29 January 2020 Constable Ethics, Standards and Training Board 818 North First Street Phoenix, Arizona Dear Chairman Scott Blake, I am applying for an announced FY20 Grant Cycle VI-Outside Training Grant. Enclosed is a copy of the Outside Training Program Application (1 Original and I electronic copy) and documentation for the same. Maricopa County Constables are an agency of Maricopa County government and qualify to apply for the announced training grant. The grant application requests the sum of $2,380.31 to allow Constable Lennie McCloskey to travel to the National Constables and Marshals Association conference in New Orleans, Louisiana in the month of March 2020. I am not requesting any advance payment. Should you have any questions, please contact me, as I will be happy to respond or to attend any meeting in person to satisfy those questions. Statement of Applicant Eligibility INSTRUCTIONS: Please describe the nature of your organization and explain how you are eligible to apply for the Board Training Grant Program. Please limit your response to no more than 1,000 words and attach as exhibits accompanying documentation of your eligibility. B. Project Proposal Form Response: The Maricopa County Constables Office consists of 26 elected and/or appointed Constables and eight Deputy Constables. An attachment containing the names of the Maricopa County Constables and Deputy Constables is being provided. Also attached is a copy of agenda item #C-25-07-002-0-00 voted on by the Maricopa County Board of Supervisors authorizing the implementation of a five-dollar writ fee pursuant to A.R.S. 22-138 as required by the Constable Ethics Standards and Training Board which shows that Maricopa County is participating in the collection of writ fees that fund grants for the Constable Ethics Standards and Training Board. INSTRUCTIONS: Please describe completely the project you propose to complete if awarded the Board Training Grant. Be complete in your description of the project. At a minimum, your response must contain: 1. A detailed description of the proposed project. 2. An explanation of how many hours will be credited to the Applicant's mandatory annual training requirements in accordance with A.R.S. 22-137(D). 3. Identify the name of constables that will be trained; 4. An explanation of outcomes to be expected from the funding proposal. 5. An explanation of how grant funds will be used (this is not a substitute for the project budget required in Section IV C. 1. A detailed description of the proposed project. Response - To attend the National Constables and Marshals Association executive board meeting and training conference in New Orleans, Louisiana March 7h through March 12th, 2019. An explanation of how many hours will be credited to the Applicant's mandatory annual training requirements in accordance with A.R.S. 22-137(D). A.) above in support of their annual training requirement per A.R.S. 22-137. 5. Response - Training funds will be utilized for the following - Conference registration, airfare, daily per diem, lodging and related travel costs. C. Project Budget INSTRUCTIONS: Please submit a detailed budget.* the project and identibi all revenue and expenses that will be applied and incurred in the completion of the project. Conference registration @ $200 per/applicant x 1 applicant = $200.00 Airfare @ $382.96 per/applicant x 1 applicant = $382.96 Daily per diem @ $71 per day per applicant Per diem for event per/applicant $426 x 1 applicant = $426.00 Lodging per night $189.05 per/applicant Lodging for event/per applicant $1,325.35 x 1 applicant = $1,323.35 Shuttle — airport to hotel / hotel to airport $48 round trip x 1 applicant = $48.00 Grand total requested $2,380.31 D. Project Performance Measures INSTRUCTIONS: On this page, please identib at least four (4) performance measurements that will illustrate the outcomes of your proposal. The performance measurements you identini in this section, as approved by the CESTB, will become provisions of your grant contract if the Applicant is selected as the CNA -Training Grant Program Grantee. The performance measurements must demonstrate how the proposed project will meet the program goals described in the Grant Manual. Response: 1. Provide 20 hours of accredited training. 2. Provide continuing training in the team building skills needed to be a leader in today's policing environment within my community. 3. Provide instruction on how to network with federal, state & local agencies within their jurisdiction to better serve their communities. 4. Provide training and information on Community Policing with Fair and Impartial Policy's. How to develop those policies. This will allow Constables to develop policies that allow for considerations and input from the communities that I serve. 5. The ability to network with other Constable Jurisdictions throughout the country, learning how they operate and gaining knowledge to improve my service to the citizens of my county, the State of Arizona and other Constables throughout Arizona. E. Request for Advance Payment & Justification INSTRUCTIONS: As described in the Request for Grant Applications, grant awards are typically disbursed as reimbursements for expenses incurred in the completion of projects. However, the Board will consider requests for Advance Payment offunding pursuant to the provisions of the Request for Grant Applications. Ifyou require advance payment, please identini what portion of the project budget is being requested in advance and clearly explain the reason(s) why an advance is required for the completion of the project. Please note that fyour request for advance payment is approved, you will be subject to the terms outlined in section IILB of the Request for Grant Applications.
