SCOPE OF SERVICES – PROJECT SPECIFIC
Project Overview
Project Location
This project is located within Maricopa County along Maricopa County Highway 85 (MC 85) from 95th
Avenue to 87th Avenue (approximately 1 mile).
Project Background
MC 85 currently varies between a 4-lane and a 5-lane Arterial street section throughout the project
corridor. There are SRPI and private irrigation facilities located throughout the project limits along the
north and south sides of MC85. The project was originally split up into two phases.
•
TT0345-MC85, 95th Avenue to 75th Avenue
•
TT0511-MC85, 107th Avenue to 95th Avenue
The Consultant has developed project plans up to the sealed stage for TT0345. TT0345 is currently
under construction east of 91st Avenue. West of 91st Avenue the contractor has not been provided a notice
to proceed for construction due to delays with the Bureau of Reclamation (BOR) clearance which is
necessary to relocate SRP irrigation facilities. West of 91st Avenue the remaining portion of TT0345 is
being repackaged as a new project that will be bid separately under TT0651-MC85, 95th Avenue to 87th
Avenue. In addition, a new development (Logic Park 91) has been approved at the southwest corner of
MC85 and 91st Avenue. This development is planning to add driveways and right turn bays along the
south side of MC85, widen the west side of 91st Avenue, install median islands on 91st Avenue south of
MC 85, and construct right turn bays and driveways along the west side of 91st Avenue.
This project connects the ultimate improvements at 91st Avenue to the existing roadway condition at 95th
Avenue and will complete portions of the TT0345 improvements that were omitted from 91st Avenue to
87th Avenue. 95th Avenue to 107th Avenue will be improved with future MCDOT project TT0511.
TT0511 was planned to be constructed once the construction of TT0345 was near completion; however,
with the area west of 91st Avenue being delayed and repackaged TT0511 will now be bid after TT0651 is
constructed.
Project Purpose
The purpose of this contract is to complete design services for TT0651. The TT0651 plans, specifications
and estimate will be updated to reflect new utility base mapping, changes requested by utility companies,
developers, right-of-way negotiations, new design standards/specifications and to prepare the plans for
bidding which includes the incorporation of lessons learned from the TT0345 project. This contract will
also provide post design services for TT0651 consisting of bidding phase assistance, preparing addenda,
responding to RFIs, answering questions that may arise and reviewing design changes as dictated by
changes in the field conditions.
Length of Services
The estimated contract time for this task shall be 1100 days from NTP. The Consultant shall deliver the
Sealed submittal for TT0651 by April 2021.

Kick-Off Meeting
At the beginning of the project, a kick-off meeting will be held and shall include the Project Manager,
the Project Team, the Design Team, and any other necessary parties. The Consultant shall work with
Project Manager and staff to schedule a project kick-off meeting following the NTP to the Consultant.
The Consultant shall be responsible for preparing the kick-off meeting agenda, sign-in sheet,
presentation, handout material, attending and facilitating the kick-off meeting, and submitting notes of
the meeting to MCDOT. MCDOT will schedule the conference room and review meeting material and

