The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in a joint meeting with the Board 
of Supervisors, Improvement Districts, Flood Control District, Library District and Stadium District in Informal 
Session at 9:30 AM on Monday, June 24, 2019, in the Supervisors' Conference Room, 301 W. Jefferson, 
10th Floor, Phoenix, AZ 85003, with the following members present: Bill Gates, Chairman, District 3; Clint 
Hickman, Vice Chairman, District 4; Jack Sellers, District 1; Steve Chucri, District 2; Steve Gallardo, District 
5.  Also present: Fran McCarroll, Clerk of the Board; Maria Ceaglske, Minutes Coordinator; Joy Rich, 
County Manager; and Andrea Cummings, Legal Counsel.

PRESENTATION, PUBLIC HEARING AND TRUTH IN TAXATION HEARING ON THE 
MARICOPA COUNTY FY 2020 BUDGET
Presentation regarding the Maricopa County Budget for FY 2020 (C-49-19-032-P-00)

Convene a public hearing to hear tax payers who may wish to comment on the FY 2020 
Tentative Budget which was adopted May 20, 2019, the proposed tax levy, and on any 
proposed changes to the Tentative Budget. See ARS 42-17104 and 42-17107.
This budget represents no change in total from the Tentative Budget of $2,573,762,798.
Chairman Gates said the two meetings posted are the Public Hearings and the Adoption of final budgets 
for the County and the County Special Districts.  He explained, at this meeting the Board will convene the 
public hearings, including the Truth in Taxation hearings, and review presentations regarding the various 
budgets.  At the conclusion of the meeting, the Board will convene the 2nd meeting regarding the adoption 
of each of the budgets.  He asked Cindy Goelz, Budget Director, and Mayra Hourigan, Budget Manager, 
to come forward to provide presentations regarding the various budgets.  He then thanked the budget 
staff for their work.

Ms. Goelz presented the proposed Maricopa County Final Budget for FY 2020 and noted any changes 
made since the tentative budget was approved.  She explained the changes are noted in the following six 
categories:
Ms. Goelz reviewed the following Operating Contingency Adjustments.  She noted the changes are due 
to the allocation of funds from the State.

Ms. Goelz reviewed the following Non Recurring Contingency Adjustments.  She noted court needs, the 
Hep A outbreak and helicopter purchase.
Ms. Goelz reviewed the following Contingency Adjustments.  She said the Petco Grant is a carry forward 
grant for Maricopa County Animal Care and Control.

Ms. Goelz moved on to the reallocation between funds.

Ms. Goelz reviewed the following ULTIS project adjustments.
Ms. Goelz noted the following checks for the ULTIS project.
Ms. Goelz informed the Board that overall there was no net change between the tentative budget and the 
proposed final budget.

Ms. Goelz said August 19, 2019 is the remaining date in the budget calendar for the Property Tax Levy 
Adoption. The primary property tax for the County, the Flood Control District and Library District rates will 
remain flat for FY 2020.
Chairman Gates thanked the budget staff, District 3 staff and District Chiefs of Staff.
Supervisor Hickman thanked staff for a job well done.
Supervisor Chucri thanked staff for their work and noted the County is growing.  He congratulated the 
budget staff in keeping the budget the same from tentative to final.
Supervisor Gallardo concurred with previous comments.  He noted the importance of investing in 
Maryvale hospital and County employees.  He said it is overall a fair budget.
Supervisor Sellers thanked budget staff for making a complicated process understandable to the Board.
Chairman Gates asked Ms. Goelz what preparations have been made for a downturn in the future.
Ms. Goelz responded a contingency is built in if revenues start to decline. With money available for 
projects, vehicles and capital.
Supervisor Chucri noted more than 200 individuals move to the County everyday and the County is 
growing 70% faster than Clark County, Nevada.  He noted it is remarkable that the County tax rate has 
remained flat and is hopeful the interest rates lower in fall 2019.  He suggested a future meeting with Mr. 
Alan Maguire, President of The Maguire Company.
Chairman Gates thanked Supervisor Chucri for the suggestion.  He thanked Joy Rich, County Manager, 
and Ms. Goelz for inclusion of elements to assist in making County “smart government.”  The County is 
moving forward with resources with the goal of going all digital by 2020.
Supervisor Hickman noted the State Legislature and Governor Ducey budgeted $1 billion into a reserve 
fund and asked Mr. Goelz how much the County has in reserve.
Ms. Goelz responded that money is reserved in a capital fund equal to two months of operating costs that 
equal to $200 million in general fund and $60 million in detention fund.
Supervisor Hickman stated the money is set aside to assist with any possible future shut down.  He is 
hopeful the County will see positive State cost shifts as the economy continues to move forward.
Supervisor Chucri recalled when the contingency funds had too much in “holding funds,” but the funds 
have been managed well since then.

