harmful consequences. As stated by one of my neighbors, you have protected
Luke through the years by allowing compatible development; now it’s time to protect the communities
that have been allowed to thrive.

To Whom It May Concern:
I am writing to you to express my great concern about the negative impact the proposed cross
dock facility that will be voted on at the June 24th meeting may have on our community. My
family and I moved to Goodyear 4 years ago and love that the neighborhood and surrounding
area is so peaceful and family friendly. The impact the cross dock will have on the quality of
life of nearby residents is a major concern. The amount of traffic this facility would bring to
Camelback Rd is insane, and that road is nowhere near able to handle that, plus potential
traffic from other proposed projects in the area. It will bring down our property values and
make this a less desirable area to live, not to mention a less safe place to raise families. . There
are so many other places this facility could be located that would not have such a negative
impact on our residents. I ask that you please consider the concerns of the residents of Palm
Valley and Goodyear in general and do not approve this project.

The mission statement for Maricopa County is to “provide leadership….so that residents can enjoy
living in a healthy and safe environment.” The vision for the Planning and Zoning Commission is to
“safeguard our community and shape a more livable future.” Think about those phrases for a
minute, “safeguard our community”, “shape a more livable future,” and “enjoy healthy and safe
environment.”
By all means, we, the citizens, are the residents you have been charged with safeguarding. When
you were elected you took an oath to faithfully uphold the mission and vision of the county.
How could you safeguard us?
We have been asking, no we have been pleading, for you to safeguard us now.
Through hundreds of letters protesting the development of the cross dock facility at the Falcon Golf
Course we, the community you have been voted to represent, have told you the Planning
Commission that we do not feel safe with this development. We do not feel it affords us a healthy
environment.
Luke Air Force Base has registered their opposition. The cities of Litchfield Park and Goodyear have
both expressed that the community, OUR community, will not be safeguarded with this
development.
Hundreds of individual voices and the collective voices of Luke Air Force Base, the city of Goodyear,
and the city of Litchfield Park have told you that we do not believe the development will “shape a
more livable future” for us, although this is the job of the Planning and Zoning Commission according
to their vision statement. We are repeating our disapproval of this project to you the Board of
Supervisors; we have pointed out the safety issues concerned with truck traffic of that magnitude so
close to a residential area where residents are living. We have pointed out the noise, the pollution
associated with a facility like this.
Yes progress is vital in shaping a livable future for Maricopa County. We do not disagree with that.
What we disagree with is the placement of this specific cross dock facility at this specific location
when there are other more viable locations for it.
The mission statement of the Maricopa Planning and Development Commission purports that the
commission is “responsive” in their planning and zoning services. Although we implored the
commission, those people that you have appointed, to please be responsive to us now and not
approve the cross dock facility at that location, they have still done so.
We are asking the Board of Supervisors to listen to the voters. When hundreds (thousands?) of
people are protesting a development, should you not listen to your constituents? Is that not the
point of democratic representation?
Please, consider if you lived where we do. A beautiful golf course that was there when we moved in
is being taken away and replaced with traffic, noise, and pollution regardless of what the developer
or Cowley is saying. Would you not hope that the representatives that you voted for would listen to
what you and hundreds of others are asking?

I have been a resident of Litchfield Park for most of 40 years. I have seen the city grow from a town
surrounded by farms and pastures to one that is basically surrounded by residential housing and
small business. We have a warm community with a sense of friendship and welcoming for those
that have developed as neighboring communities to us.
I am an opponent to the proposed Cross Dock trucking facility initially intended for FedEx. It is out of
character with what has been emerging around us. It is across Camelback Road virtually adjacent to
us. It will effect the noise, air quality, traffic and traffic safety at the already very busy Camelback
Road and its intersections to the East and West of it. There will be many more vehicles navigating
Camelback Road and adjacent streets. Trucks are not just other vehicles. They are very different in
almost all respects. The impact will be 24 hours a day. And that is only considering the current
proposal which is intended for half of the existing golf course property. With this foot in the door,
what else might come to compound the impact to are community and neighbors?
The existing ordnances may (emphasis on MAY) legally permit this facility to be built as proposed,
but that does not mean that it is right. Legal and right are not always compatible. It is not right for
Litchfield Park, Palm Valley V nor The day-to-day conduct of activities at Luke Air Force Base.
I request that the Board turn down the requested proposal.