notes. The Consultant shall prepare and send meeting notes to the Project Manager within five (5)
business days of the actual meeting occurrence for review. The Consultant shall be responsible for
distributing the meeting notes after the Project Manager’s review and approval as deemed appropriate
by the Project Manager. Meeting attendees shall have an additional five (5) business days to comment
on the submitted meeting notes, after which time the notes will be considered final.
One kick-off meeting is assumed. The estimated effort associated with meeting attendance, preparation,
and note compilation time is provided in the attached fee estimate.
100.6
Project Progress Meetings
Meeting assumptions are as follows:
•
Progress Meetings – The Consultant will attend progress meetings as estimated in the attached
fee estimate.
•
Technical Group Meetings – The Consultant will attend meetings with various technical teams
at MCDOT as estimated in the attached fee estimate.
•
Comment Resolution Meetings – The Consultant will attend comment resolution meetings as
estimated in the attached fee estimate.
If additional meetings for this task are necessary, the Consultant will notify the Project Manager and
request additional services be added to this scope of work.
For each of these meetings the consultant will prepare agendas, sign-in sheets and meeting notes.
100.8
Field Walk with Project Team
The Project Team will visit the field site to acquaint key personnel with the details and features of the
project and to gather input on issues, concerns and opportunities. The field walks will be scheduled and
the team notified at least two weeks prior to the visit. The field walk will be held shortly after 95% Plans
are complete and are in the process of review. The Consultant shall comply with applicable local, state
and public laws for the safety and health of its employees and sub-consultant. The estimated effort
associated with meeting attendance, and preparation time is provided in the attached fee estimate.
The Consultant will also visit the site early in the project to document existing features such as signing
and marking placement, utility appurtenance locations and other existing conditions under section 200.4.
100.12
Project Administration
This task includes the administrative and coordination tasks required for coordinating the work of the
team members with MCDOT staff and other project stakeholders. This task coordinates and administers
the day-to-day operations of the project, including preparing the internal production work plan, organizing
and filing project data and communication files, responding to project correspondence including emails,
preparation of regular monthly progress reports, performance of monthly budget updates, and schedule
monitoring. This task also includes the management of sub-consultants, interfacing and communication
necessary to keep stakeholders fully and accurately informed. The assumed effort for this task is shown
within the attached fee estimate. As the full effort for this task is unknown, any efforts necessary above
and beyond the estimated effort will be considered additional services. If additional services for this task
are necessary, the Consultant will notify the Project Manager in advance of continuing services above
and beyond the estimated effort.
The Consultant shall submit invoices for progress payments using the MCDOT payment request form.

Quality Assurance/Control
All engineering calculations submitted to MCDOT shall be complete in detail and shall be checked. The
person checking the calculations shall not be the originator and shall be equally or better qualified than
the originator. All calculation sheets shall be initialed and dated by both the originator and the checker.
Discipline specific QA/QC is accounted for under the respective sections for each deliverable throughout
this scope of services.
The Consultant will follow the guidelines, processes, and quality control checklists for project
development as per the current Project Development Manual.
SECTION 200 DATA ACQUISITION
200.1
Project Research / Data Collection
The Consultant shall obtain available relative and relevant information impacting the project. This
information will include copies of design standards and guidelines, quarter section maps, as-builts within
the project area, previously prepared reports and studies, and other relevant documents (electronic or hard
copies). The assumed effort for this task is shown within the attached fee estimate. As the full effort for
this task is unknown, any efforts necessary above and beyond the estimated effort will be considered
additional services. If additional services for this task are necessary, the Consultant will notify the Project
Manager in advance of continuing services above and beyond the estimated effort.
The effort for this task includes TCE expiration research. Research and updates to the legal documents
shall be performed by MCDOT. Updates to the plans and estimate shall be performed by Consultant.
200.2
Review Acquired Data
No additional data is anticipated for this project but if new data is acquired that affects the project is
provided by MCDOT the Consultant will evaluate the extent of the changes or review necessary and
advise the Project Manager of the additional services required.
200.3
Identify Additional Information Needs
It is not anticipated that additional information will be needed for the project. No additional services are
included under this section.
200.4 Site Visit and Project Research
Site Visits
Site visits will be used for specific discipline research to gather additional field data that was not
acquired or may have changed since the field walks. The estimated effort associated with meeting
attendance, preparation, and note compilation time is provided in the attached fee estimate.
SECTION 300 LAND SURVEY
300.3
Supplemental Field Survey
The Consultant shall request supplemental survey services performed by MCDOT for features that may
have been recently constructed since the original survey or if the project scope or limits have been
increased. It is assumed that up to two supplemental field survey requests will be prepared and submitted
by the Consultant. MCDOT survey effort will consist of surveying the TT0345 tie-in and the Logic Park
development frontage. Additional survey requests will be considered additional services. If additional

