Narrative
Please structure your proposal to provide the following information in the order indicated.  Provide the narrative in

1.
Briefly describe the organization’s history, mission and goals.
Maricopa County Department of Transportation’s mission is to provide connections that improve people’s 
lives. We plan, design, build, maintain and operate the roads in unincorporated Maricopa County.

If the applying organization is non-municipal or a non-profit 501c, please describe your relationship with Arizona 
municipalities including past and present support, whether through partnerships, collaborations, in-kind 
contributions, grants, tax-based funding or other.  Describe the supporting municipality’s role in this project.  If 
the applying organization is a municipality governmental sub-division please enter the text “Not applicable.”

Describe the proposed project and your plan to implement.
In an effort to help reduce dust caused by travel on dirt roads within the PM 10 area in Maricopa County, the Maricopa 
County Department of Transportation is requesting funding to construct a 24’ wide engineered double chip seal road on 
the Hunt Highway alignment from Old Price Road to Dobson Road alignment which is roughly 1 mile in length.  As part of 
this project there will need to be some utility relocations.  The road itself will consist of 6 inches of AB that will be placed 
and compacted with a double chip seal surface added on top of the AB to create an all-weather surface.

Describe how the proposed project satisfies one or more of the priority funding areas identified by the Gila River 
Indian Community.
This project falls under the transportation priority funding area because the project improves roads for the 
general public.  Specifically, it wil provide a paved road where there is currently only a dirt road.  The paved 
road will help decrease dust in the Sun Lakes area.

Identify the needs/problems to be addressed, target population and number of people to be served by the 
project.

The improvements to Hunt Highway will result in restricting traffic on Old Price Road between Riggs Road 
and Hunt Highway adjacent to the Sun Lakes community.  For several years Sun Lakes residents have 
experienced dust issues arising from travel on Old Price Road. Dust accumulates on their patio furniture and 
they are often unable to use their backyards due to the dust. Sun Lakes residents have expressed concern 
about contracting valley fever or other respiratory illnesses due to the dust. The improvements to Hunt 
Highway will provide substantial air quality improvements for the hundreds of residents in Sun Lakes.

Define the project as a new or continuing program.  Has GRIC previously funded this project?
This is a new project with a one-time funding request; therefore, GRIC has not funded this project before.
7.
Provide a brief timeline including start and finish dates.  Indicate if the timeline is flexible.
Grant Award – Oct. 25, 2020
Contract to Move Power Lines – Nov. 1, 2020 though Nov. 30, 2020
Relocation of Power Lines – Jan. 2, 2021 though Jan. 31, 2021
Contract for Construction and Preconstruction Meeting – Jan. 4, 2021 through Jan. 31, 2021
Notice to Proceed for Road Construction – Feb. 1, 2021
Complete Road Construction – Aug. 31, 2021
Due to the amount requested, MCDOT requests funding in two cycles.  MCDOT requests $500,000.00 on 
October 25, 2020 and the remaining $298,752.00 during the second quarter of FY2021.

There are no other organizations, partners, or funders participating in the project.

Would you be able to implement the proposed plan if your organization received partial funding for this project?
No.  MCDOT cannot construct this project without this funding.

10. Describe your plan for project financial sustainability beyond the grant period.  If this is a program/project 
previously funded by the Gila River Indian Community describe efforts made towards the previously described 
sustainability plan.
The only sustainability the road needs is maintenance.  Future maintenance of the roadway improvements 
will be the responsibility of MCDOT.
11. Describe your plan to document progress and results.
MCDOT created the schedule included in paragraph 7 of this application.  Results of the project will be in the 
form of project design plans and “as-builts” of the final improvements and utility relocation will be 
documented.
12. Indicate any application to and/or awards made by a tribe other than the Gila River Indian Community for state 
shared revenues for this and any other project for the past five (5) years.  If this information is included in a 
separate attachment, please indicate that here.
This is a new project and no application has been made to any other tribe for shared revenue to complete 
the project.