I watched the Planning Commission meeting today(05-14-20) online and planned on verbally
voicing my concerns. This meeting was cut short due to a quorum issue. I’m hoping this email
can be added to the minutes since I won’t be able to attend the next online meeting on May
28th.
I wanted to voice my strong opposition to the cross-dock facility that is planned at The Falcon
Golf Club.
After 22 years in law enforcement, I retired and moved to Goodyear from southern California.
My wife and I adopted 3 special needs children, one who has severe asthma.
We live on Pierson St, which is the first east/west street south of Camelback. Our backyard
faces the empty field south of Camelback, we can literally see the Falcon Golf Club from our
backyard. We chose this house because of the location and school district special education
programs.
This or any cross-dock facility does not belong in a residential or semi-residential area.
The sound from diesel engines, Jake brakes, back up alarms, air brakes and idling do not blend
well with residential neighborhoods.
I’m afraid of how the added noise and pollution will affect my children, especially my 6-year
old that already has asthma!
As of right now, I can hear the generator running at the cell tower at night. The noise will only
get worse with a 24/7trucking operation 600 feet from my house. The design calls for
extremely tall lights (120 feet tall) to be constructed on the property. I fear that these lights
will be a nuisance and be visible from inside or outside of our home.
We already have issues with the Arizona Motorsports Park and noise issues. They are clearly
not following the sound ordinance guidelines. There are no repercussions and I fear the same
for the cross-dock facility.
The traffic will also be a major burden for everyone in the area. Traffic is bad enough now, it
will only be worse if this facility is approved. Has anyone thought of how bad traffic gets
when Luke Days are held? Or all the extra traffic during spring training. Imagine how bad it
will be if this project is approved.
I know the developer plans to use the defense that this is the only type of facility that can be
built here. That’s wrong! They can build any commercial building that won’t produce a major
influx of big rig trucks, noise, and pollution. I’m also aware that the vacant land south of
Camelback is designated as light industrial/office space and large warehouses. But the larger
warehouses are further west and closer to the 303 freeway, where they should be. This project
needs to be moved west, closer to the 303 freeway. It does not belong this close to residential
neighborhoods!

Wanted to insure I didn’t leave anyone that could affect the outcome of this tragic
situation.
I all my years, I’ve never seen an important installation such as Luke AFB want to concede
land that is directly connected to an airport, especially a military installation. I know there
are concerns of safety and access in case of an accident. And not only that, but shutting
down that major thoroughfare in case something bad were to happen, it would simply
cripple the entire area.
I really feel that approval was based on 20 year old data. Don’t even understand with the
City of Glendale has anything to do with this area. It should be strictly up to Luke AFB and
no one else. This area looks extremely different than it did 20 years ago.
I understand it is a process, but the process has failed the members of this wonderful
community.
Please review email submitted below on more of my thoughts on this subject. This really
needs to be stopped and moved to a different location. I am confident we can come to a
reasonable solution without having to totally disrupt the concerned citizens of this
community. We need to have a Win/Win/Win. We cannot afford a Lose in any of these
areas.

