The requested equipment is intended to improve the investigation and documentation of scenes. The overtime funding will be used to respond to and investigate traffic collisions within the jurisdiction of the Maricopa County Sheriff's Office, which also currently includes nine contract cities. MCSO VCU will also assist other law enforcement agencies with similar investigations upon request. The overtime will also be used to enhance prosecution of violator drivers by assisting prosecutors. ARIZONA GOVERNOR'S OFFICE OF HIGHWAY SAFETY Grant Application for Law Enforcement Projects AI - Accident Investigation 4 of 13 The Maricopa County Sheriffs Office is always seeking ways to improve the investigation of crashes involving speeding, impaired, and/or hit and run drivers. This is especially true when dealing with traffic collision investigations that caused serious injuries or deaths. Vehicles involved in fatal or serious injury traffic collisions often travel above the posted speed limits which requires thorough investigations by the Vehicular Crimes Unit to identify causal factors of these incidents. We attempt to determine the speed of the vehicles involved on almost every collision investigated. The ability to accurately reconstruct speeds of vehicles involved in collisions results in charges and/or citations which include: 2nd degree homicide, manslaughter, negligent homicide, aggravated assault and multiple felony, misdemeanor and speed violations. During the past decade, we have seen a significant change in the prosecution of speed related traffic collisions and there have been numerous charges filed against the violator drivers. This increase in prosecution has raised the level of expectations related to these investigations by the victims and the county attorney’s office. These expectations require more thorough investigations which can create overtime issues for the VCU. The Vehicular Crimes Unit is also responsible for investigating impaired driver related serious injury, life threatening and/or fatal traffic collisions for the Sheriff’s Office. These types of investigations are time consuming and require us to be very thorough, which contributes to incurring overtime. If the impaired driver survives the collision he/she can face charges including homicide, manslaughter, negligent homicide, aggravated assault, endangerment, aggravated DUI and/or misdemeanor DUI. The unit has not upgraded to new software or documenting and/or diagramming equipment in many years. Prosecutors, juries and victims expect a higher level of investigations these days and MCSO VCU needs to improve in our abilities to preserve evidence. A new FARO laser scanner would greatly improve our documenting abilities at night and ensure the unit is keeping up with current technology. MCSO VCU is sometimes requested to assist smaller valley agencies with investigating their jurisdictional incidents. These agencies ask us to respond to their scenes to assist them with issues such as, but not limited to, accident reconstruction, evidence collection, training and diagramming. We also assist them with search warrants and technical advice whenever requested. The Maricopa County Attorney’s Office also sometimes requests our unit to assist with other law enforcement agencies cases to enhance the possibility of successful prosecutions. Another important part of prosecuting these cases occurs in the courtroom and conducting further investigations at the request of MCAO prosecuting attorneys. MCSO VCU detectives are specially trained to conduct the further investigations and to testify and assist prosecutors in various court proceedings. SECTION C: Goals and Objectives – Accident Investigation In the spaces below, create 2 to 4 quantifiable goals that will relate to your agency's problem identification as stated in Section B‐2. The 2020 Federal Fiscal Year begins on October 1, 2020 and ends on September 30, 2021. Enhance the current investigative capabilities of the Vehicular Crimes Unit in approximately twenty impaired, hit and run and/or speed related traffic collisions during FFY 2021. 2. Assist other law enforcement agencies with approximately four different investigations of fatal and/or serious injury traffic collisions involving impaired, hit and run, and/or speeding drivers. 3. Aid the prosecutor's office by being able to better prepare criminal driver cases for trial, etc. in about four different cases throughout the year. 4. Send a minimum of two detectives to specialized training in the areas of traffic collision reconstruction and investigation. If awarded, the total overtime funding request of $60,200.00, would support approximately one hundred eighty overtime hours per quarter to increase the investigative and arrest capabilities of the unit. This overtime funding would also allow the detectives to assist other law enforcement agencies with their investigations of fatal and/or serious injury collisions. The Vehicular Crimes Unit will also provide statistics on the number of cases and/or citations sent to the County Attorney's Office for prosecution of speed, hit and run, and/or impaired driver related traffic collisions. MCSO plans to utilize $1,250 per quarter to send VCU detectives to collision investigation training. MCSO plans to purchase the FARO scanner and software within the first quarter of FFY 2021. $ 16,300 The requested overtime funds would allow MCSO to work the hours needed to ensure thorough and complete investigations, instead of ceasing activities once the investigator has reached his/her 40 hours for the week. If awarded, the total overtime funding request of $60,200.00, would support approximately one hundred eighty overtime hours per quarter to increase the investigative and arrest capabilities of the unit. The training funding is necessary to ensure thorough investigations of fatal, life threatening, and injury traffic collisions that involve impaired, speeding, and or hit and run drivers by training detectives on the proper ways to investigate and reconstruct. The majority of the training will be conducted by the Institute of Police Technology and Management (IPTM). The majority of IPTM's schedule for next year has not been published yet, so I am unable to give course names, number of courses VCU detectives plan to attend, number of detectives we plan to send to classes, etc. for this request at this time. The funding will be used for course costs only. There will be no funding used for travel expenses without prior approval from GOHS. The unit has not updated software for numerous years and this will update the unit to an improved software program. Also included is the ability to use the software on mobile data computers on scene to ensure proper documentation of the incident. There is also an upgrade for both the 3D (2 full licenses) and 2D (7 full licenses) versions of the software, so we can stay current for the next four years. The accessories are specifically being requested with the purchase of the FARO laser scanner. (Please see FARO quote for further details on the accessories). The FARO system and related software will improve our evidence collection abilities on scene and minimize our chances of overlooking evidence and/or improperly documenting fatal, life threatening, and/or serious injury traffic collisions that involve impaired, speeding, and/or hit and run drivers.