services for this task are necessary, the Consultant will notify the Project Manager in advance of
continuing services above and beyond the estimated effort. The Consultant shall prepare the survey
request form and exhibits to communicate the topographic survey needs.
SECTION 400 PROJECT COORDINATION
400.1
Stakeholder Meetings
The Consultant will attend coordination meetings with the developments under construction on the SE
and SW corners of the 91st Avenue intersection as part of the estimated effort in the attached fee estimate.
Additional developments are anticipated along this phase of the project. The Consultant will attend
coordination meetings with future Developers as estimated in the attached fee estimate. In addition, the
Consultant will attend coordination meetings with property owners to discuss driveway construction
requirements and alternate access points as estimated in the attached fee estimate.
The Consultant will attend agency stakeholder coordination meetings with the City of Phoenix to discuss
the project details and construction.
The Consultant will meet with various utility companies including but not limited to SRP-I, SRP-D,
SRP-T, Cox, Century Link, AT&T and Southwest Gas.
If additional stakeholder meetings are required beyond what is provided in the attached fee estimate, the
Consultant will notify the Project Manager and request additional services be added to this scope of
work.
SECTION 500 UTILITIES AND RAILROAD
500.1
Verification of Existing Utility Base Map
MCDOT will contact Arizona 811 to obtain current utility maps in the project limits and provide the
maps to the Consultant. MCDOT will contact the surrounding agencies for utility maps and as-builts not
found in the Arizona 811 coordination. If additional effort is required by the Consultant to find the
necessary as-built information, the Consultant will notify the Project Manager and request additional
services be added to this scope of work.
MCDOT will provide the Consultant with an updated CAD utility base map. The base map will be
developed by MCDOT’s on-call utility locator using designation and locating techniques consistent with
Quality Level B. The Consultant will verify the utility locations in the utility base file against the current
utility maps provided by MCDOT.
500.2
Utility and Railroad Conflict Identification
The Consultant shall identify existing utility facilities that may conflict with the proposed
improvements and prepare a utility conflict spreadsheet as outlined in the project development manual.
In cases where direct conflict exists between existing utilities and proposed MCDOT work, the Consultant
shall indicate the proposed solution of the conflict on the plans. The Consultant will update the utility
basefile to show the conflicts in question.
500.5 Pothole Data on Plans, Profiles and Cross-Sections
500.5.1 Test Hole List
The Consultant will prepare SUE request forms and plan exhibits and QC the documents prior to
submittal. The Consultant will submit the forms and exhibits to MCDOT who will procure and manage
all utility locating services and subcontractors necessary for this project. The estimated number of

conflicts/potholes that will be needed are unknown. If the conflict resolution/pothole requests require
more effort than shown in the attached fee estimate, the Consultant will notify the Project Manager and
request additional services.
500.5.2 Update Plans
The Consultant will review the test hole report and update the utility basefile based on test hole findings
and perform a QC to ensure the utility basefile correctly matches the data from the test hole reports.
500.6 Proposed Utility Data on Plans, Profiles and Cross-Sections
The Consultant will update the proposed utility basefiles for TT0651 with new designs received from
utility companies once the final design is approved by MCDOT.
500.7 Utility Relocation Concepts with R/W and Easement Requirements
500.7.1 Utility Plans Review
The Consultant will provide high level reviews of the final designs from all utility companies yet to
complete their design. This includes SRP distribution, SRP Transmission, SRP Irrigation, COX and
Century Link. For each utility the Consultant will provide two reviews. If additional reviews are
necessary, the Consultant will notify the Project Manager in advance of continuing services above and
beyond the estimated effort and request additional services.
500.8 Private irrigation Relocation Concepts
The Consultant will coordinate with SRP-I and provide them CAD files of the updated designs for review
and comment. The original design from TT0345 will be extended further south as detailed in the Logic
Park 91 development plans. The Consultant will provide high level reviews of the final designs from
SRP Irrigation. The Consultant will provide two reviews. If additional reviews are necessary, the
Consultant will notify the Project Manager in advance of continuing services above and beyond the
estimated effort and request additional services.
500.11
Utility Relocation Plans
The Consultant will submit 60%, 95%, 100%, and sealed design plans to all utility companies for review
and archiving. The Consultant will be responsible for addressing comments from the utility companies.
500.11.1
Miscellaneous Exhibits and Correspondence
The Consultant shall prepare miscellaneous exhibits as part of the finalization of utility relocations.
These exhibits may include depictions of relocation alignments, locations for easements, locations for
stubs and service requests, etc. The assumed effort for this task is shown within the attached fee estimate.
As the full effort for this task is unknown, any efforts necessary above and beyond the estimated effort
will be considered additional services. If additional services for this task are necessary, the Consultant
will notify the Project Manager in advance of continuing services above and beyond the estimated effort.
500.11.2 -
Establishing Utility Service Connection
The Consultant shall review and update utility service request letters and resend to MCDOT for submittal
to the utility companies.
500.13 Utility Special Provisions
The Consultant will update the utility special provisions to comply with changes made with the TT0345
project and updates to the TT0651 project.