I am writing as a concerned citizen and resident of the Palm Valley Phase V subdivision.
We moved here from Mississippi about 18 months ago and bought here in Goodyear due to
all that this area has to offer. We liked the PV area because of the HOA and that it stated it
was surrounded by agricultural areas and we didn’t see where any other types of
developments were being done in the area. With Luke AFB to the north, we “figured”
(wrongly now I guess) that nothing would or could be going in over there.
As you can see below, I run a rather large operation over in Glendale. I’ve worked for NPC
for over 14 years. So, I’ve been coming out here for some time. I have always noticed how
Phoenix is very different from most other cities I have operations. Zoning seems to be
slightly out of control here. Traveling up and down Glendale avenue you can pass a
restaurant, then a mall, then a goat farm, next to a gas station, next to an agricultural
field, then a neighborhood, then a power plant and it goes on….in no other city I have
traveled is zoning so out of control. I understand things getting grandfathered in, sure, but
once they are gone, it should be turned into what the area is best suited for. What works
for the citizens and make the most sense for the area. We are even facing having to
relocate our operations due to zooming and building heights.
I have been following this project ever since it was announced earlier this year. I have
attended the last two online meetings where the Commissioners heard from the
developer’s attorney on their application for getting approval to move forward. I also
understand that there is a process and that the City of Glendale approved this area for
Industrial back in 2000. And that Goodyear had passed the order stating that Camelback
would be a Truck route. Luke AFB has been on and off with their decision and now seems
to not favor this development. But the process has been steamrolled by Crowley and the
developers. All stating these old facts that this is what the property was intended for.
Whether we use Morris’s analogy of the movie theater and Disneyland or not (which I think
is comical at best) Again, the information he was showing about the PV3030 was
misleading and out of date. That is all zoned commercial now as was presented by other
concerned citizens. But, I also understand that the 4-2 vote to approve put them in a
rather precarious position, one where they didn’t really have much choice in. Based on all
of the old information, they actually didn’t have much choice – I get that. But, the city
officials now need to step in and do what’s right for the citizens.
If, in fact, the operator will be FedEx, know this. I’ve worked in Memphis my whole career.
I know FedEx very well. The information Mr. Morris presented was nothing less than totally
misleading. There is NO WAY to control the fleet of semi’s coming and going from this
facility. They definitely use Owner/Operators for over the road freight movement. They are
NOT company drivers. They will NOT follow company directions on ingress or egress from
the facility. Then comes all of these trucks coming and going from a 1.300 foot frontage on
to Camelback. It’s just insane to think how this is going to make the travel up and down
Camelback be nothing anyone will want to confront. Not to mention, the brand new junior
league baseball diamond that was just built – hasn’t even had one game played on it yet!
How are people going to get in and out of there? And, more importantly, what happens on
Phase II or what happens when FedEx has outgrown the facility. And here’s something else
no one mentioned yesterday – when will a Flying J be built at the 303 exit? Because when
you bring all of those trucks through there, guess what follows? All the other supporting
industries – fuel, tires, trailer/truck repair and guess what else, drugs, prostitutes and other
low life activities. Do we want all of that in Goodyear?
The problems associated to this proposed facility far outweigh the benefits. Back to the
zoning, put this operation on the other side of the 303, where it belongs, with ALL the
other warehouses and industrial parks. Not in a neighborhood. We need another golf
course there or some other commercial operation – not a major trucking operation.
We currently have over 2,000 signatures that are opposing this installation. We have a Go
Fund Me account, a webpage and a large community on Facebook. I am saying all of this
to let you know there are a lot of people out here in PV, LP and others that will be greatly
disappointed in the recent process. We need our City officials to get involved and get this
project overturned at the Board of Supervisor’s meeting. This simply cannot go forward.

done to stop this from moving forward.

I’m writing to share my concern (opposition) about the proposed Fedex cross
dock at the present Falcon Golf Course. The proposed amount of traffic is
unfathomable for Camelback as it now stands. It appears that there is no plan or
concern to have Camelback prepared for this volume of traffic before this cross
dock is developed. As I understand it, the county and Glendale can claim that it’s
Goodyear’s problem. But I would argue that as good neighbors and as residents of
the county that our concerns be heard. Camelback Road is not in any condition to
handle the proposed volume of traffic in either direction. In addition, as planned,
residents of Palm Valley Phase V will be invaded by cut-thru and industrial truck
traffic on 152nd Avenue with no regard for children walking to schools and/or
gathering for school buses. There is no plan to limit traffic for Palm Valley Phase
V residents to access 152nd Avenue when the overwhelming traffic begins
created by the cross dock. There are no plans to limit cut-thru traffic on 152nd
Avenue from other streets to get on Camelback Rd. The proposed stoplight at
Camelback and 152nd Avenue will only compound the problem. How many
accidents and related deaths caused by this and other proposed industrial traffic on
Camelback and 152nd Avenue intersection will be acceptable? I ask that until
Camelback Rd. is improved that this cross dock and other projects be denied. It is
the responsible thing to do as someone who values the livelihood of the residents
that will be devastated by approving this project. How can anyone approve this
with knowledge of the tragedy of their approval? It is totally irresponsible to
approve the cross dock and not require Camelback be completely improved to
handle the problem that their approval will create. To say that over time the road
will be partially improved and the residents will just have to deal with it until it’s
fixed sometime in the years ahead is not an acceptable solution for your approval
vote. How can one conscientiously say that this is for the good of the residents?
I urge you to vote no on this project until there is a road that can handle all of the
problems (overwhelming traffic problems and 24/7 noise) that a cross dock
project and similar projects approval will create.

