I am sending this letter to you today regarding my concerns of having a commercial business located less 
than 300 FT from my residence. The business in discussion is Anchorpoint Welding, ELC at 35011 N. 10t h  
St, Phoenix, AZ 85086, Parcel No. 211-52-105B, business owner by the name of Jonathan Thiele, Case 
No. Z2019019. 
First and foremost, I would like to declare that I am NOT in support of the (above) commercial business 
receiving permits to be able to operate in my residential zoned area. 
Various reasons consist of: 
1- Consistent Daily Noise Pollution 
2- Poorer Air Quality within my Proximity due to Large Machinery and Equipment 
3- higher Traffic Amounts on N. 10th St., of which (above) business is located on the "non-paved 
private portion" of N. 10th St. of which there will be an increase in costs Incurred to the property 
owners in the neighborhood, for example, with,pothole repairs, drainage repairs etc. 
4- JHome values in the neighliorhoix1 may decrease iminensely due to activity and operations of a 
Corrimereial Business Allowance 
5- Theft and Crime may increase in our neighborhood with the hiring of various employees needed 
to operate a commercial business, as these "so called employees" are-considered "non-
residents" of our residential zoned area 
6- There is always an uncertainty of how much any business can impact a residential 
neighborhood. Most importantly regarding Growth of a business; the "now" and "projection 
forward in years", therefore, the (above) concerns/ risks may in fact escalate, leaving that 
"unknown burden to the property owners" of N. 10th  St 
7- Once a commercial business is allowed and permitted in a residential zone, others may want to 
potentially follow, leaving many "unknowns" on all (above) concerns within our neighborhood 
I would like to have N. 10th St zoned as Residential ONLY, NON Commercial. Thank you for allowing

My name is Jeanette Reynolds and I am the medical power of attorney and caregiver for 
Raymond R Reynolds who resides at and owns the property located at 34845 N. 10th Street, 
Phoenix, AZ. Mr Reynolds is currently in the hospital and has requested that I write this letter 
on his behalf. Mr. Reynolds would like to object to the issuance of a special use permit to a Mr. 
J Thiele that would allow a commercial business to be conducted on a property currently zoned 
residential, located at 35011 N. 10th St, Phoenix, AZ. Mr Reynolds recently had a bone marrow 
transplant which has totally eliminated his immune system and will have a severely 
compromised immune system for a minimum of a year while the new cells grow. 
This proposed commercial business is approximately 100' from the door that Mr Reynolds uses 
to access his house. Because of his compromised immune system Mr. Reynolds cannot be 
exposed to fumes, dust and other airborne toxins that this business may genera te. The outdoor 
use of commercial equipment to move heavy materials, as well as welding and grinding would 
cause an undue hardship on Mr Reynolds making him a virtual prisoner in his own home. All 
doors and windows would have to be kept closed at all times and Mr. Reynolds would be 
denied the right to simply sit or walk on his own property. The simple act of getting into a 
vehicle for his doctor appointments would put him at risk. 
This property was bought in the mid 70s as a residential property and has been used as such 
continually since then. Mr Reynolds respectfully requests that this special use permit be denied 
allowing him the right to continue to use his property in the manner that it was designed for, 
residential..

This proposed business is not a reasonable sized, homebased business but is actully boardering on an 
industrial use. I purchased my property in the mid 70's and moved here because I wanted to live in a 
nice rural, residential area. Now as a disabled senior citizen my quality of life is being severly effected. 
Since the applicant has applied for this use permit, he has continued operating his business with no 
regard for his neighbors. He has kept an inventory of up to 40+ flat beds to be installed on pickup trucks, 
utilizing a forklift to unload deliveries of the beds, and to move them around the property as more are 
delivered or he installs them. This creates a noise issue as well as a dust concern in an area that a high 
incident of valley fever. In addition he operates at all hours and days of the week. He may be working at 
6am or 11pm. As a neighbor I have had to exsist with excessive noise, loud music, loud talking, grinding, 
beating on metal and the backup alarm on the forklift. This may occur any day of the week, includig 
Saturday, Sunday and holidays. Again he has shown no concern for the effect this has on his neighbors. 
This has created a hardship for me as I can no longer enjoy simple outdoor activities on my property. I 
do not have air conditioning so even having my windows open in the summer to cool the house has 
become difficult. 
Please help keep our neighborhood with the rural/residential enviorment that it is currently zoned as 
and deny this reqrest for a special use permit. If he doesn't show respect for his neighbors now, I fear 
with the issuance of the permit, it will only get worse. Thank you.

