FY2020 Substantive Policy Statement Certification 
Pursuant to A.R.S. 49-471.11, the Maricopa County Air Quality Department 
(Department) control officer must certify to the Board of Supervisors that the Department 
is in compliance with this section on or before June 30 each year. The following provides 
a summary of §49-471.11 and the Department's compliance with the same. 
§49-471.11 REQUIREMENTS AND COUNTY ACTIONS 
1. §49-471.11(A) Requitement: 
Requirement: "A control officer shall post substantive policy statements pertaining to this 
article on the county's website." 
Department Compliance. In the timeframe of June 30, 2019 to June 30, 2020, the 
Department promulgated seven substantive policy statements: 
SPS-2018-007 Nondiscrimination Program Policy 
SPS-2018-010-Inspection and Inspection Report Policy 
SPS-2018-011-Enforcement Program Policy 
SPS-2018-012-Penalty Assessment Policy 
SPS-2019-001-Supplernenta1 Environmental Projects 
SPS-2019-002-Rule 313 Nighttime Combustion Operations 
SPS-2019-004-Rule 310 and Rule 316 Dust Control Certifications 
The Travel Reduction Program Regional Task Force promulgated one substantive policy 
statement: 
SPS-2019-003 Travel Reduction Program Point of Contact and Documentation 
Criteria for Employers 
The Department posted these substantive policy statements on the Maticopa County's 
Enhanced Regulatory Outreach Program website.

2. §49-471.11(B) Requirement: 
Requirement: "The control officer shall post on the county's website at least annually a 
directory summarizing the subject matter of all currently applicable rules or ordinances 
and substantive policy statements pertaining to this article. The control officer shall keep 
copies of this directory and all of its substantive policy statements at one location. The 
directory, rules or ordinances, substantive policy statements and any materials 
incorporated by reference in the directory, rules or ordinances or substantive policy 
statements shall be open to public inspection at the office of the control officer." 
Department Compliance: The Department maintains a directory of all rules, ordinances, 
and substantive policy statements. This directory is available on the Department's website 
and on Maricopa County's Enhanced Regulatory Outreach Program website. 
3. 549-471.11(C) Requirement: 
Requirement: "On or before June 30 of each year, the control officer shall certify to the 
board of supervisors that the county is in compliance with this section." 
Department Compliance: This memorandum hereby serves as the control officer's 
certification that the Department is in compliance with this section. 
Through the actions described above, I certify that Maricopa County is in compliance with 
the requirements of A.R.S. §49-471.11. If you have any further questions, please do not
