MCSO Impaired Driving 
The goal of the Maricopa County Sheriff's Office Impaired Driving unit is to investigate and enforce 
infractions of Arizona law specific to impaired driving while continuing to train and teach deputies drug 
and alcohol detection in an effort to consistently increase organizational enforcement, and prevent or

Maricopa County is continuing to experience growth which has a significant impact on traffic related 
problems within the County. Along with the increase in population and the amount of roadways within 
the Sheriff's Office jurisdiction, MCSO is experiencing a high amount of vehicular traffic in contract 
towns and throughout Maricopa County. Traffic related collisions have increased as a result of the 
increase in population. The amount of alcohol and drug related fatal collisions have also increased over a 
period of time. In 2016, Maricopa County had 453 fatal collisions (181 w/alcohol) and in 2018, there 
were 467 fatal collisions (163 w/alcohol). Over a two year period, this is an increase of 3% with 9% 
decrease in alcohol related fatalities. Maricopa County is also the most densely populated county within 
Arizona with over 4 million residents. Detection and removal of impaired drivers from the roadways is 
critical; therefore, it is crucial to the safety of all the motorists driving on the roadways. 
 
The Maricopa County Sheriff's Office has an enormous responsibility to protect our community from 
impaired drivers by providing DUI and alcohol related traffic enforcement. Detection and removal of 
impaired drivers from roadways is a focal point and of paramount importance in the goal of  providing 
safety to motorists driving throughout the County. Over the past few years statistics indicate law 
enforcement agencies throughout the nation, and within Maricopa County, have had difficulty in 
identifying and recruiting interested applicants for the job of law enforcement professional  As a result, 
MCSO has experienced challenges filling staffing vacancies. Until recently personnel numbers have 
remained static in patrol, causing command to allow for less resource allocation specifically assigned 
solely to traffic enforcement. Increased efforts in recruitment in late 2019 and early 2020 have shown to 
be promising with staffing vacancies decreasing.  As efforts continue and staffing allows, it is the goal of 
MCSO to implement a traffic unit focused on the enforcement of traffic laws and impaired driving.    
 
When patrol personnel are enforcing traffic laws related to impaired driving, it can take several hours to 
process a suspect in addition to time spent transporting to a jail.  With a temporary reduction in 
volunteer support staff, MCSO is now relying on Detention Support to assist with booking, fingerprinting 
and prisoner transports to the jail facilities.  This has allowed Deputy Sheriff's to return to patrol more 
rapidly, which improves visual presence and overall efficiency of Task Force Events.   
 
MCSO will continue to participate in DUI Patrols throughout the year with the East and West Valley DUI 
Task Forces.  These events are effective as there are multiple agencies collaborating, along with 
specialized resources in DRE and Phlebotomy.  Historically MCSO has used our Mobile Command Post on 
the Salt River, Lake Pleasant Park and Phoenix International Raceway. Maricopa County spans 
approximately 9,226 square miles and Command Post locations are as far away as 50 miles from County 
booking facilities.  For improved efficiency, a mobile DUI Van and Booking Van has been utilized in an 
effort to aid participating law enforcement agencies in returning to patrol and enforcement activities.

MCSO will participate in both the East and West Valley DUI Task Force.  These events include; 
Halloween Week, NASCAR Weekend and Thanksgiving.  MCSO will also participate in the Holiday DUI 
Task Force Schedule that spans from late November until New Years Eve.  MCSO will provide DREs and 
Phlebotomists for Task Force Events.  MCSO will also provide instructors as needed for HGN, ARIDE, 
and DRE.  During the month of October and November, MCSO will be hosting out of state students for 
DRE Cert Nights at Maricopa County Jail Facilities.  This includes providing instructors as needed for 
DRE Cert Nights.  MCSO will also obtain a purchase order for PBTs and other equipment.

Scottsdale, Waste Management Open in Scottsdale, and St. Patrick's Day Week.  We will also be

community events called Know Your Limit.  A majority of these events will take place in Scottsdale at 
Barrett Jackson and the Waste Management Open.  MCSO will provide education on alcohol 
consumption and the consequences of impaired driving.  MCSO will also provide instructors for HGN, 
DRE, ARIDE as needed by other agencies.  MCSO will also be hosting DRE Cert Nights throughout this 
quarter with out of state students at Maricopa County Jail Facilities.  This includes providing  instructors 
and support for out of state instructors as needed.

MCSO will participate in DUI Patrols at Arizona Bike Week in Cave Creek, Cinco De Mayo and Memorial Day Week.  
This includes both the East and West Valley DUI Task Force and involves scheduled task force details.  MCSO will 
also participate in 1 HGN/ARIDE School and provide instructors as needed.  MCSO will also host DRE Cert Nights at 
Maricopa County Jail Facilities for out of state students coming to get certified as DRE's.  DRE's, Phlebotomist's and 
Instructor's will be provided to agencies who are hosting impaired driving course work in Maricopa County.  All other 
equipment (PBTs, calibration units and supplies) will be received and issued out to patrol districts for deputies in the 
field.   Two DRE students will be selected to attend the Borkenstein Courses.

During the final quarter, MCSO will participate with both the East and West Valley DUI Task Forces during July 4th 
and Labor Day Weekends.  During these two holiday weeks, MCSO will conduct DUI Patrols on the Lower Salt River.

Maricopa County.  MCSO will also be hosting DRE Cert Nights in the New Intake Jail facility with other states.  Two

This funding will be used to support all overtime hours related to impaired driving.  Deputies work DUI 
Task Force Events and Saturation Patrols and there is a need for overtime funding to be able meet our 
goals.  Deputies who are DREs and Phlebotomists also rely on overtime funding for call outs on Vehicle 
Crimes Unit (VCU) cases and for the Patrol Districts.  Detention Officers and Civilian Employees are used 
in a variety of different functions to include, DUI Task Force Events, HGN and DRE School Training and 
Booking/Processing Vans.  These funds are crucial to the continued growth of the program in order to 
bring the Maricopa County Sheriff's Office back to a renowned DUI/DRE enforcement program.

1) The Borkenstein Alcohol  Course.  The primary emphasis in most of the presentations is on alcohol in 
relation to traffic safety, covering basic alcohol chemistry and physiology, principles of measurement of 
alcohol in blood and breath, and presentation of alcohol information in the courtroom. 
2)  The Borkenstein Drug Course covers topics related to the pharmacology of drugs and their effects on 
psychomotor performance and driving.  This is the most advanced course available anywhere for 
toxicologists and law enforcement professionals in this topic of growing concern. 
3)  IACP DRE Conference.  Annual Training Conference for DRE's to attend for continuing education on 
Drugs, Alcohol and Impaired Driving.
