AGREEMENT AND ACCEPT FUNDING FROM THE OFFICE OF NATIONAL DRUG CONTROL POLICY FOR THE 
HIGH INTENSITY DRUG TRAFFICKING AREA PROGRAM

Action Requested: 
 Approve the agreement and acceptance of funding from the Office of National Drug Control Policy 
(ONDCP) Award Number G18SA0005A, for the High Intensity Drug Trafficking Area (HIDTA) Program in 
the amount of $182,337 for Maricopa County.  The term of this funding is from January 1, 2018 to 
December 31, 2019.  
 
The Maricopa County Sheriff’s Office is the Fiduciary of these funds for Maricopa County. The Maricopa 
County Sheriff’s Office will receive $150,392.50.  The Maricopa County Attorney’s Office will receive 
$31,944.50. 
 
Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and 
therefore, expenditures of these revenues are not prohibited by the budget law.  
 
Board Required Information: 
 This amount represents 35% of the stated budget requirements ($520,962). Additional funding is 
anticipated through the enactment of public law (Statutory Authority for Grant: Public Law 115-120, 
Continuing Appropriations Act 2018). The Sheriff’s Office will return to the Board for acceptance of the 
remaining funds when notification is received. 
 
The total unrecoverable indirect cost amount is $35,294.79. The Sheriff Office indirect rate is 19.9% and 
they will not recover $29,928.11. The County Attorney indirect rate is 16.8% and they will not recover 
$5,366.68. 
 
The HIDTA Program is sponsored/funded by the Office of National Drug Control Policy (ONDCP). These 
grant funds are to support and enhance activities in accordance with the approved ONDCP HIDTA 
Program Policy and Budget Guidance (PPBG). There has been participation in the HIDTA program since 
approximately 1998. 
 
Additional Information: 
 Funds will be used for personnel; communications devices and services; supplies; and vehicle leasing.