I am very concerned about the safety, or your lack of concern about the safety, of the affects of your
crossdock proposal.
First of all, the volume of trucks entering Camelback Road will cause major traffic problems to the
entire area...well before any major improvements in widening this two lane road. That’s 22 trucks
per hour seven days a week in 2022; going to 49 trucks per hour in 2032. Residual damage will result
in the surrounding neighborhood on 152nd Avenue where traffic volume will increase by “cut
through” traffic from Indian School Road to Falcon Dr. to 152nd Avenue to avoid the back-up on
Camelback Road.
152nd Avenue is a residential street where children cross to get to school or catch their school bus.
With a huge increase of traffic on 152nd Avenue, who will protect these children from accidents and
resulting deaths because of your project? How will neighborhood residents exit and enter into
152nd Avenue due to this huge volume of traffic? The proposed stoplight will only increase the
volume of traffic and back-up traffic on 152nd Avenue, making the situation worse, not better. In
addition to that, each truck emits over 100 dB of noise. According to the CDC “continual noise above
70 dB will cause hearing loss.” Will you take responsibility for that damage? 24/7 noise above 70 dB
will hurt the residents, especially the children, in Palm Valley Phase V.
There is nothing good for our neighborhood in Goodyear brought by your crossdock proposal. Only
negative results: unsafe traffic on a two lane road and constant unacceptable noise levels exceeding
CDC acceptable levels. This crossdock has no redeeming value to our neighborhood. Is this what you
want to be known for, as an undesirable development, destroying the safety, value and lifestyle of
our neighborhood?

I am writing to you to oppose the building of the Cross Dock in Goodyear. You will see from my address that I am
probably about 500 yards from where you want to build this facility. I moved into my home 10 yrs ago, we feel safe
and comfortable and enjoy a family oriented neighborhood in peace and quite.
Would you want this where you live? The traffic would be the first issue. Camelback, even increased to 4 lanes,
will still not handle the amount of truck traffic plus the interchange onto the 303. This would make our access
dangerous for driving and biking. There is also concern for the pollution level from the huge increase of traffic.
My main concern will be the noise levels. I was on the first call last week and the representative stated that there
would be very little noise because it is an enclosed facility. Well I would like to inform him that I can sit in my back
yard and at 5 o’clock I can hear the music from the base taking down the flag. So if he thinks we will not hear the
beeps from the machines, engines roaring, and people working you are sadly mistaken. Again do you want this, put
it in your backyard. Sound TRAVELS!!!!!!
There is so much space down on the 303, that is available and not on top of anyone’s house. We were here first.
Zoning has to be right for the neighborhood. Things change and as neighborhood develop zoning has to change.
They might look good on paper but reality of living it is different.