I'm writing in opposition to the Special Use Permit requested by Anchorpoint Welding for operating a 
welding business out of a residence, parcel number 211-52-105B. My family purchased 35845 N 10' h St. 
(Parcel # 211-52-109-X) in 1974, and built a house in 1977 to reside, and raise their families in a nice 
peaceful residential area, In June of 2019, my father, Raymond R eynolds passed away after being 
confined to his house for several months prior to his hospitalization, because recent increase In dust and 
odors in the area 
There are multiple reasons that I oppose the approval of the special use permit AnChOrpoint Welding is 
requesting. The main point of entry to our house is on the northside, which faces parcel #211-52-105B, 
The wall, hoists and the oversized building is not something that I would like to see when I look out my 
door every morning, and with my wife's health issues (Chronic Migraines, Multiple Chemical 
Sensitivities, and Chronic Coccidiornycosis, aka valley Fever, which left her with her severe asthma), 
approval of this request would limit our ability to utilize our property, affecting my family's quality of 
life, and violating our civil rights to enjoy a peaceful existence. My Family moved out of the city to enjoy 
a peaceful life with beautiful views of the desert. With the changes that Anchorpoint Welding is 
proposing, It will dramatically affect the peaceful residential area by converting it into commercial, 
permanently changing the ambience that everyone that moved out there to enjoy. 
I am not just speaking as a rl generation property owner in the area, I am speaking on behalf all the 
people's fife the Anchorpoint Welding would affect. 
Please don't allow our neighborhood to turn into an industrial complex. 
Upon his passing my father left the property to myself and my siblings. I'm including a copy of the 
beneficiary deed to show ownership. The property has been placed in a family trust, and I am still a 
shared owner.

I oppose this change as I am very concerned about the existing noise coming from the property as it is and feel this will 
only get worse with a special use permit as a welding business. This is a quiet residential area and that is one of the 
reasons we purchased here. To allow one neighbor to purchase a property for only business use is opening the door for 
other with would drop our property value and reduce the quality of life here. Please record my opposition to this

opposed to the permit being requested for parcel Number 211-52105B. My family bought parcel number 211-52109X, 
211-52057B, and 211-52057C in the mid 70s to move away from the city to a rural area. The hearing has been even 
happened yet and there are dozens of rigs already being worked on. We are already concerned about the dust, noise, 
and fumes caused by this property. Our entrance is to the north side of the property along with the front door to the 
house which is Ames parcel 211-52105B. I am a partial owner of Parcel 211-52109X. In the a puzzle of this hearing the 
other two parcels belong to my Jeanette Reynolds who has also lived there since 1974. This is going to be damaging to 
my mothers health at her age and my stepfather's. I am on the trust to these two parcels as well. This leaves five 
generations that have shared these parcels please keep our property of 45 years safe from commercial case number 
Z2019019.

I recently received a post card concerning the hearing for this business. The postcard states that a letter must 
be received by the Friday before the hearing which is set for 12/12/19. Will this email suffice as a letter? I 
plan to attend the hearing 
I am not in support for this to be approved. This is a residential area. The property that this case is based is a 
house. The owner does not live at the property and the property is used as a business. 
If this is approved does this mean that I can request a permit to build a Jiffy Lube if my neighbors support it or 
my neighbors can turn their property into a commercial business?

Dear Mr. Smith, 
I'm writing in opposition to the special use permit for the welding business being run out of a 
residence. Parcel number 211-52-105B. I am a shared owner to the property next door to the south. 
Parcel number 211-52-109x. My property was previously owned by my father, who unfortunately 
passed in June of this year. He was also strongly opposed to this business. My father, who loved the 
outdoors, was limited in his final months and needed to stay close to home. This business made it tough 
for my him to enjoy the outdoors of his own property. Noise and dust among other things kept him 
indoors. He knew my fathers' condition, and never stopped. It is understood that if the welding 
operation gets their special use permit, they would probably be required to build a wall. But that won't 
block the view of his hoists. It won't block the view of an oversized workshop. It won't stop the dust. It 
won't stop the noise. It won't stop the fumes. It won't reduce customer traffic. 
My family has owned this land since the mid-70s. They/we didn't move to the Desert Hills area 
to live in an industrial neighborhood. 
The individual that is requesting the special use permit has not been playing by the rules. Why 
should we assume that he will moving forward? His yard is full of equipment and is an industrial blight 
on the neighborhood. There are plenty of areas that are zoned accordingly for his type of business. 
Please don't allow our neighborhood to turn into an industrial complex.

