Police Traffic Services-Selective Traffic Enforcement, Aggressive Driver Enfor.
Funds for agency overtime will be used for reckless and / or aggressive driver education and 
enforcement, speed related patrol enforcement activities, DUI enforcement / alcohol violations and 
school speed zone and construction zone enforcement.  
 
Funds for equipment will be used for the purchase of 10 Eagle III radar units to be installed in patrol 
vehicles in each of the Districts throughout the County. The vehicles will be used to enforce aggressive 
driving and speed related violations. They will focus on areas with high percentages of accidents and 
other traffic related concerns based upon statistical data and area needs. These units will also be utilized 
to enforce speed limits during enforcement details in more sensitive areas such as school zones and 
work zones.

The United States Census Bureau reports that Maricopa County is and has been one of the fastest 
growing Counties over the past several years with an estimated population of 4.4 million residents. 
Maricopa County has a current growth rate of 1.74% or an average daily growth of more than 200 
residents. In 2018 Maricopa County added an estimated 81,244 new residents. In addition Arizona had 
approximately 45.5 million overnight visitor and tourists in 2018 according to the Arizona Office of 
Tourism. This has a significant impact on traffic related issues throughout the county. The ever growing 
population and roadway infrastructure within Maricopa County results in an extremely high number of 
motor vehicles traveling throughout the county during all times of day and night. The increased 
population and volume of traffic has directly impacted the increasing number of reckless driving 
incidents, aggressive driving incidents, road rage incidents, accidents and other traffic related issues that 
put the general public at risk of injury and / or death.  
 
Maricopa County is the most densely populated county in Arizona containing nearly 80% of the State’s 
population leading to an overwhelming responsibility to provide the appropriate traffic related 
enforcement for all who live in and visit our county. The detection and removal of reckless, aggressive 
and distracted drivers from our roadways is critical to the safety of all citizens driving upon the roadways 
of this county.  
 
Until recently Deputies only conducted traffic enforcement on a time permitting basis utilizing fully 
marked patrol vehicles. The visibility of Deputies is effective in itself however, once a Deputy is no longer 
in a particular area or is busy with calls for service the bad driving behaviors resume. Additionally, the 
Sheriff's Office receives dozens of calls per year regarding street racing, aggressive or reckless driving as 
well as road rage but these calls for service are reactive in nature and often are not located due to the 
delay in reporting and response. Due to staffing constraints the Sheriff’s Office does not currently have 
an established “Traffic Unit”. However, in our commitment to the citizens of this county and state each 
District has dedicated a full time “Traffic Car” in order to effect positive change in the areas they serve.  
Funding obtained through GOHS will not only magnify these efforts but will equip the Deputies with the 
tools to effectively and efficiently conduct traffic enforcement and ultimately move the needle toward 
the achievement of the goals and objectives set forth in this proposal. The funding will allow the Sheriff’s 
Office to plan enforcement activities in areas identified through statistical data as high accident 
occurrence areas or high speed areas during the times when most of the incidents occur. Furthermore, 
Deputies can utilize the equipment to employ different tactics during enforcement events in order to 
identify the highest possible rate of offenders. These tactics include the use of unmarked vehicles 
and/or new technology that allows Deputies to more precisely identify offenders before they 
themselves are identified. Continued on supplemental page

MCSO will conduct a minimum of 1 community outreach event per quarter focusing on aggressive 
driving, reckless driving, road rage, occupant safety and distracted driver education.
MCSO will allocate 30 overtime hours per month to identify, combat and enforce traffic laws relating to 
street racing, exhibition of speed and occupant safety.

equipment to the office of Procurement by November 30th, of the grant year.

in overtime and ERE costs for selective traffic enforcement details and 50 hours per month in overtime