Supervisor Gallardo stated it is a balancing act to prepare for the future and possible unintended 
consequences.  He spoke of the needs and services within the community continue to grow under the 
responsibility of the Board.  He mentioned the demands the State makes on the County budget from time 
to time, and his approval of contingency funds, but to be cautious in their use.  He noted the growth of the 
County and questioned the appropriate amount of affordable housing available.
Chairman Gates concurred it is all a balancing act and noted two months of reserve fund is consistent 
with private sector and personal budgets.  He said he is happy to see it continue at that level.
Chairman Gates asked if there were any registered speakers.  The Clerk stated there were 
none.  There being no speakers present for the hearing, the hearing was closed.

TRUTH-IN-TAXATION MOTION TO LEVY
1) Approve the proposed primary tax levy increase of $23,799,072. THIS ACTION REQUIRES 
A ROLL CALL VOTE OF THE BOARD.
2) Direct the Clerk of the Board to mail a copy of the truth in taxation notice, a statement of its 
publication and the result of the governing body’s vote to the property tax oversight commission 
within three days of this hearing pursuant to A.R.S. §42-17107(A)(5). (C-49-19-033-M-00)
Motion was made by Supervisor Hickman to approve by roll call vote the proposed primary 
tax levy increase of $23,799,072 and direct the Clerk of the Board to send the appropriate 
documents to the Property Tax Oversight Commission.  Seconded by Supervisor Gallardo.
The Clerk called the roll with the following result:
Ayes: Sellers, Chucri, Gates, Hickman, Gallardo

PUBLIC HEARING ON COUNTY IMPROVEMENT DISTRICTS FY 2020 BUDGETS 
Convene a public hearing to hear taxpayers who may wish to comment on the FY 2020 County 
Improvement Districts Tentative Budgets which were adopted May 20, 2019, or on any 
proposed changes. See ARS 48-954 and 42-17104. (C-49-19-043-M-00)
Chairman Gates stated there were no changes to the FY 2020 County Improvement Districts 
Tentative Budgets.
Chairman Gates asked if there were any registered speakers.  The Clerk stated there were 
none.  There being no speakers present for the hearing, the hearing was closed.

Control District Tentative Budget which was adopted May 20, 2019, the proposed tax levy, or 
on any proposed changes to the Tentative Budget. See ARS 48-254.
The budget of $123,171,290 represents no change from the Tentative Budget.
Ms. Hourigan presented the proposed Flood Control District FY 2020 Final Budget and stated 
there were no changes made since the tentative budget was approved.
Chairman Gates asked if there were any registered speakers.  The Clerk stated there were 
none.  There being no speakers present for the hearing, the hearing was closed.

FLOOD CONTROL DISTRICT TRUTH-IN-TAXATION MOTION TO LEVY
1) Approve the proposed secondary tax levy increase of $3,383,616. THIS ACTION 
REQUIRES A ROLL CALL VOTE OF THE BOARD.
2) Authorize the Clerk of the Board to mail a copy of the truth in taxation notice, a statement of 
its publication and the result of the governing body’s vote to the property tax oversight 
commission within three days of this hearing. (C-49-19-036-M-00)
Motion was made by Director Hickman to approve by roll call vote the proposed secondary 
tax levy increase of $3,383,616 and direct the Clerk of the Board to send the appropriate 
documents to the Property Tax Oversight Commission.  Seconded by Director Chucri.
The Clerk called the roll with the following result:

Ms. Hourigan presented the proposed Library District FY 2020 Final Budget and stated there 
were no changes made since the tentative budget was approved.
