A. Statement of Applicant Eligibility

INSTRUCTIONS:

Please describe the nature of your organization and explain how you are eligible to apply for the

Board Equipment Grant Program. Please limit your response to no more than 1,000 words and
attach as exhibits accompanying documentation of your eligibility.

Maricopa County Constables are applying for this equipment grant. The Constables office is an agency within Maricopa
County government and is eligible to apply for these grant funds as they are intended to be given out to provide equipment
to be utilized by Constables.

The Maricopa County Constables office consists of 26 elected Constables and eight Deputy Constables.

An attachment contaning the names of the Maricopa County Constables and Deputy Constables is being provided. Also attached is a

copy of agenda item #C-25-07-002-0-00 voted on by the Maricopa County Board of Supervisors authorizing the implementation of a
five dollar writ fee pursuant to A.R.S. § 22-138 as required by the Constable Ethics, Standards and Training Board which

shows that Maricopa County is participating in the collection of writ fees that fund grants for the Constable Ethics, Standards
and Training Board.

B. Project Proposal Form
INSTRUCTIONS:

Please describe completely the project you propose to complete if awarded a Board Equipment
Grant. Be complete in your description of the project. At a minimum, your response must
contain:

A detailed description of the proposed project.

An explanation of needs for equipment purchases.

An explanation of outcomes to be expected from the funding proposal.

An explanation of how grant funds will be used (this is not a substitute for the project
budget required in Section IV.C).

1, The Maricopa County Constables office would like to purchase eight Point Blank Alpha Elite AX3A Level 3A Ballistic Vests with
eight Endeavor ODC Eternal Carriers; eight 5" x 8" Soft Trauma Inserts, eight large and small utility pockets:

Handcuff pouch, Radio Pouch, Small Admin Pouch, X2 Taser pouch, Small flashlight pouch; and 1.D. placard "Constables"
black with yellow lettering for body armor expiring this year.

2. The objectives of grant funding is to provide replacement ballistic body armor and carriers for body armor that expires this

year for the Constables in Maricopa County.

3. Constable safety is the goal of this proposal that the equipment described will promote safety. Using the equipment described

in this grant proposal should see an increase in the safety of Constables.

4. These grant funds will be used specifically to purchase eight ballistic vests and external carriers to replace expired body

armor currently in use by eight Constables or Deputy constables in Maricopa County.

C. Project Budget
INSTRUCTIONS:

Please submit a detailed budget for the project, including specifically:

1. The FY20 equipment grant objectives that relate to this project and funding; identify a
projected date for accomplishing each task associated with expending the funding.
2; A description and outline of equipment to be purchased if granted funding.

3. The projected number of constables to benefit from the proposed equipment purchases.
4. All estimated expenditures (including tax) from three (3) different vendors for each type
of item to be purchased. You must also attach all supporting bid documentation.

5. All funding sources and amounts that will be utilized to complete this project by the

projected completion date.

will be purchased and distributed within approximately three months after approval of the grant funds depending on availability

of items.

4. A list of estimated expenditures from three different vendors is not being listed as all such purchases will come through

Diamondback Policy Supply Co. Inc., an approved vendor of Maricopa County. Maricopa County departments must

make purchases from approved county vendors. These vendors have already gone through the competitive bidding

process with Maricopa County to be included on the approved vendor list. The following is a list of equipment that is

desired and the costs for each:

D. Project Performance Measures
INSTRUCTIONS:

Please identify performance measurements that you will use to illustrate the outcomes of your
proposal, if selected for funding. The following performance measures must be included at a
minimum for consideration. The performance measurements you identify in this section, as
approved by the Board, will become provisions of your grant contract if the Applicant is selected
as a Board Equipment Grant Program Grantee.

The performance measurements must demonstrate how the proposed project will meet the
program goals described in this Request for Grant Applications. Minimum performance
measurements for each project shall include:

1, The total number of constables and deputy constables that will benefit from the
equipment funding;

2. The estimated savings to your government entity that would result from awarding the
requested grant;

3; How the safety of constables and deputy constables would be improved by awarding the
requested grant; and

4. How the execution of constable duties would be improved by awarding the requested
grant.

4, The total number who will benefit from this equipment purchase will be eight Constables or Deputy Constables.

2. The estimated savings of the local government entity by award of this grant will be $8,756.57 as this money would have
had to come from the existing budget for the Maricopa County Constables.

3. The proposed purchase of eight ballistic vests and external carriers will improve the safety and security of the Constable or Deputy
Constable by replacing expiring ballistic vests that provide protection against a deadly force encounter.

4. The purchase of the requested items allows the Constables to work in a hazardous situation with a degree of

confidence regarding their protection. This, in turn, allows them to execute their duties and responsibilities in the service

of court-related documents in a timely, safe, and secure manner.

E. Request for Advance Payment & Justification
INSTRUCTIONS:

As described in the Request for Grant Applications, grant awards are typically disbursed as
reimbursements for expenses incurred in the completion of projects. However, the Board will
consider requests for Advance Payment of funding pursuant to the provisions of the Request for
Grant Applications. If you require advance payment, please identify what portion of the project
budget is being requested in advance and clearly explain the reason(s) why an advance is
required for the completion of the project.

Please note that if your request for advance payment is approved, you will be subject to the
terms outlined in section III.B of the Request for Grant Applications.

There is no request for advance funding. Funding for the purchase and installation of this equipment will be
paid for directly from the existing budget for the Maricopa County Constables until such time as reimbursement

is received from grant funds.

Action Requested:

This is the time scheduled for a public hearing to solicit comments and consider the the proposed fee of $5.00 for all writs
issued by a Justice of the Peace in civil cases, effective upon Board of Supervisors’ approval. Fees collected will be
deposited into the Constable Ethics Committee Fund established by Section 22-136. Senate Bill 1180, enacted September
21, 2006, amends A.R.S. §11-445 to allow Board of Supervisors to establish a fee not-to-exceed $5.00 per writ served.

Complete description of action requested:

In the 2006 session, the Arizona State Legislature amended A.R.S, 11-445 with regard to the Constables Ethics Committee
under Senate Bill 1180. Effective September 21, 2006, each County Board of Supervisors is mandated to set an additional
fee on each Writ issued by a Justice of the Peace Court in their respective counties. The fee to be set shall not exceed $5.00
per writ and shall be administered by the Constable Ethics Committee.

The fees shall be established by the Board of Supervisors requires the Constables Ethics Committee to use 80% of the
monies for Constable training, equipment, and related grants; and 20% will be used for funding the Constables Ethics
Committee, which currently does not have any appropriated funding. Senate Bill 1180, also known as the “Marilyn Jarrett
Constable Ethics Act,” directs the State Treasurer to invest and divest the monies in the fund as provided by law and on
notice from the Constables Ethics Committee and provides that monies earned from investments be credited to the fund and
exempts the fund from lapsing of appropriations. The intent of this law change was to provide sufficient funding for the
training of Constables throughout the State of Arizona in an effort to increase the knowledge, training, and professionalism
of all Constables and to increase the ability of the Constables Ethics Committee to adequately perform its mandated duties.
Currently, many counties do not provide funding for Constables training even though training is mandated by law. The
collection of funds from the additional writ fees will alleviate this problem by making funding for training available to all
Constables. The end result should be that the public will benefit from the availability of training for all Constables who
should be able to more effectively serve their constituents in a professional manner.