Mr. Hickman, we emailed you in early April about our concerns with the Cross-Doc facility being
proposed at the Falcon Golf Course on Camelback Road, assigned the above case number. We live in
Palm Valley Phase V subdivision, and our back yard is directly across from the planned site. In our
original email, we explained of our concerns with the traffic that this type of facility would create on
Camelback Road and how this will tremendously hinder, not only our neighborhood, but also those
to the east and southwest of this site. Camelback Road is already over crowed, and with the addition
of 3000 vehicles a day in the first stage and another 3000 a day in the second stage, it will only send
more traffic into our subdivision down 152nd Avenue. If you take the time to look, you would
discover that this road is a crossing point for many elementary students to get to school. Many
people already use it to get away from the line of cars that are backed up from Sarival Ave. Also, the
noise and lights from a 24-hour operation of this type will affect the well-being and quality of life of
many people in the area.
Mr. Hickman, you suggested we participate with the Planning and Zoning Commission, which was
scheduled on April 23rd; which we did. But we were very disappointed with this scheduled
commission. On this day, we first heard 3 other cases that went fairly fast because none of them had
any oppositions to them; and we state that fact because of a point we will make later on. We then
heard opposition letters from the towns of Goodyear and Litchfield Park, and also from Luke AFB;
approximately 75 opposition emails were also read from the many community members that
opposed this facility. About three hours into the meeting, and 20 minutes of the applicant’s lawyer's
presentation, one of the committee members had to leave for another scheduled meeting (another
one left earlier), which left it without a quorum. Now, why would you schedule a meeting when you
already have one scheduled until 2:30 pm? This demonstrated poor leadership and poor time
management. The meeting was adjourned and rescheduled for May 28th, while the chair stated he
would allow the applicant's lawyer to continue from where he left off; another point I will make
later.
At the May 28th meeting, the applicant's lawyer was allowed to restart his presentation; and that is
correct! Restart from the beginning, slides and all; and not only did he get his full 30 minutes again,
but he actually went approximately 45 minutes, because now he had changed some of the slides to
refute all of the opposition emails that he had heard at the last meeting. While he presented his
case, the members of the commission were very attentive, listening to his case. But that changed
once he was done. When the opposition stated their concerns, the members seemed as if they were
bored and actually muted their face screens leaving those watching wondering if they were even
listening anymore. And we only state this because after the cities and base oppositions, several
hundred opposition emails, 43 community members speak in opposition, and over 2000
community members in opposition on the petitions, the commission members seemed to already
have made their minds up to recommend acceptance of this application to the county. Remember
when we stated the other cases had no opposition; this case has over 2000 community members
opposing it; so, shouldn’t the commission take into account the members that live in this community
concerns? Isn't the county supposed to be here for its citizens? Maybe, this has something to do
with the fact that the owner of this property was the vice chair of the Maricopa Planning and Zoning
Commission until March of this year. That is just the way it appears to many of us that were on-line
during this meeting. If you would like, you can have your ombudsman send us a copy of the laws
again, but that does not change what this looks like.
We understand that this property is a military compatible property, but there are many other
options that can go here instead of a facility that will create such an increase in traffic along with
light and air pollution. One option that we heard was a city or county park where people can go and
enjoy the beauty of the land, while watching the aircraft do their touch and goes while practicing.
We are not opposed to the commercial build that can go in this location; we are opposed to an
operation that will totally destroy the beauty of this property, and induce this amount of traffic,
while running a 24-hour operation that will produce this amount of noise and light disturbance. Luke
AFB doesn’t even produce noise 24 hours; but as a military retiree, we are glad to hear the sounds of
our military pilots getting in their practice flights to maintain our freedom; freedom that allows us to
voice our concerns to elected members like you.
We are asking that you, our elected board of supervisors, VOTE NO for this FedEx cross dock
operation, and allow us, the residents of the area to speak at the next meeting regarding this case.
We spent several hours in attendance of the two Planning and Zoning Commission meetings to show
our concern and disappointment with this facility being planned at this location. Please take the time
to listen to our concerns.
Another point, we just learned today; to the west of the mentioned property, the city of Glendale is
considering a request to concurrently annex and zone the property industrial. The conceptual site
plan proposes two industrial / cross-dock warehouse distribution buildings that are 731,305 and
432,350 square feet. Nearly 400 parking spaces are being proposed for trailers, and close to 700
spaces for cars. Where will all of the vehicles go? How will the community members get around this
area?
You all have long histories in Arizona, but Mr. Hickman, you are from the west valley, and you know
and understand the culture here. Many of us did not grow up here in the west valley; but we all
came here for the openness and outdoor nature that Arizona brings. The land at this site preserves
that nature. Let us allow you to read something; "I have always been a growth enthusiast, but
growth in the right way. With growth comes social, environmental and sustainability needs. I am
aware of these needs and will work to help Maricopa County grow smarter for our current
population and future generations." That is from your bio Mr. Hickman. Please allow our future
generations a place to grow that they can call home and not turn every inch into the type of
industrial industry that will make them move away.
Thank you for listening to our concerns. We are asking that you Vote NO on the approval of this
project; from turning the Falcon Golf Course into a Fed EX Cross Doc facility.