I would like to submit a formal request to appeal the decision to approve the special use permit for Anchorpoint 
Wielding to be located at 35011 N. 10th St. The recommended approval took place at the hearing conducted on 
December 12, 2019. My basis for this appeal is:(1) of the 20 letters in support many if not all of them or not within 300 
feet of this proposed business. The majority of us that are adjacent to this property are not in support of this. We are 
the ones that this will have the most adverse affect on, taking away our quality of life and reducing our property values; 
(2) the property that is adjacent to this proposed business has been placed in my family trust. This property is on the 
south side where there is nothing more than a chain-link fence. There were no stipulations to correct this issue. All 
activity and storage will be visible from this property severely affecting the ability to enjoy the property at 34845 N 10th 
St; (3) it is my understanding that a very large building will be placed at the south east corner of this property which 
again would adversely affect the property on the south with the noise and dust as work is conducted moving trucks, 
truck beds and other items back and forth into the building with a forklift in addition to causing a visual blight. 
The letters of support was a form letter drawn up by the lawyer representing the business owner and do not accurately 
represent the properties that will most seriously be negatively affected.

I would like to formally appeal the request of SUP #Z2019019. Parcel number 211-52-105B. I am a tenant in 
common located directly to the south. Parcel 211-52-109X. This plan goes against what the majority our 
affected neighbors want. The property owner is already stacking materials higher than the back wall of the 
property. We can't allow our residential neighborhood to deteriorate into industrial. My family has owned 
this property since the mid 70s. Anchorpoint welding has only been in that location for a short 
time. Approximately 2 years. The majority of people who reside in New River and Desert Hills moved out 
there for the rural lifestyle. Please keep it that way.

Staff has received a petition with 29 signatures in support. Staff has also received 14 
letters/e-mails of opposition. Staff has calculated the support and opposition received 
to date and notes that a Super Majority Vote has been triggered. The trigger is when 20% 
or more of the property owners within a 300 radius of the site, by number and area 
register opposition to the case. The opposition received accounts for five property owners 
within an area of 167,592 sq. ft. This equates to: 
33% opposed parcel acreage within 300' buffer 
26% opposed parcel numbers within 300' buffer 
Staff also notes that Commission recommended condition 'd' listed below: 
d. This Special Use Permit shall expire 10 years from the date of approval by the Board 
of Supervisors for a period of 90 or more consecutive days, or upon termination of 
the use, whichever occurs first. All of the site improvements shall be removed within 
60 days of such termination or expiration. 
All proposed construction/improvements could be permitted per Rural-43 standards and 
the Special Use Permit is only applicable to the Land Use. Therefore the last sentence is 
appropriately deleted so that the modified condition reads as follows, with deleted 
language struck-through:

I am requesting that the Special Use Permit Request for Case #Z2019019 be Denied for the following 
reasons: 
The location of the Special Use Permit Request is located within an established residential neighborhood 
and is land locked by private residences North, South, East, and West of such proposed business. 
The location of this proposed business is within an established residential neighborhood that has always 
maintained a non- business low traffic volume. The current residential atmosphere will become 
nonexistent if such business is allowed to operate within our residential neighborhood and would cause 
havoc and safety concerns for all the local residents that reside in and around such property. 
As a resident in this neighborhood and living less than a quarter mile from the proposed business, I have 
further concerns to include: increased flow of people and traffic, major safety issues concerning 
pedestrian adults, school children, equestrian riders. In addition to the increased noise levels, further 
business encroachment into the neighborhood, and decreased property values. 
Again, please do not allow for the Special Use Permit Request for Case Z2019019 in an established 
residential neighborhood.
