Dear Mr. Palma, 
Enclosed is an offer to purchase the above referenced parcel of Land owned by the State of Arizona 
through Treasurer's Deed Document No. 2019-0971630. 
This parcel was originally part of a larger parcel to the south. In 1979, the then owners created a 30' 
wide non-exclusive easement for ingress and egress over the larger parcel. Following the chain of 
title, it appears that rather than sell the servient estate subject to the 30' easement, the conveyance 
documents excepted the 30' easement area from the legal descriptions, which severed it from the 
larger parcel. 
The City owns all the surrounding land as part of the McDowell Mountain Preserve including the 
land for which the 30' easement was created, thus the City has an ownership interest in the 
easement. 
The City desires to purchase the underlying fee ownership now held by the State. Please find 
enclosed the Board of Supervisors Parcel Offer Form,, the Treasurer's Deed granting the parcel to 
the State, a copy of the original deed which created the easement as well as the subsequent deed 
which excepted out the easement and severed it from the original parcel.