All:
I live West of Litchfield Road, South of Camelback Road in the Litchfieled Greens area and
am a resident of Litchfield Park. I am writing to express my opposition to the proposed Truck
Cross Dock facility on Camelback Road, West of Litchfield Road. Quite frankly I was amazed
that the Planning and Zoning Board recommend approval.
The proposed facility has no business being placed in the specified location for the
following reasons: The traffic problems will be extreme on a road not capable of supporting
such a load, and make residential use impractical, if not nearly impossible; the 24 hour a day
noise will have a very negative impact on the residents quality of life; the diesel fume air
pollution from 4500 truck trips a day will be substantial; and all of our property values will be
damaged. In the case of the closest development, 500 feet East of the site, their property
values will plummet. If this facility were to be placed within 500 feet of your homes, you
people would all be screaming bloody murder, and you know it. Damaging peoples property
values is tantamount to the County picking peoples pockets. The facility should be located
farther West near the Loop 303 in the major commercial development area. If anyone on the
Planing and Zoning Board, or you Supervisors, would actually take the time to personally look
at the proposed site you would see the obvious: This is the wrong place!
There are serious ethical issues regarding the conduct of the Planning and Zoning Board
when the property owner was a Board Member, did not recuse himself from the process and
the other Board Members did not require him to do so! Do you people have any concept of
proper ethics and conduct? I have to wonder if people are taking money under the table?
So, Just to be clear, so there is no misunderstanding; when it comes election time, those of
us who live in the surrounding communities will remember how this all went down, and we
will spare no effort to vote out of office all of you who vote for this proposed site.

On behalf of the Arizona Chamber of Commerce & Industry and the Arizona Manufacturers
Council, we write to you to convey our support for construction of a cross-dock facility at the
corner of Camelback Rd. and 152nd Ave.
A cross-dock facility of this scale, estimated to be approximately 170,000 sq. ft. at completion,
will dramatically enhance not only the competitiveness of the West Valley, but will solidify
the entire region’s position as a major logistics hub.
The timing of this project could not be better. As Arizona simultaneously continues its
successful efforts to mitigate the spread of Covid-19 and safely and responsibly opens its
economy more broadly, projects like this one will accelerate the state’s economic recovery.
Development of this cross-dock facility will involve a $40 million capital investment and
employ an estimated 450 construction workers. Upon completion, 400-600 people will work at
the facility where average full-time pay is expected to exceed $25 per hour, with management
roles earning much more to reach an anticipated annual operational facility payroll of $22
million.
According to an analysis performed by economist Jim Rounds, the project’s annual economic
output is estimated to be $152 million once it becomes operational. The same analysis
anticipates the project will result in the creation of more than 1,000 total direct and indirect
jobs.
Projects like these are highly coveted by states across the country; it is a job creator, its economic
impact is significant, and it will enhance Arizona’s competitive standing. We respectfully urge that
the Board of Supervisors support construction of this cross-dock facility.

