Jefferson, 10th Floor Phoenix, AZ 85003 BOARD OF SUPERVISORS The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Special Session at 9:00 AM on Friday, February 14, 2020, in the Supervisors’/Sullivan Conference Room, 301 W. Jefferson, 10th Floor, Phoenix, AZ 85003, with the following members present: Clint Hickman, Chairman, District 4; Jack Sellers, Vice Chairman, District 1; Steve Chucri, District 2; Bill Gates, District 3; Steve Gallardo, District 5. Also present: Fran McCarroll, Clerk of the Board; Kelly Gardiner, Minutes Coordinator; Reid Spaulding, Deputy County Manager; and Andrea Cummings, Legal Counsel. 1. EXECUTIVE SESSION Vote to convene in Executive Session to consider the items on the Special Executive Agenda dated February 14, 2020, for Board of Supervisors and relevant Special Districts pursuant to the statutory authority listed for each item. Motion to approve by Supervisor Gates, seconded by Supervisor Chucri Ayes: Sellers, Chucri, Gates, Hickman, Gallardo Chairman Hickman convened the Board in Executive Session MEETING RECESSED Chairman Hickman recessed executive session to reconvene in open session. OPEN SESSION RECONVENED Chairman Hickman reconvened open session to consider the following agenda item. 2. MARICOPA COUNTY V. OFFICE DEPOT Take action as directed in executive session on February 14, 2020, regarding Maricopa County v. Office Depot, 2:14-cv-01372-HRH (D.Ariz.)(C-06-20-398-S-00) Supervisor Sellers made a motion to approve the Settlement Agreement and mutual Special Meeting Minutes Friday, February 14, 2020 Page 2 of 3 release of alleged claims in the matter of Maricopa County v. Office Depot, Inc., seconded by Supervisor Gates Ayes: Sellers, Chucri, Gates, Hickman, Gallardo OPEN SESSION RECESSED The Chairman reconvened the meeting in Executive Session. EXECUTIVE SESSION RECONVENED After discussion in Executive Session, the Board reconvened in Open Session. OPEN SESSION RECONVENED The Chairman reconvened the Board in the Board of Supervisors Conference Room. 3. CONSIDERATION OF APPOINTMENT OF THE MARICOPA COUNTY ASSESSOR Consideration of appointment to fill the vacancy in the Office of Maricopa County Assessor. (C-06-20-393-7-00) Supervisor Chucri made a motion to approve the appointment of Councilmember Eddie Cook to the position of County Assessor upon his resignation, and effective upon the acceptance of his resignation by the Town of Gilbert, seconded by Supervisor Sellers Ayes: Sellers, Chucri, Gates, Hickman, Gallardo Supervisor Chucri thanked Chairman Hickman and Supervisor Gates for their leadership during the process. Supervisor Chucri stated he was impressed by all five of the finalist candidates who applied, each with their individual talents. This appointment of a new County Assessor is a new beginning for Maricopa County. Supervisor Chucri thanked Lesley Kratz, saying she is “the vault” of knowledge and expertise concerning the Assessor’s Office. He also thanked Bill Wiley for stepping in as the Assessor’s Acting Administrator during this transition. Supervisor Chucri stated he has known Mr. Cook for eight years and said he is the right leader at this time. He has an engineering background and is a tactician which makes him an excellent choice for the County Assessor. Supervisor Chucri stated Mr. Cook’s expertise will be valuable in moving the Assessors’ MARS Project to completion. Supervisor Gates agreed with his colleagues and thanked the entire Assessor’s Office for working so well together during this difficult time. He thanked Ms. Kratz, and Mr. Wiley for their leadership during the process. He said he is excited to support Mr. Cook as the next County Assessor. Supervisor Sellers said he appreciates Mr. Cook’s quiet leadership style and echoed the sentiments of the other Supervisors. Chairman Hickman thanked Supervisor Gates for his steady leadership as this situation unfolded last year. He stated he believes Mr. Cook is prepared to lead this new beginning with the Assessor’s Office. Chairman Hickman said Mr. Cook will bring great leadership to an office of great leaders. He welcomed Mr. Cook who came forward for comment. Mr. Cook said he was thankful to God for his blessings. He thanked the Board and said he was honored and humbled to have their support. Mr. Cook stated he was proud to be part of a team that is outstanding in this region. He said the Town of Gilbert recognizes Special Meeting Minutes Friday, February 14, 2020 Page 3 of 3 Maricopa County’s excellent leadership. Chairman Hickman asked Mr. Cook what the anticipated timetable would be to complete his service with the Town of Gilbert. Mr. Cook stated he would like to have this position effective February 19, 2020. He said that would allow him to attend his last Town Council meeting on Tuesday February 18, 2020. He said that would give him the opportunity to say thank you and good bye to the wonderful staff and colleagues he has served with for nine years. Supervisor Chucri said the Board looks forward to working with Mr. Cook and the Maricopa County family will welcome him as well.
