Maricopa County Human Services Department Early Education Division Summary of Application for Continued Funding DUE 4/1/2020 EARLY HEAD START-CHILD CARE PARTNERSHIPS Grant No. 09HP000200 1 | P a g e PROGRAM OVERVIEW: Maricopa County Human Services Department (MCHSD) is requesting funding to continue Early Head Start— Child Care Partnership (EHS—CCP) services to 160 infants and toddlers for the 12-month budget period of July 1, 2020 through June 30, 2021. The Program is requesting the full amount of $2,632,392 in program operations and $61,299 in Training and Technical Assistance (TTA) funds that are available to the Program for the second year of the project period. The total requested funding amount is $2,693,691 combined with the operations and TTA. The defined area for these services is all of Maricopa County excluding the City of Phoenix. It continues to track progress towards meeting programmatic goals and key benchmarks. 1. Long-Term Goal- Productive and Qualified Workforce • Short-term Outcomes- Parents Stay Employed and/or Complete Education Programs; Providers Attain CDA’s Objectives- • EHS-CCP parents will participate in training in the topics of Early Childhood Development 3. Long-term Goal- Children are ready for School • Short-term Outcomes- Children Meet Developmental Expectations; Improved Caregiver Retention Objectives- • EHS-CCP classroom site will comply with HS Performance Standards • EHS-CCP teachers will complete developmentally appropriate lesson plans and individualized experiences for enrolled children • Directors, Teaching Staff and Parents will receive additional resources on Creative Curriculum to ensure the content is delivered to fidelity. CRITERIA FOR RECRUITMENT, SELECTION, AND ENROLLMENT OF PARTICIPANTS: The program proposes no changes to enrollment priorities. School readiness outcomes continue to demonstrate steady gains for children participating in the program. The program anticipates additional increases during the Spring assessment. Applying monitoring data to determine coaching and technical assistance to support high quality instruction and curriculum fidelity. Developing Professional Learning Communities (PLC) facilitated by internal subject matter experts to strengthen teaching practice and observational capacity. ONGOING MONITORING AND ANNUAL SELF-ASSESSMENT: The Early Education Division engages in a self-assessment process that aligns with a culture of continuous quality improvement. The yearly self-assessment process is centered on program goals and desired outcomes and includes staff, leaders, parents, and partners in a review of the progress made. The Self-assessment includes a review and comparison of program data across content areas to address higher-level systemic issues as well as a vehicle for innovation. Throughout the year, program leaders and staff continually track the effectiveness of program operations and progress towards goals through an ongoing monitoring system. During the annual Self-Assessment, staff, leaders, parents, and partners reflect on that same data; any additional data, such as federal monitoring reports, Program Briefings, Quarterly Program Reports, and the previous year’s Self-Assessment report. As a result of ongoing monitoring and annual self-assessment, the program identified the following areas for program improvement: • Implement additional Staff Training on: 1. Fully utilize site team meetings as an opportunity to discuss and coordinate Family and Child Services, including transition plans • Develop improvement Program Plans and Systems that: 1. Ensure consistency in implementation of the center-based curriculum 2. Clarify and communicate within the program the roles, responsibilities, and expectations of Family Services, Education, Coaching, and Mental Health Staff 3. Support FSS and Teaching staff in analyzing program data together 4. Ensure follow-up with monitoring activities and corrective actions are completed 5. Enhance monitoring of inclusion services, field entries, to identify children with disabilities