On behalf of the Arizona Chamber of Commerce & Industry and the Arizona Manufacturers
Council, we write to you to convey our support for construction of a cross-dock facility at the
corner of Camelback Rd. and 152nd Ave.
A cross-dock facility of this scale, estimated to be approximately 170,000 sq. ft. at completion,
will dramatically enhance not only the competitiveness of the West Valley, but will solidify the
entire region’s position as a major logistics hub.
The timing of this project could not be better. As Arizona simultaneously continues its successful
efforts to mitigate the spread of Covid-19 and safely and responsibly opens its economy more
broadly, projects like this one will accelerate the state’s economic recovery.
Development of this cross-dock facility will involve a $40 million capital investment and employ
an estimated 450 construction workers. Upon completion, 400-600 people will work at the
facility where average full-time pay is expected to exceed $25 per hour, with management roles
earning much more to reach an anticipated annual operational facility payroll of $22 million.
According to an analysis performed by economist Jim Rounds, the project’s annual economic
output is estimated to be $152 million once it becomes operational. The same analysis anticipates
the project will result in the creation of more than 1,000 total direct and indirect jobs.
Projects like these are highly coveted by states across the country; it is a job creator, its economic
impact is significant, and it will enhance Arizona’s competitive standing. We respectfully urge
that the Board of Supervisors support construction of this cross-dock facility.

On behalf of the Greater Phoenix Chamber, Arizona’s largest and most established business
organization, I write to you in support of the proposed cross-dock facility to be located on the
northwest of the corner of Camelback Road and 152nd Ave.
Cross-dock facilities allow trucks to be loaded with palletized goods which are then distributed
across the state and country. Facilities like this are essential to keeping the U.S. supply chain
strong and vibrant. The Chamber sees this facility as a boon for the Greater Phoenix Region’s
economy, especially in the West Valley.
The proposed project will involve a $40 million capital investment and is expected to employ an
estimated 450 construction workers during buildout. Upon completion, 400-600 people will work
at the facility, where average full-time pay is expected to exceed $25/hour for mainline workers.
The annual estimated operational facility payroll will be $22 million with an economic output of
$152 million.
The facility is compatible with the property’s “industrial” zoning designation, and with the Luke
AFB overlay, this parcel is ideally suited for this type of supply chain facility, given the location’s
easy access to the Loop 303 and proximity to I-10 and I-17.
We understand the project developer has been in discussion with various adjacent localities to
hopefully address any concerns and are hopeful they can be addressed. However, during the
midst of a downturn, this is an incredibly valuable opportunity to develop a true economic engine
that will benefit the West Valley and beyond.

During difficult economic times like these, nothing is more valuable than a good job.
As an economist, I routinely advise community and business leaders on how to recruit and create
more of these jobs. The answers are rarely easy, and the task has become more challenging amid a
pandemic that almost overnight left hundreds of thousands of Arizonans unemployed.
Fortunately for the West Valley, an opportunity looms that promises to create over 1,100 jobs for
this community. That was the key finding of an economic-impact analysis my firm recently
conducted on a new cross-dock facility planned for a property adjacent to Luke Air Force Base,
northwest of the corner of Camelback Road and 152nd Avenue.
Distribution facilities like these are used for the transport of palletized goods across Arizona and
nationwide. Due to recent shortages of hand sanitizer, toilet paper and many other products, we’ve
all become more familiar with the essential role these facilities play in the nation’s supply chain.
Construction of the cross-dock facility will require a private, $40 million capital investment.
Approximately 450 jobs will be created to construct the project, scheduled to break ground in the
fall. An additional 400-600 permanent on-site jobs are forecast once the facility becomes
operational.
Full-time workers are expected to make over $25/hour, and annual payroll will total $20 million to
$30 million.
These kinds of figures are critical when completing any kind of dynamic economic analysis, because
they help determine secondary impacts. Corporate payroll trickles across the community, supporting
restaurants, clothing stores and small businesses of all kinds—and their employees. Think of it like a
stone dropping into a still pond, with waves of economic benefit rolling out across the West Valley
and metro Phoenix.
Specifically, our analysis found the cross-dock facility will support:
• More than 550 jobs (direct and indirect or induced) while under construction.
• Economic output during the construction phase is estimated at $78 million.
• 1,120 on-site and regional jobs once the facility is operational.
• Total economic output will exceed $150 million/year.
When last we checked, hundreds of thousands of Arizonans have filed for unemployment since mid-
March. These individuals aren’t looking for a handout; they need good jobs.
At its essence, that’s what this cross-dock facility represents: good jobs and quality economic
investment for the West Valley. It has never been needed more than now.
The Maricopa County Board of Supervisors should approve this project so construction can begin.
Let’s get people back to work!
