Health Urban Environments (HUE) initiative 
Request for Proposals - Spring 2020 
About Healthy Urban Environments 
Arizona State University (ASU) in collaboration with the Maricopa County's Industrial 
Development Authority has established Healthy Urban Environments (HUE) as a 
solutions-focused research, policy, and technology incubator. HUE's goal is to rapidly 
develop, test, and deploy heat mitigation and air quality improvement strategies and 
technologies. In collaboration with practitioners and community members, HUE seeks to 
create healthier urban environments for communities across Maricopa County. 
Proposal Overview 
HUE seeks to underwrite high-quality, community-engaged, solutions-oriented projects 
that will be selected from submitted proposals. In 2020-2021, priority will be given to 
proposals that 1) originate from or prominently feature project leadership from non-ASU 
organizations, and 2) demonstrate practical, real-world implications or solutions which 
can be implemented and evaluated within the project's duration of 1 year. Importantly, 
we seek to leverage and amplify emerging or existing efforts which would benefit from 
additional financial, technical and logistical support from HUE. 
Project Themes 
All projects must focus on the topics of developing and implementing solutions in the 
areas of urban heat and/or air quality. These solutions may fall under a variety of 
themes, including training and evaluation, demonstration projects, technology 
development or applied research. 
Training and evaluation may include public, workforce, K-12, or management education 
and capacity building through the development of curriculum, modules, workshops, 
standards or awareness programs. Demonstration may include field- and site-based 
pilot applications of design elements, materials, techniques or other innovative 
approaches which can demonstrate the efficacy in mitigating heat and/or air quality. 
Technology project elements may involve basic or applied research and development of 
novel technologies and intellectual property to address urban heat and/or air quality.

with other community members. Evaluation of the training process, and evaluation of 
coping mechanisms and knowledge of trailer/mobile home residents, will be performed. 
The final deliverable will include a tool kit that trainers will use to duplicate these efforts 
around the County. This pilot project will serve as a testing experience for community 
education and adaptation. 
Success: MCDPH has: 1) proven experience working with the community partners; 2) 
educational materials on heat and other climate-sensitive hazards; 3) experience 
conducting surveys with vulnerable population; 4) training experience; 5) health data to 
evaluate change in heat surveillance; 6) support of the "Fostering environmental action 
for healthier community action team" members (part of the Bridging Climate Change and 
Public Health Coalition); 7) support of the Knowledge Exchange for Resilience (KER) 
team; and 8) support of the Arizona Association of Manufactured Home and RV 
Owners. 
Solutions Outcomes: The expected overarching outcome is the reduction of heat death 
and illness in MC trailer communities and to learn even more about challenges that 
residents faced and effective inputs to mitigate risk of heat-related morbidity/ mortality. 
These communities comprise approximately six percent of all types of homes in MC. We 
expect that provided training and heat toolkit to residents and to trainers will help increase 
the knowledge of how to stay safe during extreme heat days and how to utilize community 
resources. We envision that this same process will be replicated in other settings with 
similar conditions and circumstances in the future. The tool kit will include educational 
materials and resources for residents, surveys, workshop materials, manual describing 
how to approach the community, and guidelines on how to conduct the evaluation 
process. Furthermore, the trained residents will be part of the sustainability of maintaining 
the program as they participate in future trailer park engagement. 
Project Team: MCDPH staff, Vjollca Berisha, MD, MPH - Senior Epidemiology Office 
of Epidemiology and staff from Health Innovation will lead the project 
Patricia Solis, PhD - ASU Knowledge Exchange for Resilience 
Municipal agency-dependent upon city of selected trailer park 
Community-based organization in the area of selected trailer park 
Eileen Green, AAMHO president - The Arizona Association of Manufactured Home and 
RV Owners 
Budget: 1) Salary: We request $25,000 for a heat-health management workshop 
coordinator (0.5 FTE) for all activities including designing and implementing surveys and 
coordinating printing of needed materials, support engagement of volunteers, residents 
and CB0s. Data analyses and evaluation will be completed in house in collaboration 
with ASU researchers. 
2) Supplies: We request a total of $25,000 in support for materials and supplies that 
will be used in the project's implementation including expenses for printing, generating 
final reports and presentations, creating infographics and other educational materials for 
toolkits, incentives for residents and for volunteers. Funds will be used for planning of 
the final meeting to present the project's final findings.
