Dear Constable Ethics Standards and Training Board, 
The Maricopa County Constables are applying for the announced FY20 Grant Cycle IV-Equipment 
Grant. Enclosed is a copy of the FY20 Grant Cycle IV-Equipment Grant Application (1 Original and 1 
electronic copy) and documentation for the same. 
Maricopa County Constables are an agency of Maricopa County government and qualify to apply for 
the announced equipment grant. The grant application requests the sum of $1,205.30 including tax to 
allow Constables in Maricopa County to have practice ammo. 
I am not requesting any advance payment. 
Should you have any questions, please contact me, as I will be happy to respond or to attend any 
meeting in person to satisfy those questions.

IV. Grant Application Package Materials A. Statement of Applicant Eligibility INSTRUCTIONS: Please 
describe the nature of your organization and explain how you are eligible to apply for the Board 
Equipment Grant Program. Please limit your response to no more than 1,000 words and attach as 
exhibits accompanying documentation of your eligibility. 
Response: 
The Maricopa County Constables Office consists of 26 elected and/or appointed Constables and eight 
Deputy Constables. 
An attachment containing the names of the Maricopa County Constables and Deputy Constables is 
being provided. Also attached is a copy of agenda item #C-25-07-002-0-00 voted on by the Maricopa 
County Board of Supervisors authorizing the implementation of a five-dollar writ fee pursuant to 
A.R.S. 22-138 as required by the Constable Ethics Standards and Training Board which shows that 
Maricopa County is participating in the collection of writ fees that fund grants for the Constable 
Ethics Standards and Training Board. 
INSTRUCTIONS: Please describe completely the project you propose to complete if awarded a Board 
Equipment Grant. Be complete in your description of the project. At a minimum, your response must 
contain: 1. A detailed description of the proposed project. 2. An explanation of needs for equipment 
purchases. 3. An explanation of outcomes to be expected from the funding proposal. 4. An explanation 
of how grant funds will be used (this is not a substitute for the project budget required in Section IV.C). 
Response: 
1. All Maricopa County Constables, and Deputy Constables, who are firearms certified will use this 
ammunition for qualification practice and qualification with their firearms. A minimum score of 210 
out of a perfect score of 250 must be met in order to carry a firearm in Maricopa County. 
2. This ammunition will help Constables and Deputy Constables in Maricopa County with firearms 
proficiency and qualifications, which in turn will ensure their safety while serving both civil and 
criminal process. 
3. With the purchase of this ammunition it is expected that for the next year all Constables who 
attend our semi-annual qualifications will be able to both practice and qualify with this ammunition. 
All Constables who carry firearms must qualify at least one time per year to carry a firearm. The 
ability to carry a firearm will help ensure the safety of all Constables while they carry out their duties 
serving civil and criminal process. 
4. This ammunition will be used for all Constables who attend our semi-annual firearms training 
ammunition to practice and qualify to meet the minimum requirements set forth for peace officers to 
carry a firearm on and off duty. 
C. Project Budget INSTRUCTIONS: Please submit a detailed budget for the project, including specifically: 
1. The FY20 equipment grant objectives that relate to this project and funding; identify a projected date 
for accomplishing each task associated with expending the funding. 2. A description and outline of 
equipment to be purchased if granted funding. 3. The projected number of constables to benefit from 
the proposed equipment purchases. 4. All estimated expenditures (including tax) from three (3)

different vendors for each type of item to be purchased. You must also attach all supporting bid 
documentation. S. All funding sources and amounts that will be utilized to complete this project by the 
projected completion date. 
Response: 
1. The funding for the purchase of ammunition will be a onetime payment to Combat Cartridge 
located in Overgaard, Arizona. The Maricopa County Constables and Maricopa County use Combat 
Cartridge for procurement of ammunition. This is the only bid we are submitting. See attached 
invoice. The funding will take place within 30 days of acceptance of this grant. 
2. The ammunition purchase through Combat Cartridge is 4000 rounds of Remington 9 MM — 115 
grain and 1000 rounds of Winchester 45 ACP 230 grains. 
3. The projected number of Maricopa County Constables and Deputy Constables to benefit from the 
purchase of this ammunition is 26. 
4. The ammunition purchase through Combat Cartridge is 4000 rounds of Remington 9 MM — 115 
grain at $189 per 1000 rounds. 1000 rounds of Winchester 45 ACP 230 grains at $380 per 1000 
rounds. Tax for the entire purchase is $69.30, for a total of $1,205.30. The Maricopa County 
Constables procures ammunition from Combat Cartridge as its only vendor. We will not be submitting 
three bids. 
5. The only funding source for our ammunition is through the Constables Ethics, Standards and 
Training Board equipment grant. The total for the ammunition and tax is $1,205.30. The ammunition 
will be purchased within thirty days of this equipment grant acceptance from the Constables Ethics, 
Standards and Training Board. 
D. Project Performance Measures INSTRUCTIONS: Please identify performance measurements that you 
will use to illustrate the outcomes of your proposal, if selected for funding. The following performance 
measures must be included at a minimum for consideration. The performance measurements you 
identify in this section, as approved by the Board, will become provisions of your grant contract if the 
Applicant is selected as a Board Equipment Grant Program Grantee. The performance measurements 
must demonstrate how the proposed project will meet the program goals described in this Request for 
Grant Applications. Minimum performance measurements for each project shall include: 1. The total 
number of constables and deputy constables that will benefit from the equipment funding; 2. The 
estimated savings to your government entity that would result from awarding the requested grant; 3. 
How the safety of constables and deputy constables would be improved by awarding the requested 
grant; and 4. How the execution of constable duties would be improved by awarding the requested 
grant. 
1. The total number of Constables and Deputy Constables that will benefit from the equipment 
funding in Maricopa County are 26. The total number of Deputy Constables in Maricopa County is 8. 
2. The estimated savings from the Constables Ethics, Standards and Training Board awarding this 
grant to Maricopa County would be $1,205.30. 
3. The safety of all Maricopa County Constables and Deputy Constables would be improved by the 
awarding the requested grant by increasing firearms proficiency and firearms safety. Firearms

proficiency is reached through building up muscle memory and the repetition of firing firearms. Thus, 
benefiting the citizens of Maricopa County because Constables and Deputy Constables will be 
refreshed on proper techniques and accuracy. 
4. The execution of Constable and Deputy Constables in Maricopa County would be improved by 
awarding the requested grant by building the correct muscle memory of the proper techniques of 
handling, drawing and firing each Constable and Deputy Constables firearm. 
E. Request for Advance Payment & Justification INSTRUCTIONS: As described in the Request for Grant 
Applications, grant awards are typically disbursed as reimbursements for expenses incurred in the 
completion of projects. However, the Board will consider requests for Advance Payment of funding 
pursuant to the provisions of the Request for Grant Applications. If you require advance payment, 
please identify what portion of the project budget is being requested in advance and clearly explain the 
reason(s) why an advance is required for the completion of the project. Please note that if your request 
for advance payment is approved, you will be subject to the terms outlined in section III.B of the 
Request for Grant Applications. 
Response: 
The Maricopa County Constables do not request advance payment of funds.
