CDBG, ESG, HOME 
 
A variety of projects are proposed for FY 2020-2021 funding in the Maricopa Urban County region. This 
includes $3,206,671 in Community Development Block Grant (CDBG) resources, and $285,999.55 of prior 
year un-programmed/carryover CDBG funds, and $80,218.14 in program income CDBG funds available 
to Maricopa County; $4,745,999 of HOME Investment Partnerships Program (HOME) resources available 
to the Maricopa HOME Consortium, and $36,764.38 in program income HOME funds available to 
Maricopa County; and $262,711 of Emergency Solutions Grant (ESG) resources that will be allocated by 
the Maricopa County Human Services Department.

FY 2020-2021 HOME ALLOCATION - $4,745,999 
Program Income Funds- $36,764.38 
TOTAL $4,782,763.38 
In PY 2020, the federal HOME Investment Partnerships Program (HOME) resources of $4,745,999 are 
anticipated to be expended for HOME-allowable affordable housing activities including, but not limited to, 
housing rehabilitation, homebuyer assistance, new construction, tenant based rental assistance, and for 
activities to increase the supply of affordable rental housing in the region. 
 
HOME funds are anticipated to be committed in the following manner: 
 
 
 
*15% of gross HOME allocation must be set aside for CHDO Projects.  Projects can be anywhere in the Consortium service area. ARM of Save the Family 
will be completing a project in Chandler, Newtown CDC will be completing projects within Chandler, and Trellis will be completing the project within 
Avondale with 2020 HOME CHDO Set-Aside funds. 
 
 
NOTES: 
Specific awards to each entity are subject to modification up to and including 20%, pursuant to procedures 
set forth in the Maricopa County Board of Supervisors’ Approved Citizen Participation Plan.  
Unencumbered or unspent HOME funds may be reallocated and spent at any time throughout the duration 
of the funding allowance, as set forth in each respective IGA or the Citizen Participation Plan.  
 
HOME MCHSD admin assessment is 5% of the Consortium member gross allocation except for the county 
is 10% for UC activities. Members can use 5% of allocation for administration.
