RE:
Letter of Concurrence for Project Lagerhaus
Dear Ms. McCarthy:
The City of Glendale is supportive of the Greater Maricopa County FTZ No. 277
project. We believe that the Zone is an excellent vehicle for attracting, expanding and
maintaining business opportunities within our community. Project Lagerhaus is
constructing a facility within the Woolf Logistics Center, immediately adjacent and south of
RRB Beverage Operations, Inc.'s facility at 1051 N. Reems Rd. in Glendale, AZ, which is
situated on 67.50 acres, and Project Lagerhaus is requesting FTZ designation within FTZ
No. 277. This new facility will bring new jobs and opportunities to the region.
The acreage being proposed for development and Zone designation has recently been
annexed into the City of Glendale. The City of Glendale is fully aware of the fact that FTZ
designation for a bona fide user allows tax reclassification to Class 6, and we are
comfortable with the new revenues that come from such classification.
It is our desire to support FTZ designation as an opportunity for job creation and economic
development activity in our city. This letter will serve as our official letter of support for
Project Lagerhaus.
Sincerely,

RE: Letter of Concurrence for Project Lagerhaus Zone Application
Dear Ms. McCarthy:
The Maricopa Community College is supportive of the Greater Maricopa Foreign-Trade Zone, Inc. (FTZ
or Zone) No. 277 project. We believe that the Zone is an excellent method for attracting, expanding and
maintaining business opportunities within our community.
Maricopa Community College wishes to express our support for the Usage-Driven Site Application being
submitted by the Greater Maricopa FTZ No. 277 to designate Project Lagerhaus's distribution and value-
added facility within the Woolf Logistics Center, immediately adjacent and south of RRB Beverage
Operations, Inc.'s operation or facility at 1051 N. Reems Rd. in Glendale, AZ., as an FTZ. We believe
that this new facility will have an overall positive economic impact on Maricopa County.
We strive to provide area businesses with incentives that will enable them to be as competitive as possible
and encourage Zone participation to qualifying Users. The increase in business investment and activity
resulting from this new FTZ site will benefit Maricopa County by creating new jobs, generating new tax
revenue and facilitating new growth opportunities.
Although we are aware of the tax issues involved in the establishment of an FTZ site, we believe this new
site will provide the region with increased economic activity, and for this reason, we concur with the
Federal Exemption. Future development, new employment and increased international trade will benefit
the entire Greater Maricopa area.
Therefore, we fully support the Project Lagerhaus application to become a Usage-Driven Site within FTZ
No. 277.

Dear Ms. McCarthy:
The Western Maricopa Education Center (West-MEC) is supportive of the Greater Maricopa County FTZ
No. 277 project. We believe that the Zone is an excellent vehicle for attracting, expanding and
maintaining business opportunities within our community.
Project Lagerhaus is proposing Usage-Driven FTZ Site designation at their new facility being constructed
within the Woolf Logistics Center, immediately adjacent and south of RRB Beverage Operations, Inc.'s
operation or facility at 1051 N. Reems Rd. in Glendale, AZ. They are requesting to designate 67.50 acres.
This new facility will bring new jobs and opportunities to the region.
We are completely aware of the fact that FTZ designation for a bona fide user allows tax reclassification

desire to support FTZ designation at locations within the communities we serve with the best opportunity
for economic development and job creation. This letter will serve as our official letter of support for

Re:
Letter of Concurrence for Project Lagerhaus Zone Application
Dear Ms. McCarthy:
Electrical District Number Seven is supportive of the Greater Maricopa FTZ, Inc.
Zone No. 277 project. We believe that the FTZ is an excellent opportunity for attracting,
expanding and maintaining business growth within our community. Project Lagerhaus is
requesting Usage-Driven FTZ designation for their new facility on 67.5+/- acres located
immediately adjacent and south of the RRB Beverage Operations, Inc.'s newly approved
Site 15 at 1051 N. Reems Road in Glendale, Arizona. Project Lagerhaus will occupy
approximately 67.5 acres within the Woolf Logistics Center.
We are aware of the tax re-classification implications involved in the establishment
of this FTZ site, but understand that this new manufacturing facility with Zone designation
will actually net us an increase in tax revenue, even with the FTZ status. New employment
and increased international trade will benefit Electrical District Number Seven and the
entire region, therefore, we have no objection to the FTZ designation.

Sincerely,
R. D. Justice

Project Lagerhaus’s new operations being constructed on 67.50 acres and located immediately adjacent
and south of RBB Beverage Operations, Inc.’s facility at 1051 N. Reems Road in Glendale, AZ.
The District wholeheartedly supports this kind of international development and we fully understand the
