BOARD OF SUPERVISORS The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Special Session at 10:30 AM on Wednesday, January 31, 2024, in the Supervisors’ Conference Room 301 W Jefferson, 10th Floor Phoenix, AZ 85003, with the following members present: Jack Sellers, Chairman, District 1; Thomas Galvin, Vice Chairman, District 2 (remote); Bill Gates, Supervisor, District 3; Clint Hickman, Supervisor, District 4; Steve Gallardo, Supervisor, District 5. Also present: Juanita Garza, Clerk; Mia Vargas, Minutes Coordinator; Jen Pokorski, County Manager; Andrea Cummings, Legal Counsel. ACTION 1. APPOINTMENT FOR LEGISLATIVE STATE REPRESENTATIVE DISTRICT 8 Pursuant to A.R.S. § 41-1202, receive the names of the three qualified electors as candidates to fill the vacancy for the Legislative District 8 State Representative seat as submitted by the Legislative District 8 Precinct Committeemen and appoint one of the candidates from the list to fill the vacancy created by the resignation of State Representative Athena Salman. The three candidate names submitted by the District are: Jacob Raiford Jevin D. Hodge Deborah Nardozzi (C-06-24-540-X-00) Chairman Sellers read the agenda item and asked Vice Chairman Galvin to speak regarding item 1. Vice Chairman Galvin started by thanking all the candidates for their interest serving in the State Legislature. He named the three candidates and talked about the appointment process and questionnaire each candidate completed. Motion to approve the appointment of Jevin D. Hodge to fill the Legislative District 8 State Representative seat by Vice Chairman Thomas Galvin, seconded by Supervisor Steve Gallardo. Special Meeting Minutes Wednesday, January 31, 2024 Page 2 of 7 Supervisor Gallardo thanked the candidates for their interest in serving the State Legislative Representative District 8. He said the Board takes these appointments seriously and spoke about the appointment process and he thanked Vice Chairman Galvin for his due diligence on this process. Chairman Sellers said he was impressed with the list of candidates and thanked them for their willingness to serve. Ayes: Jack Sellers, Thomas Galvin, Bill Gates, Clint Hickman, Steve Gallardo Vice Chairman Galvin thanked the Board and congratulated Jevin D. Hodge for his worthy application. He said Mr. Hodge will be a great asset to LD 8 and will work with everyone on both sides. Vice Chairman Galvin thanked the other two candidates for their interest. 2. ESTABLISH PUBLIC SAFETY FUNDING COMMITTEE AND ADOPT THE CHARGE FOR THE COMMITTEE Establish the Public Safety Funding Committee and adopt the Charge for the Committee, and direct the Committee to take action to fulfill its Charge. (C-06-24-542- X-00) Chairman Sellers read the agenda item and thanked Michelle Hindman, Director of Government Relations, her team, and Zach Schira, County Manager’s Executive Director, for their work in establishing the Public Safety Funding Committee. Mr. Schira came forward and introduced Brian Schmitt, Committee Director. Mr. Schira said having a Public Safety Funding Committee was a priority for Chairman Sellers. He said the Committee Charge would include looking for long term funding for public safety, the criminal justice system, and other reforms that produce outcomes and safer communities. The Historical context slide above was reviewed by Mr. Schira. Special Meeting Minutes Wednesday, January 31, 2024 Page 3 of 7 Mr. Schira discussed the Historical Context slide above and highlighted the Jail Excise Tax. Mr. Schira said Maricopa County is the only County prohibited by the Legislature from referring questions directly to the voters and is required to seek legislation to authorize those questions to be on the ballot. Mr. Schira discussed the Current Funding slide above. Special Meeting Minutes Wednesday, January 31, 2024 Page 4 of 7 Mr. Schira gave an overview of the 2024 Chairman’s Priority. He spoke about a small group that was created to understand the previous Board’s effort to adequality fund the criminal justice system. Mr. Schira noted there has been several meetings with Maricopa County Budget and Finance, Maricopa County Attorney’s Office, Sheriff’s Office, and Superior Court, to map out what a new effort would look like. Mr. Schira reviewed the Draft Committee Charge slide. He noted this Draft Charge is designed to be broad, seeking a blunt assessment from the Committee. Special Meeting Minutes Wednesday, January 31, 2024 Page 5 of 7 Mr. Schira reviewed the Committee Composition as seen on the slide above. Mr. Schira read the names of the nominees that have been selected to form the Committee. He added that Emily Craiger, Burgess Law Group, would serve as outside counsel to the Committee. Mr. Schira concluded his presentation and asked the Board if they had any questions. Supervisor Gallardo thanked Mr. Schira and Mr. Schmitt for being a part of this critical mission. He said it is great to see a diverse group from different backgrounds work on funding solutions for this important issue. Supervisor Gallardo spoke about the importance of reducing recidivism, and helping people reenter into communities in a positive way. He noted resources need to be available for people who need mental and behavioral health, workforce development, and housing. Supervisor Gallardo asked the Board and the Committee to focus on critical issues to help and prevent people from going back into the criminal justice system. He looks forward to seeing the outcome by the committee. Special Meeting Minutes Wednesday, January 31, 2024 Page 6 of 7 Chairman Sellers echoed Supervisor Gallardo’s comments. He spoke about the importance of a diverse member Committee, who interact with communities and get answers to the issues. Supervisor Gates thanked Chairman Sellers for his leadership and the work during his first month as Chairman. He also thanked Mr. Schira and staff for their work on organizing the Committee. Supervisor Gates noted the importance of public safety and appreciated the diverse scope of the Charge as well as the diverse background of the Committee. Supervisor Gates said he is excited to see what the Committee brings forward. Supervisor Hickman applauded Chairman Sellers for quickly putting together a Public Safety Funding Committee led by Mr. Schmitt. Supervisor Hickman spoke about the challenges that people who were incarcerated face after serving their term and the recidivism issues. He noted the challenges that the state and county deal with in getting people back into communities as productive citizens. He commented that Kimber Lanning is going to be a great advocate on the Committee. He spoke about the importance of the tax and what it must pay for. Vice Chairman Galvin echoed the comments of his colleagues who explained the role of this Committee. Vice Chairman Galvin highlighted his nominee, Assistant Chief, Dan Butler, of the Mesa Police Department, and said public safety is important for everyone’s future. Supervisor Gallardo announced his appointee to the Public Safety Committee, Marissa Calderon, representing District 5 and gave a brief background. Supervisor Gallardo talked about the root causes of incarceration and looking at the school systems to help students stay out of the criminal system. He said a support system is needed to help the people who are coming out of the jails. Supervisor Gallardo asked Legal Counsel, Andrea Cummings, how to amend and add Ms. Marissa Calderon into the Public Safety Funding Committee. Ms. Cummings gave Supervisor Gallardo guidance to add Ms. Calderon into the Committee.
