Emergency Operations Plan
Letter of Promulgation
In the event of natural, technological or national security disaster affecting the unincorporated
portions of Maricopa County, county government must be prepared to implement plans and
procedures to protect lives and property. In addition, county government must be prepared to
provide support to municipal governments affected by disaster conditions.
This plan is published in support of the State of Arizona Emergency Response and Recovery
Plan. It supersedes the Maricopa County Emergency Operations Plan dated January 2017. It
is in accordance with Arizona Revised Statutes, Title 26, Chapter 2 and the Maricopa County
Emergency Resolution of 2011.
The purpose of this plan is to provide direction and guidance to Maricopa County governmental
departments and supporting agencies. It provides guidance to assist county departments in
preparing for and executing assigned emergency tasks to ensure maximum survival of the
population and property in the event of a natural or man-made disaster.
This plan is effective for planning purposes and preparations on receipt. It will be executed
when an emergency declaration is made by the Board of Supervisors or when it is placed into
effect by the County Manager or other delegated authority.
