BWS Architects Elections Project No. 1925.000 Recorders Project No. 1925.100 Maricopa County Elections and Recorders Safety and Security Improvements Meeting Date: Thursday, October 3, 2019 @ 1:00 pm Meeting Purpose: SD Estimate Review Location: Facilities Management Department Liberty Conference Room Attendees: Maricopa County: Paul Corens, Seth Bouman, Rich Wegele Elections & Recorders: Scott Hadley, Keely Varvel, Richard Greene BWS Architects: Sue Gray, Erin Giles SD Estimate Meeting Minute 10 10.0 Budgets for the Security Hardening project’s and the schematic design documents were reviewed. a. The projects were priced as separate elements within a cost range. b. Soft Costs, Furniture, Fixtures and Equipment are included in the numbers. c. Escalation is not included in these costs. If elements are deferred to another fiscal year, current escalation rates are trending at 3.5% to 4%. 10.1 Election’s Ballot Vault and New Server Room Documents a. Dry suppression requires these two rooms be sealed and doors swing out. b. Security camera locations are shown as a place holder for pricing. Moving forward, we will get feedback if they can tie into the existing analog system or if they will be on an upgraded digital system. c. The existing wall in the BTC may be removed. Outlets have been shown – moving forward, we will need to coordinate outlets at the Duplication Stations. Outlets will be added to the Ballot Vault. d. Space for 61 pallets are shown. The County anticipates they will need space for the storage of 2.3 million ballots over the next 4‐6 years. Ballots are getting smaller. 10.2 Election’s Lobby: North and South a. Hardening extent was reviewed. Secure pass‐throughs are included at the counter. b. The extent of bullet proof glass at the counter was priced with a cost deduct to reduce the amount of glass. Since the price was nominal, the cost shown today reflects the preferred option that is like the current condition. 10.3 Recorder’s Lobby a. Two smaller offices are preferred to an open space or one large office. b. Panic buttons are included at all counter stations, including the Election’s lobbies. 10.4 BWS will send the County an Executive Summary and Abridged version of the documents for Elections and Recorders review. a. They will review and provide comments and direction by October 15th. 10.5 Next Meeting: October 15th, 2019. These are estimates based on schematic designs. Final costs may change due to changes in scope, design, and/ or final contractor estimates. Cost savings might be realized if projects are authorized at the same time. 1) Election’s vault and new server room: $657,000 - $723,000 2) Election’s North lobby: $449,000 – $501,000 3) Election’s South lobby: $180,000 – $203,000 4) Recorder’s lobby: $496,000 – $550,569 Facilities is aware that, if these construction projects are authorized, certain areas may only be available for short periods of time during the calendar year. Next steps may include authorizing BWS Architects to complete aspects of the various designs and engaging a contractor for estimating and scheduling.