The Consultant will review the status of the SRP license process. The Consultant will perform
coordination to license the construction of the TT0651 improvements. The Consultant will include
licenses and license requirements in the special provisions.
SECTION 600 ENVIRONMENTAL
MCDOT is responsible for providing Environmental Clearance. It is assumed that all environmental
clearance efforts are completed except for updating the PISA which will need to be incorporated into the
project specifications and reviewing the extended project limits on the south end of 91st Avenue. The
Consultant will coordinate with MCDOT to include additional environmental language in the
specifications if additional evaluations are completed. If additional efforts are identified as a necessity
during the plan update MCDOT will provide these services accordingly. This task also includes the
coordination effort between the Consultant and MCDOT to determine how to incorporate Asbestos
Concrete Pipe (ACP) considerations into the special provisions to ensure the contractor has enough
information for the NESHAP report, should ACP be encountered in this phase of the project.
SECTION 700 ALTERNATIVE ANALYSIS
Alternative analysis is not anticipated for this project and is not included with this scope of services.
SECTION 800 TECHNICAL MEMORANDA AND REPORTS
800.1.2
Drainage Memorandum/Report
The Consultant will finalize the drainage report and design exceptions previously completed based on
the comments received prior to 8/17/18. If additional comments received after this date require significant
changes to the documents additional services will be requested. The Consultant will revise the report to
be a standalone report for this project.
No other technical memoranda and/or reports are anticipated or included within this scope of services.
SECTION 900 RIGHT OF WAY
It is assumed that the acquisition process is complete and that no additional meetings will be necessary to
coordinate the R/W acquisition process. No additional meetings are included within this scope of work.
It is assumed that changes to the design based on comments from property owners will not be necessary.
Therefore, no additional services are included within this scope of work for such revisions. This includes
design updates for driveway and all other roadway and landscape appurtenances. It is also assumed that
no additional R/W will be required or coordinated with private utility companies.
MCDOT will update R/W documents based on current understanding of property ownership and
linework. The Consultant will review the R/W documents and update the plans and CAD files to match.
If ownership changes before construction, MCDOT will be responsible for updating the R/W documents
and informing the Consultant. The Consultant will update the plans for the R/W documents to the
amount shown in the attached fee estimate. If the revisions necessary require more effort than shown in
the attached fee estimate, the Consultant will notify Project Manager and request additional services.
SECTION 1000 PLANNING
Planning is not anticipated for this project and is not included with this scope of services.

Sealed Plans
The CAD format for the Plans will follow the MCDOT format used on earlier submittals. The number
of plan sheets anticipated for the project are expected to increase. If no work appears on a plan sheet after
a revision is requested, the sheet will not be deleted from the plan set. However, a note will be added to
alert the contractor that no work is required in that area. Revisions to the plans will be necessary to match
revisions completed on the TT0345 project, updated utility alignments, early private irrigation relocation
construction and constructability comments which are anticipated once MCDOT selects a Construction
Manager. The estimated number of plan sheets that will need to be updated are unknown since final utility
plans and constructability comments have not been received. If the revisions necessary require more
effort than shown in the attached fee estimate, the Consultant will notify Project Manager and request
additional services.
The Consultant will check the design against the current design standards at the time of the submittal and
update the plans to work with the latest construction details for all disciplines.
Specific design changes that are anticipated with the update of the plans are as follows:
•
The Consultant shall coordinate to finalize the lighting plans as estimated in the attached fee
estimate. The lighting plans may need to be updated to match Phase 1 fixtures and poles which
will be coordinated with the maintaining agencies during the final update of the plans.
•
TT0651 plans will be checked against Logic Park and Phoenix Logistics as-builts and survey to
ensure compliancy with design. If design changes require more effort than shown in the
attached fee estimate, the Consultant will notify Project Manager and request additional
services.
•
TT0651 plans will be checked against TT0345 tie-in as-builts and supplemental survey. If
design changes require more effort than shown in the attached fee estimate, the Consultant will
notify Project Manager and request additional services.

The Consultant will update the project plans based on future developments that start construction during
the design phase of the project. The estimated number of future developers that will need plan reviews is
unknown. If the plan revisions or reviews of the proposed development plans necessary require more
effort than shown in the attached fee estimate, the Consultant will notify Project Manager and request
additional services.
